For those with family and loved ones currently in Afghanistan, NO special program/process has yet been announced by the Canadian government for the additional 20,000 'vulnerable Afghan individuals'.

The main option currently available for getting family members, friends and loved ones to Canada is through private sponsorship of refugees from a third country.
Briefly:
Sponsors can be 5 Canadian citizens or Permanent Residents who live in the same city in Canada; 3 of the 5 sponsors must have income that can be proven through most recent notice of assessment and letter of employment; and commit to supporting the refugee applicants financially for the first 12 months.

Refugee applicants must be outside of Afghanistan and have been recognized as refugees in the country where they currently reside. They also need to have identification document (passport and Tazkera) and documentation that indicates why they are at risk, if they have them.
