Launching the Atlantic Immigration Program to drive economic growth and attract skilled workers

March 4, 2022—Ottawa – Immigration is vital to the future of communities across the country, and nowhere more so than in Atlantic Canada. The Atlantic Immigration Pilot welcomed over 12,700 newcomers across the region, strengthening our communities and helping our businesses succeed. We announced the new permanent Atlantic Immigration Program, recognizing the need to build on this success as we continue to recover from the pandemic and address labour shortages across Atlantic Canada.

Today, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced that applications for the permanent Atlantic Immigration Program will launch on March 6, 2022. Candidates with a valid endorsement from an Atlantic Canadian business will now be able to submit applications for permanent residence under the new permanent program. This dynamic program will help the Atlantic provinces attract more skilled newcomers to fuel our economic recovery and drive further growth in the region.

Since 2017, participating employers have made over 9,800 job offers in key sectors, including in health care, manufacturing, accommodations and food services. More significantly, over 90% of applicants were still living in the region after a year. This is a testament to the resilient and welcoming nature of Atlantic Canadian communities.

New immigration plan to fill labour market shortages and grow Canada’s economy

February 14, 2022—Ottawa—Our immigration system has helped shape Canada into the country it is today – one that is prosperous, diverse, and welcoming to those in need. Newcomers enrich and better our communities, and they work every day to create jobs, care for our loved ones, and support local businesses. Throughout the pandemic, they have been on the front lines, working in key sectors like health care, transportation, and manufacturing. Without them, Canada would not have been able to overcome challenges in critical industries and sectors of the economy over the past 2 years. Now, more than ever, immigrants are a key part of our country’s continued success.

Today, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, tabled the 2022‒2024 Immigration Levels Plan, which charts an ambitious but responsible path for immigration that will help the Canadian economy recover and will fuel post-pandemic growth, all while strengthening communities and industries across the country that rely on immigration.

The pandemic has highlighted the contributions of newcomers to the well-being of our communities and across all sectors of the economy. Last year, Canada welcomed more than 405,000 new permanent residents—the most immigrants in a single year in our history. Despite having regained many of the jobs lost during the pandemic, there are still hundreds of thousands of positions in all sectors waiting to be filled. Immigration already accounts for almost 100% of labour force growth, and with 5 million Canadians set to retire by the end of this decade, the worker to retiree ratio will drop down to only 3:1. This is a clear sign that we have a strong economic need for increased immigration.

To ensure Canada has the workers it needs to fill critical labour market gaps and support a strong economy into the future, the 2022–2024 Immigration Levels Plan aims to continue welcoming immigrants at a rate of about 1% of Canada’s population, including 431,645 permanent residents in 2022, 447,055 in 2023, and 451,000 in 2024. This plan builds on the previous levels plan, with an increased focus on supporting our economic resurgence and post-pandemic growth.

To support these increased levels, the Government of Canada recently announced a plan to modernize Canada’s immigration system to fuel economic recovery and improve client experience, which will help address key challenges faced by our clients, such as reducing inventories and creating the predictable processing times that our clients expect and deserve.

This plan will help increase the attraction and retention of newcomers in regions with acute economic, labour and demographic challenges. It will also increase Francophone immigration outside Quebec, while supporting the successful integration of French-speaking newcomers and strengthening Francophone communities across the country. As part of our Francophone Immigration Strategy, we’re working to reach a target of 4.4% of French-speaking immigrants outside Quebec by 2023.

Highlights of the plan include:

overall admissions amounting to 1.14% of the Canadian population by 2024.
a long-term focus on economic growth, with nearly 60% of admissions in the Economic Class.

Canada remains firm in its global humanitarian commitments, including the plan to resettle at least 40,000 Afghan nationals over the next 2 years. To date, more than 7,550 Afghan refugees now call Canada home as a result of these efforts. By working with partners in the region, we are using all avenues available to secure safe passage for those in Afghanistan.

Government of Canada announces details for opening of 2020 Parents and Grandparents Program

October 5, 2020—Ottawa—The Honourable Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, today announced details for the opening of the 2020 Parents and Grandparents (PGP) Program, building further on the government’s commitment to reuniting families.

Over a 3-week period, from 12 p.m. EDT on October 13, 2020, to 12 p.m. EST on November 3, 2020, Canadians and permanent residents who wish to sponsor their parents and grandparents to come to Canada will have an opportunity to submit an interest to sponsor form online.

In order to ensure a fair, transparent and equal opportunity for applicants, Immigration, Refugees and Citizenship Canada (IRCC) will randomly select potential sponsors and send them an invitation to submit an application. Selected applicants will have 60 days to submit their application.

Accommodation is available to persons with disabilities who are unable to use the online form. They can request the interest to sponsor form in an alternative format (paper copy, Braille or large print) by contacting the IRCC Client Support Centre at 1-888-242-2100 or by email until November 3, 2020.

Given that many sponsors may have been financially impacted by the exceptional circumstances of the COVID-19 pandemic, IRCC is introducing a temporary public policy that will reduce the income requirement for the 2020 tax year to the minimum necessary income, instead of the minimum necessary income plus 30%.

The government knows how important it is for families to be together, particularly during difficult times. The launch of the 2020 Parents and Grandparents Program builds on the government’s initiatives to prioritize the approval of 49,000 family sponsorship applications by December 31, 2020, as well as last week’s announcement of a process to reunite more families and approve compassionate cases within the current border restrictions.

A maximum of 10,000 applications will be accepted for processing as part of the 2020 PGP intake. In 2021, IRCC will open a new intake of interest to sponsor forms to accept a total of 30,000 new applications.

Government introduces new border measures to protect Canadian public health, provides update on travel restrictions
News release
October 2, 2020—Ottawa—Immigration, Refugees and Citizenship Minister Marco E. L. Mendicino, Public Safety and Emergency Preparedness Minister Bill Blair and Health Minister Patty Hajdu today announced that, in addition to the border restrictions that remain in place, the Government of Canada is further strengthening the public health presence at the border and enhancing quarantine monitoring. The government is also increasing the use of digital forms and processes to allow critical information to be shared more quickly with provinces and territories. In addition, a process is being introduced to support enhanced family reunification, including those in long-term exclusive relationships, international students and entry for compassionate reasons.

The government continues to enforce and strengthen travel restrictions and border measures that have been in place since March 2020. The mandatory quarantine measures, which require travellers to quarantine or isolate for 14 days immediately upon entry to Canada (unless they are expressly exempt), have been effective.

Every port of entry has 24/7 access to quarantine officer support through the Central Notification System. The presence of federal public health officers at the border is also being scaled up over the coming months to cover 36 ports of entry that account for 90% of all traffic into Canada during normal operations. A total force of 190 public health officials will be deployed across the country by the end of the fiscal year. To improve information-sharing, the Public Health Agency of Canada has deployed digital portals for travellers to share their critical information, including through the ArriveCAN app, so data can be transmitted to provinces and territories quickly and securely.

The government is also strengthening compliance and enforcement efforts. Currently, some 100 designated screening officers at a call centre make approximately 4,300 live calls and 3,500 automated calls daily to travellers entering Canada, for a total of nearly 1 million contacts since March 2020. The Public Health Agency of Canada is working with Service Canada to further increase these numbers.

These calls are followed up by law enforcement if any individual cannot be reached, or if a traveller is suspected of not complying with quarantine requirements. Law enforcement authorities, such as RCMP or provincial police officers, have full authority in jurisdictions that have signed on to the Contraventions Act ticketing regime to issue fines of up to $1,000 and may ticket an individual again in the presence of repeated instances of non-compliance, resulting in multiple fines. Where the non-compliance is not addressed through a contraventions ticket, an individual could face fines of up to $750,000 and up to 6 months in prison where charges are laid for an offence under the Quarantine Act. Willfully or recklessly contravening the Quarantine Act could also result in fines of up to $1 million and 3 years’ imprisonment.

With these robust protections in place, processes are being introduced to support greater family reunification, entry for compassionate reasons, and the safe and gradual entry of some international students. More specifically, these processes will provide for the entry of

certain extended family members of Canadian citizens and Canadian permanent residents, including those in an exclusive dating relationship of at least 1 year and their dependent children, as well as adult children, grandchildren, siblings and grandparents
foreign nationals for compassionate reasons in specific circumstances, such as life-threatening illness, critical injury or death, with potential limited release from quarantine
international students, starting October 20, 2020, if they will be attending a designated learning institution that has been identified by their provincial or territorial government as having a COVID‑19 readiness plan in place
Detailed information on who may qualify as an extended family member and the process and requirements to be eligible to travel to and enter Canada will be available on the Immigration, Refugees and Citizenship Canada website on October 8, 2020. There will be a robust process in place for extended family members, and each traveller will need to apply for and be issued an authorization before they can travel to Canada.

Information on eligibility and the process for travel and entry to Canada for compassionate reasons will be available on October 8, 2020, on the Public Health Agency of Canada’s website, canada.ca/coronavirus.

Travellers should not make any travel plans until they have met all requirements and obtained all necessary authorizations to qualify to come to Canada under the new rules.

The government’s top priority remains stemming the spread of COVID‑19 and protecting the health, safety and security of Canadians. These new measures will bolster the effectiveness of Canada’s travel restrictions, while recognizing additional specific circumstances where a foreign national’s presence in Canada will be beneficial and can be safely accommodated. These measures also build on recently announced initiatives for those sponsoring their spouses to come to Canada.

Yukon Express Entry: Key to Immigrate to Canada
Is moving to Canada on your mind? Here is an express entry program that can help you get a full-time job offer along with the Permanent Residency in Yukon. The Yukon Nominee Program (YNP), also known as Yukon Express Entry, is an immigration program to Canada. It offers the skillful and experienced foreign workforce a PR status and a job offer.
When a Yukon employer finds it difficult to hire a qualified worker in Canada, the employer can fill that position through Express Entry by nominating a skilled overseas candidate. However, the offered job must be either of skill level Zero, A, and B as per the NOC (National Occupational Classification).
The Express Entry program has three classes under which a candidate can acquire the nomination, which includes Canadian Experience Class, Federal Skilled Worker, and Federal Skilled Trades. The nominated workers will receive points under the Comprehensive Ranking System or CRS; obtaining above 600 points is an assurance of a future invitation for the application in the upcoming Express Entry draw.
The employer and the nominated candidate will work together during the application process, outlining all the information related to the job offer made. Also, the government of Yukon’s Department of Economic Development makes the Yukon employer and the candidate sign a tripartite agreement that indicates the rights as well as the responsibilities of both the parties.
Employer’s eligibility requirements for Yukon Express Entry
A Yukon employer is required to fulfill certain requirements to be eligible to nominate a foreign candidate under Yukon Express Entry, which includes:
Be a permanent resident of Canada
Must have a registered and operational business in Yukon, completing at least a year
Should have valid licenses.
All the requirements of territorial labor standards must be met
Should have advertised the job position for a minimum of four weeks seeking qualified Canadian candidates prior to nominating an overseas worker
Must validate the qualifications and experience of the candidate before filing the nomination
Must offer free health insurance to the nominated candidate with coverage equal to a resident of Yukon
The offered payment should at least be the median wage offered in Yukon.
All the air travel expenses of the nominee to reach Yukon must be paid, even when the applicant fails to obtain the PR status.
If the nominee is already in Yukon, an interview should be arranged with an immigration officer of the Yukon Government.
Overseas candidate’s eligibility requirements
To be eligible via Yukon Express Entry, a foreign candidate must fulfill requirements that include:

Should already be in the Express Entry pool with a profile number, which is valid
Establish sufficient funds required to settle in Yukon, including of the dependants, if any
