After a year of constant rate hikes by the Bank of Canada, the BoC has decided to maintain the policy rate at 4.5%. As inflation is steadily decreasing, now sitting at 5.9%, the BoC is patiently waiting to see the impact of the past 8 rate hikes. Although this is good news, it is important to note that inflation is still too high, as the BoC's ideal inflation level is between 2%-3%. My prediction is that there will be at least one more rate hike before the summer announced either on April 12 or June 7, nonetheless, we shall wait and see.

All residential property owners in Toronto will be required to submit a declaration of their property’s occupancy status for the previous year. The deadline to declare a property’s 2022 occupancy status is February 2, 2023. The online declaration portal will open in mid-December 2022. The tax will become payable beginning in 2023. The Vacant Home Tax will be one percent of the Current Value Assessment (CVA) and will be imposed on all Toronto residences that are declared, deemed or determined vacant for more than six months during the previous year. For example, if the CVA of your property is $1,000,000, the tax amount billed would be $10,000 (1% x $1,000,000).
To make the declaration, you would need your 21-digit assessment roll number and customer number from your tax bill or property tax account statement and enter that info into the portal once it becomes available and answer a few simple questions. This new tax was created to reduce the number of vacant homes in Toronto, to open up more supply for sale and/or lease.

The Bank of Canada(BoC) has raised rates once again, this time by 100 basis points, bringing the overnight rate to 2.5%. It was expected for the BoC to raise rates, however it was unexpected for this steep of a rate hike. As the Total Consumer Price Index continues to rise (7.7% last reported in May). The rate hike is to help control inflation. From a real estate standpoint, this will drastically reduce one's affordability. Those currently on a fixed mortgage will see no difference, however, those on a variable mortgage can expect an increase on their monthly payments. The next interest rate announcement is in September. Currently, it is unsure what the outlook for September is.

The City of Toronto has enhanced the existing Home Energy Loan Program. Toronto Home Owner may be eligible to access:

Zero-interest loans of up to $125,000 for terms of up to 15 years; 20-year terms are available for retrofits that include rooftop solar PV, geothermal, new windows and electric heat pumps.
Incentives for specific measures including electric heat pumps, which can replace a home’s natural gas furnace and air conditioner; rooftop solar PV and deep retrofits that significantly reduce a home’s emissions.

Further Home Improvements which are eligible include:

electric heat pumps
insulation (attic, wall, basement)
upgraded windows/doors
air sealing
geothermal systems
rooftop solar PV
tankless water heaters
solar hot water systems
EV charging stations (Level 2)
battery storage and more.

Detached, semi-detached, row/townhouses, and duplex and triplex apartment buildings owners may be eligible.

This program has been available since 2014 however it has recently been changed and upgraded.
