Canada has announced a significant update to its upcoming Temporary Resident to Permanent Resident (TR to PR) pathway. Temporary workers residing in major urban centres such as Toronto, Vancouver, and Montreal will not be eligible under this new program.
This exclusion is based on the classification of Census Metropolitan Areas (CMAs). A CMA, as defined by Statistics Canada, refers to a region consisting of one or more municipalities built around a core population of at least 100,000 people, with at least 50,000 living in the urban core. These areas represent Canada’s largest cities and surrounding communities.
Importantly, this definition extends beyond just the city itself. Entire regions such as the Halifax Regional Municipality, including areas like Dartmouth, Bedford, and Beechville, are also considered part of a CMA. As a result, candidates working in these regions may not qualify under this pathway.
The new TR to PR pathway is expected to prioritize candidates living and working in smaller cities and rural communities, supporting Canada’s broader goal of regional immigration distribution.
