Will Canada's first-ever Grocery Code of Conduct lower food prices?

Short answer: probably not.

In my latest article for , I unpack why Canada’s new Grocery Code of Conduct, while well-intentioned, is unlikely to deliver price relief for consumers.

This piece looks at:
• What the Code actually regulates (and what it doesn’t)
• Why voluntary, industry‑led governance often gets watered down
• How broad language and limited enforcement weaken self‑regulation

This Code is a useful case study in the limits of industry self‑regulation, especially when participation is voluntary and consequences could lack teeth.

For those of us working in governance, compliance, risk, or regulatory policy, this is a familiar story, but it is playing out in a very public, very expensive way.

While there will always be a small number of employees who intentionally disregard organizational rules. Let's talk about the even bigger issue: 'ignorant' non-compliance.

'Ignorant' non-compliance represents a heightened risk for businesses when employees are unaware of how to comply or even that compliance is necessary.

This can occur when policies are difficult to locate, read, or remember; when employees skip out on training; or when AI solutions fail to provide the needed guidance.

A well-designed document won’t change a poorly designed business model.

Often we focus on changing that ONE thing that is really bothering the organization. A contract, or another legal document, may need a refresh or even an overhaul, but that document still needs to grow over time – it has to evolve with the organization.

If you are part of a business that is re-designing a commonly-used business document, you have to look at the whole picture.

Considering the entire business model that produces that ONE document because it may need some thought as well.

That’s where the biggest impact and ROI might be.

It isn't the document itself. It is the process, the tech, the people involved or the AI that generates the document - how does that process evolve with the document?

Key take-away: Improve the process, not just the document

I still see policies that:

• run 80+ pages
• live in multiple folders
• read like they were written by a textbook (for a textbook)

But there’s a “new" approach:

• Plain language instead of legalese
• Visual hierarchy (headings, white space) instead of walls of text
• Infographics, process maps and fillable forms that guide people to the next right step

When employees actually understand what’s expected of them, something magical happens:
👉 Fewer “I had no idea” moments
👉 Stronger compliance culture
👉 Lower regulatory and litigation risk

Combining an understanding of the law and risk management with thoughtful drafting helps make obligations plain, simple and accessible. It's the "new" approach.
