BREAKING NEWS: The OINP was officially redesigned today in Ontario, effective June 26, 2026

The province has launched Phase 1 of the Ontario Immigrant Nominee Program (OINP) redesign, introducing major structural changes to its provincial immigration system.

What's changed?

* The 8 existing streams have been closed
* The Expression of Interest (EOI) system has been temporarily closed
* No further invitations will be issued under the previous streams
* A new stream has been introduced: Ontario Workforce Priority Stream**
* New eligibility requirements and enhanced program integrity measures have been implemented

Closed streams:

* Employer Job Offer: Foreign Worker
* Employer Job Offer: In-Demand Skills
* Employer Job Offer: International Student
* Master's Graduate
* PhD Graduate
* Express Entry Human Capital Priorities
* Express Entry French-Speaking Skilled Worker
* Express Entry Skilled Trades

The new program now includes three pathways:

* Skilled workers with a job offer in TEER 0–3
* Workers with a job offer in TEER 4–5
* Self-employed physicians

📈 key impacts:

* Higher language and education requirements
* Greater emphasis on employability and job offers
* Stronger program integrity and compliance measures
* More flexible requirements for employers in rural and northern communities

⚠️ Important: All EOIs submitted under the former streams that have not received an Invitation to Apply (ITA) will be automatically withdrawn. Applications already submitted after receiving an invitation will continue to be assessed under the eligibility requirements that were in effect at the time of submission.

The EOI system is expected to reopen later this summer under the new Ontario Workforce Priority Stream.

Important update for Provincial Nominee Program (PNP) applicants who are currently in Canada!

IRCC has announced a temporary measure that may help prevent work interruptions for many applicants who are still waiting to receive their Acknowledgment of Receipt (AOR).

Until December 31, 2026, applicants who have submitted a Permanent Residence application through a Provincial Nominee Program (PNP) may use alternative proof of PR submission when applying for certain work permits from within Canada.

This measure applies to the following types of work permits:

• Employer-Specific Work Permit for PNP nominees (T13) – tied to a specific employer

• Bridging Open Work Permit (A75) – allows applicants to continue working while their permanent residence application is being processed

• Open Work Permit for eligible spouses of PNP applicants

Instead of an AOR, IRCC may accept:

• The PR application submission confirmation email along with proof of payment of the applicable fees

OR

• Confirmation of the PR application in IRCC's internal systems

This change was introduced to reduce the impacts caused by delays in AOR issuance, which have led to work permit refusals, interruptions in employment, and even loss of temporary resident status for some applicants.

However, it is important to note that this measure does not change the eligibility requirements of the program and does not guarantee PR approval. It simply provides a temporary alternative when an AOR has not yet been issued.

If you applied through a PNP stream and are still waiting for your AOR, it may be worth reviewing how this update could affect your situation.
