We are pleased to share our latest article examining the emerging judicial conflict over the applicability of the Egyptian Consumer Protection Law to real estate sales.

The article covers the two divergent approaches recently adopted by the Egyptian Court of Cassation on whether real estate units qualify as “Products” and unit purchasers as “Consumers” under the Consumer Protection Law No. 181 of 2018, the legal implications for developers if the CPL is held to apply, and the legislative and judicial pathways available to unify the conflicting precedents and safeguard the stability of Egypt's real estate market.

On 2 April 2026, the Official Gazette published Law No. 3 of 2026, introducing key amendments to Egypt’s Real Estate Tax Law No. 196 of 2008.

The reform aims to ease taxpayer burdens and modernise administration through higher exemption thresholds, digital filing, third-party reporting, tax incentives, and streamlined dispute resolution mechanisms.

Further tax reform measures followed shortly thereafter as part of the government's ongoing tax reform plan, introduced through several laws issued and published in the Official Gazette on 28 July 2026, including Law No. 149 of 2026, amending the Value-Added Tax Law No. 67 of 2016, and Law No. 151 of 2026, amending the Income Tax Law No. 91 of 2005, both of which include amendments relevant to the real estate sector.
