Migrant Workers Centre Migrant Workers Centre (MWC) is a non-profit organization providing FREE legal services to migrant workers in British Columbia. Hablamos español!

We never charge for our services. The organization facilitates access to justice for current and former live-in caregivers through the provision of legal assistance, legal information, public legal education, and advocacy. WCDWA was established in 1986 by two UBC law students who were researching problems facing domestic workers. In 1987, WCDWA officially incorporated as a non-profit society. Over

the years, WCDWA has received grants from the Law Foundation, BC Gaming Branch, Status of Women Canada, Notary Foundation, Vancity, BC Government and Employees Union, and many other donors. Over the years, WCDWA has assisted thousands of clients with their individual legal cases. The organization is a sought after provider of public legal education and has been highly involved in law reform work and test case litigation for issues involving caregivers. WCDWA engaged in advocacy for caregivers to be protected under the Employment Standards Act (ESA). In 1993, the ESA was substantially amended to extend protections to live in caregivers included provisions regarding minimum wage and overtime guarantees. Employers were prohibited from exceeding a maximum board and lodging rate and caregivers were granted the right to lodge complaints at the Employment Standards Branch. In 1997, WCDWA conducted and published research about working conditions of caregivers. 1999, WCDWA travelled to Ottawa to provide feedback to the federal government about issues affecting live in caregivers. In 2000, WCDWA presented a brief to the Standing Committee on Citizenship and Immigration regarding Bill C-31 ‘A Bill to Revise Canada’s Immigration Act’. In the same year, in partnership with Frontier College, WCDWA launched an ESL program to provide one on one ESL classes to live-in caregivers. In 2005, WCDWA brought two landmark judicial review applicants in Federal Court of Canada on behalf of live in caregivers. The court allowed WCDWAs application agreeing that CIC’s materials were hard to read and understand. In the same year, WCDWA wrote a gender based analysis of the live- in caregiver program and won a precedent setting case that live in caregivers in the LCP are entitled to employment insurance benefits when they are laid off work. Today we continue to be heavily involved in law reform and case work. Currently, WCDWA is on the Migrant Worker Sub Committee for BC Employment Standards to the Next Decade Coalition. In 2011 WCDWA, in partnership with MOSAIC, developed a fact sheet on labour trafficking issues. WCDWA regularly meets with federal and provincial politicians to discuss issues related to live in caregivers.

Migrant workers are protected under the Employment Standards Act. If you are a low-income migrant worker with a closed work permit and your wages are not being respected, please contact MWC for support.

📢 Community Call for Solidarity!

We invite community members, friends, advocates, and allies to join a silent rally and community vigil in solidarity with Francisco Barahona, who is currently facing cancer while encountering enormous barriers to accessing urgent medical treatment.

Event details:
TOMORROW May 13 at 5:00 PM
📍 Meeting at: Corner of Heather St and W. 10th Ave, Vancouver.
We will walk around the BC Cancer building and return to the same location for a community vigil.

We invite people to bring candles, messages of solidarity, and join this community action calling for dignity, healthcare access, and support for Francisco.

About Francisco:

Francisco is a 53-year-old construction worker from El Salvador who has lived in Canada for more than 15 years. Over the years, he contributed through his work to this country and supported both his family and community. In 2023, he was diagnosed with multiple myeloma, an aggressive cancer that destroys bones and causes severe fractures.

After becoming too sick to continue working, Francisco lost his MSP coverage and was left without access to the treatment he urgently needed. While waiting for care, he suffered fractures in his femur, tibia, vertebrae, and arm, enduring extreme pain as his health rapidly deteriorated.

Thanks to community solidarity, Francisco was able to raise and pay an initial $5,000 deposit. However, BC Cancer is charging close to $300,000 for his treatment, placing his life at risk and delaying access to essential medical care.

Francisco’s situation reflects the reality many migrant and uninsured people face when serious illness strikes: years of living and contributing in Canada, yet being denied timely and dignified access to healthcare.

Are you skilled with WordPress and want to help migrant workers access vital information about their rights?

We’re looking for a volunteer to support our website content and help migrant workers access helpful information about their rights and available resources. This role focuses mainly on formatting, organizing, and publishing content such as fact sheets and resource pages.

Responsibilities:
- Format and organize website content, including fact sheets and resource pages
- Upload and update content using WordPress
- Ensure content is clear, consistent, and accessible to read online
- Work closely with our Communications Coordinator

Who we’re looking for:
- Interested in supporting migrant workers and community resources
- Comfortable using WordPress, Microsoft Word, and Canva
- Willingness to work collaboratively
*Much of our content is bilingual (Spanish & English), we will favour folks who can speak and write in both languages

Time Commitment: 1–2 hours per week max.
