Regional Center for Renewable Energy and Energy Efficiency RCREEE, via its Secretariat - is a financially autonomous organization.

The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an intergovernmental organization with diplomatic status that aims to enable and increase the adoption of renewable energy and energy efficiency practices in the Arab region. RCREEE teams-up with governments, international organizations, IFIs and Private Sector via several forms of partnerships to initiate and lead clean en

ergy policy dialogues, strategies, technologies, managing the facilitation of RE investment platforms and capacity development in order to increase Arab states’ share of tomorrow’s modern energy solutions. Having today 17 Arab countries among its members, RCREEE strives to lead renewable energy and energy efficiency initiatives and expertise in all Arab states based on its strategic plan approved by its Board of Trustees. RCREEE Secretariat has several multidisciplinary teams across Sustainable Energy and Climate Action sub-sectors with multicultural teams diversified across Arab and International professionals. The main source of finance is generated via comprehensive portfolios of programmes and partnerships via development agreements with DFIs, Third Party Contract, and Innovative Climate-Finance Programmes, and is also holding the fiduciary responsibility and all related legal jurisdiction of Center. RCREEE is organized as an independent regional organization with international legal status and organizational structure as per the organization's Charta. The Charta stipulates a three-tier structure with a Member States’ assembly (“Board of Trustees”), an executive committee (“Executive Committee”) and a secretariat (“Secretariat”) that is headed by the RCREEE Executive Director.

📢 From 11–14 May 2026, the Republic of Djibouti hosted the consultation mission for the development of its National Cooling Action Plan ( ), organized by the Ministry of Energy in charge of Natural Resources in collaboration with RCREEE, UN Environment Programme (UNEP), and the Cool Coalition.

💡 The mission brought together national stakeholders and technical experts to establish the roadmap for NCAP development in Djibouti and align on the implementation framework, data collection process, and energy modelling methodology.

🌍❄️ As cooling demand continues to rise due to climate change and rapid urbanization, the NCAP initiative will support Djibouti🇩🇯 in promoting sustainable and climate-friendly cooling solutions while strengthening ⚡ energy efficiency and 🌱 climate resilience.

📍 A major highlight of the mission was 𝒕𝒉𝒆 𝒐𝒇𝒇𝒊𝒄𝒊𝒂𝒍 𝑲𝒊𝒄𝒌-𝑶𝒇𝒇 𝑬𝒗𝒆𝒏𝒕 𝒉𝒆𝒍𝒅 𝒐𝒏 13 𝑴𝒂𝒚, which featured the opening intervention of H.E. M. Yonis Ali Guedi, Former Ministre de l’Energie, chargé des Ressources Naturelles, reaffirming Djibouti’s commitment to advancing sustainable cooling policies and strengthening climate resilience.

𝐓𝐡𝐫𝐨𝐮𝐠𝐡𝐨𝐮𝐭 𝐭𝐡𝐞 𝐦𝐢𝐬𝐬𝐢𝐨𝐧, 𝐝𝐢𝐬𝐜𝐮𝐬𝐬𝐢𝐨𝐧𝐬 𝐟𝐨𝐜𝐮𝐬𝐞𝐝 𝐨𝐧:
🔹 Djibouti’s strategic vision for sustainable cooling
🔹 The NCAP development roadmap and implementation framework
🔹 Data collection processes and energy modelling methodologies
🔹 Sustainable cooling technologies and business models
🔹 Cross-sectoral coordination and institutional collaboration
🔹 Technical working groups and governance mechanisms for implementation

📍 The mission also included dedicated technical consultations with the NCAP expert team and concluded with 𝐚 𝐡𝐢𝐠𝐡-𝐥𝐞𝐯𝐞𝐥 𝐈𝐧𝐭𝐞𝐫-𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫𝐢𝐚𝐥 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 aimed at strengthening coordination among national institutions and defining priorities for the next implementation phase.

The 𝐍𝐂𝐀𝐏 𝐢𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞 will support Djibouti in enhancing energy efficiency, reducing greenhouse gas emissions, and aligning cooling demand with national development priorities and climate commitments under the Paris Agreement and the Kigali Amendment.

للاحتفالية الرابعة عشرة لليوم العربي لكفاءة الطاقة

الجمهورية التونسية – 20 مايو 2026

تحت رعاية معالي السيد/ أحمد أبو الغيط، الأمين العام لـ جامعة الدول العربية، وبإشراف وزارة الصناعة والمناجم والطاقة بالجمهورية التونسية، نظّمت الأمانة العامة لجامعة الدول العربية (إدارة الطاقة)، بالتعاون مع المركز الإقليمي للطاقة المتجددة وكفاءة الطاقة، وبالتنسيق مع الوكالة الوطنية للتحكم في الطاقة، الاحتفالية الرابعة عشرة لليوم العربي لكفاءة الطاقة، وذلك يوم الأربعاء الموافق 20 مايو 2026 بالعاصمة التونسية تونس، على هامش المؤتمر الوطني التونسي حول الانتقال الطاقي المستدام والمبتكر الذي تنظمه الوكالة الوطنية للتحكم في الطاقة بمناسبة مرور أربعين سنة على تأسيسها، وشهدت الاحتفالية حضورًا رفيع المستوى ضم أعضاء السلك الدبلوماسي، وممثلي المنظمات والهيئات والمؤسسات العربية والإقليمية والدولية، إلى جانب نخبة من الخبراء والمتخصصين وصناع القرار في مجالات الطاقة والاستدامة والتحول الرقمي.

وقد انعقدت الاحتفالية هذا العام تحت عنوان:

“أفضل مشروع يستخدم الرقمنة والتطبيقات الذكية في تحسين كفاءة الطاقة في المنشآت التجارية والسياحية في الدول العربية”.

وأكد المشاركون أهمية تعزيز التحول الرقمي وتوظيف التقنيات الذكية في تطوير منظومات كفاءة الطاقة، باعتبارها من الركائز الأساسية لتحقيق التنمية المستدامة، وخفض الانبعاثات الكربونية، وتحسين كفاءة استهلاك الموارد والطاقة في مختلف القطاعات الحيوية، لا سيما القطاعين التجاري والسياحي.
كما شدد المشاركون على ضرورة توسيع مجالات التعاون العربي وتبادل الخبرات والتجارب الناجحة في مجال كفاءة الطاقة، والعمل على تطوير السياسات والتشريعات الداعمة للابتكار والاستثمار في الحلول الذكية والتقنيات الحديثة.

تضمنت الاحتفالية جلسة خاصة بمسابقة اليوم العربي لكفاءة الطاقة، إلى جانب جلسات حوارية ونقاشية تناولت واقع وآفاق الرقمنة والتطبيقات الذكية في قطاع الطاقة بالدول العربية، وأهمية رفع الوعي المجتمعي والمؤسسي بأفضل الممارسات المتعلقة بترشيد الاستهلاك وتحسين الأداء الطاقي.

وفي ختام الاحتفالية، تم تكريم مؤسسة الإمارات لأنظمة التبريد المركزي (إمباور) لفوزها بجائزة اليوم العربي لكفاءة الطاقة في دورتها الرابعة عشرة، تقديرًا لجهودها ومشروعها المتميز في توظيف الحلول الذكية والرقمنة لتعزيز كفاءة الطاقة ودعم الاستدامة البيئية.

وأعرب المشاركون عن تقديرهم للجمهورية التونسية على حسن التنظيم والاستضافة، مؤكدين أهمية استمرار تنظيم هذه الاحتفالية السنوية باعتبارها منصة عربية لتعزيز التعاون وتبادل المعرفة والخبرات في مجال كفاءة الطاقة والتحول نحو مستقبل طاقي أكثر استدامة وابتكارًا في المنطقة العربية.

Active Turbine Management Program (ATMP) – Spring Season 2026
The Technical Committee of the Active Turbine Management Program (ATMP) successfully concluded a comprehensive field visit to several wind energy projects across the Gulf of Suez region during the period from 25–28 April 2026. The visit brought together technical experts from the Regional Center for Renewable Energy and Energy Efficiency ( ), alongside environmental consultants represented by and , in collaboration with key national entities including the Egyptian Electricity Transmission Company ( ), the Egyptian Environmental Affairs Agency ( ), and the New and Renewable Energy Authority ( ).
The mission focused on evaluating the implementation and effectiveness of environmental monitoring and mitigation measures across multiple operational wind projects, including 262.5 MW, WBWF 250 MW, AMUNET 500 MW, and 650 MW. The site visits also included an inspection of the Spiny-tailed Lizard (Egyptian Dabb) holding facility in Suez Wind Energy 1.1 GW site, established under the Biodiversity Management Plan as part of ongoing efforts to safeguard Endangered species such as Egyptian Dabb and maintain biodiversity values throughout the construction phase.
As one of the region’s most important renewable energy sources, the Gulf of Suez continues to play a vital role in supporting Egypt’s clean energy transition while maintaining a strong commitment to biodiversity conservation, particularly for migratory soaring birds along the Rift Valley Red Sea which considered a global significant flyway.
The visit provided valuable insights into the effectiveness of the mitigation measures implemented during the peak spring migration season, further highlighting the important role of the ATMP, which since 2015 has supported balancing renewable energy development with environmental sustainability across the Gulf of Suez and Gabal El Zeit areas.

#مصر تستضيف المقر الدائم لمشغل سوق الكهرباء لتجمع دول شرق أفريقيا للطاقة

يتقدم المركز الإقليمي للطاقة المتجددة وكفاءة الطاقة بأصدق التهاني إلى معالي الدكتور محمود عصمت، وزير الكهرباء والطاقة المتجددة المصري، بمناسبة نجاح الملف الذي تقدمت به الوزارة لاعتماد جمهورية مصر العربية مقرًا دائمًا لمشغل سوق الكهرباء لتجمع دول شرق أفريقيا للطاقة. كما يتوجه المركز بالتهنئة إلى اللواء محمد عيسى، رئيس اللجنة التنفيذية للمركز، على هذا الإنجاز الذي يعكس المكانة الريادية التي تتمتع بها مصر على المستويين الأفريقي والإقليمي، ويجسد الجهود المتواصلة التي تبذلها الدولة المصرية لتنفيذ مشروعات الربط الكهربائي الإقليمي والتوسع في مشروعات الطاقة المتجددة، دعمًا لمسيرة التنمية المستدامة في القارة الأفريقية
وكان الدكتور محمود عصمت قد افتتح أمس الأربعاء، أعمال الاجتماع الحادي والعشرين لمجلس وزراء تجمع الطاقة لشرق أفريقيا، الذي تتولى مصر رئاسته الحالية. ويضم هذا الكيان الاستراتيجي 13 دولة عضو، ويهدف إلى تعزيز الربط الكهربائي بين الدول الأعضاء لتبادل الطاقة، وتطوير الأطر التنظيمية والتشغيلية الموحدة، تمهيدًا لإنشاء سوق أفريقية مشتركة للكهرباء تخدم جهود التنمية في القارة.
وجدد الوزير المصري، حرص مصر الدائم على تعزيز التعاون الإقليمي في قطاع الطاقة مع دول تجمع الطاقة لشرق أفريقيا (EAPP)، واستعدادها للدعم من خلال تسخير خبراتها الفنية وبنيتها التحتية الاستراتيجية لتحقيق أهداف التجمع بما يدفع جهود التكامل الكهربائي ويعزز أمن الطاقة ويحقق أهداف التنمية المستدامة.
وأضاف بأن الإمكانيات الضخمة للقارة الأفريقية من الموارد الطبيعية، خصوصًا الطاقة المتجددة، بما فيها من الموارد الشمسية، إلى جانب الإمكانات المعتبرة في طاقة الرياح، خاصة في شمال وشرق أفريقيا هو ما يؤهل القارة لتكون قطبا عالميا لمشروعات الطاقة النظيفة، مؤكدا على ضرورة تطوير العمل الإقليمي المشترك ودعم مشاركة القطاع الخاص، لرفع الكفاءة وجذب الاستثمارات اللازمة لتطوير البنية التحتية للطاقة.
واختتم السيد الوزير كلمته بالإشادة بالدور الذي يقوم به تجمع الطاقة لشرق أفريقيا في دعم التكامل الإقليمي وتيسير تجارة الكهرباء بين الدول الأعضاء، وكذلك بدور البنك الدولي وبنك التنمية الأفريقي وباقي الشركاء في تقديم الدعم الفني والتمويلي.
ويجدر بالذكر ان تجمع الطاقة لشرق أفريقيا يضم كلا من مصر (دولة المقر الدائم لمشغل سوق الكهرباء)، إثيوبيا، السودان، كينيا، أوغندا، تنزانيا، رواندا، بوروندي، جمهورية الكونغو الديمقراطية، جيبوتي، ليبيا، جنوب السودان والصومال وهي تعمل تحت مظلة الاتحاد الافريقي.

في إطار مبادرة تيرا ميد التي تهدف إلى تعزيز استخدام الطاقة المتجددة في منطقة البحر الأبيض المتوسط للمساهمة في التنمية المستدامة، وأمن الطاقة، والتكامل الإقليمي من خلال تركيب 1 تيراواط من الطاقة المتجددة بحلول عام 2030، شارك الدكتور ماجد كرم محمود، المدير الفني للمركز الإقليمي للطاقة المتجددة وكفاءة الطاقة اليوم، في ورشة تدريب الإعلاميين حول الطاقة المتجددة وسياسات تغيّر المناخ.

المدير الفني للمركز قدم عرضا مرئيا ضمن جلسة بعنوان «مستقبل الاستثمار في قطاع الطاقة المتجددة». حيث استعرض من خلاله ملامح التحول المتسارع في قطاع الطاقة في المنطقة العربية، مسلطًا الضوء على أبرز العوامل الدافعة لهذا التحول، وفي مقدمتها التحديات المناخية، والطلب المتزايد على الطاقة، إلى جانب توجهات الحكومات نحو تنويع مزيج الطاقة وتعزيز الاستثمارات الخضراء.

Wind Energy in the Gulf of Suez - Site visit
A high-level delegation bringing together representatives from the Ministry of Electricity (MOE), the New and Renewable Energy Authority (NREA), and the senior management of RCREEE undertook a productive site visit to wind energy projects in the Gulf of Suez from 18 to 21 April 2026, as part of ongoing efforts to advance sustainable wind energy development in Egypt, particularly in the Gulf of Suez, one of the region’s most strategic corridors for both renewable energy generation and environmental stewardship.
The mission offered a valuable opportunity to observe progress on the ground and deepen insights into the effective integration of environmental management practices within operational wind farms through the Active Turbine Management Programme (ATMP). It also provided a constructive platform to review and strengthen environmental measures during construction activities, with special attention to safeguarding the Egyptian Dabb lizard.
The visit was attended by Eng. Ehab Ismail, Executive Director of NREA, Major General Mohamed Issa, Chairman of RCREEE’s Executive Committee, and Dr. Maged Mahmoud, Acting Executive Director, alongside RCREEE’s senior management team. Their presence highlighted the growing importance of RCREEE’s role through the Active Turbine Management Programme (ATMP) as a key enabler for harmonizing wind energy development with biodiversity protection, reinforcing Egypt’s commitment to a balanced and sustainable energy transition.

The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) hosted the ATMP High level Steering Committee meeting on Wednesday, 15 April 2026, as part of continued cooperation and unified efforts to conserve biodiversity while advancing investments in wind energy in the Gulf of Suez and Gabal El Zeit regions.

During the meeting, the ATMP team shared key updates on the program implementation across operational wind energy projects, with discussions focusing on operational performance, technical and environmental challenges, and the continuous improvement of monitoring and shutdown-on-demand procedures.

The committee also reviewed the latest progress of the Strategic Environmental and Social Assessment and Cumulative Impact Assessment (SESA-CIA) in the Gulf of Suez, which supports the sustainable planning of wind energy projects while safeguarding biodiversity and the environment.

The ATMP High Steering Committee includes representatives from the Egyptian Ministry of Electricity and Renewable Energy (MERE), the Egyptian Environmental Affairs Agency (EEAA), the New and Renewable Energy Authority (NREA-EG), the Egyptian Electricity Transmission Company (EETC), and the Regional Center for Renewable Energy and Energy Efficiency (RCREEE).
