Immigration to Canada is an exciting opportunity; however, most people may not know how to apply to become a permanent resident and also understand the many programs available to facilitate their quest for permanent residence.
Over the years, Canada has welcomed immigrants from countries around the world. Many have arrived to visit, study, work and become permanent residents. Regardless of any reason, each individual who desires to immigrate to Canada must obtain permission from the Canadian government.
Federal Skilled Worker Program for May 2014
On April 26, 2014, the Government of Canada announced new occupations and caps for the popular Federal Skilled Worker (FSW) program.
Last year, the FSW list consisted of 24 occupations. This year the list increased to 50 occupations (excluding the occupations on the previous FSW list): 1) senior managers-financial, communications and other business services, 2) senior managers-trade, broadcasting and other services, 3) financial managers, 4) human resources managers, 5) purchasing managers, 6) insurance, real estate and financial brokerage managers, 7) managers in health care, 8) construction managers, 9) home building and renovation managers, 10) managers in natural resources production and fishing, 11) manufacturing managers, 12) financial auditors and accountants, 13) financial and investment analysts, 14) securities agents, investment dealers and brokers, 15) other financial officers, 16) professional occupations in advertising, marketing and public relations, 17) supervisors, finance and insurance office workers, 18) property administrators, 19) electrical and electronics engineers, 20) information systems analysts and consultants, 21) database analysts and data administrators, 22) software engineers and designers, 23) mechanical engineering technologists and technicians, 24) construction estimators, 25) Electrical and electronics engineering technologists and technicians, 26) computer network technicians, 27) nursing co-ordinators and supervisors, 28) registered nurses and registered psychiatric nurses, 29) specialist physicians, 30) general practitioners and family physicians, 31) dietitians and nutritionists, 32) licensed practical nurses, 33) paramedical occupations, 34) university professors and lecturers, 35) psychologists, 36) early childhood educators and assistants, and 37) translators, terminologists and interpreters .

The selection criteria is based on the following eligibility requirements: one year of continuous paid full time experience, work experience in the eligible occupation, language ability to meet the requirements of the Canadian benchmark, education to be assessed by one of the 4 appointed agencies. Due to the number of applications Citizenship and Immigration Canada receives each year, the CAP for 2014 is 25,000 with a CAP of 500 in each eligible occupation.
Expression of Interest System
Many people have had inquires about the Expression of Interest. Under the Expression of Interest System – or EOI –which will begin on January 2015, prospective immigrants are expected to fill out an

online form indicating their “interest” in coming to Canada as a permanent resident. The form can include information that relates to language proficiency, work experience and assessed education credentials.
The EOI applications would then be entered into a pool from which candidates that best match a country’s national and regional skills needs can be drawn and invited to submit an immigration application, subject to priority processing. In effect, the EOI form submitted by a prospective immigrant is not an application itself but only a first stage in the assessment of a potential candidate. Not all candidates who file the EOI are invited to apply for a permanent resident.
Temporary Foreign Worker Program (TFWP)
Over a million B.C. job openings are forecasted by 2019, immigrants will play an important role in ensuring B.C will have skilled workers needed for the economy. The Canadian Government’s plan is to create a strategy that will result in the best educated, most skilled and most flexible workforce in the world. Having said this, Canadian businesses continue to turn to the Temporary Foreign Worker Program (TFWP) option to acquire workers with skills which are not present in Canada.
There have been changes to the TFWP, i.e.: ending the variation to prevailing wage, suspending the ALMO, introducing requirements to ensure LMOs aren’t used for outsourcing, ensure that employers who rely on foreign workers have a transition plan, in addition to English and French as the only languages to be used as job requirements.
The British Columbia Provincial Nominee Program (PNP)
The PNP is an economic immigration program administered jointly by the Ministry of jobs. Tourism and Skills Training and Citizenship and Immigration Canada. The PNP allows B.C to select (nominate) immigrants for permanent residence based on the province’s labour market and economic development needs, priorities and selection criteria.
The PNP has two main objectives. One is to attract experienced entrepreneurs who are ready to invest in B.C’s economy and create jobs for Canadian citizens and permanent residents. The second, help employers attract and retain qualified foreign workers who have the skills and experience to contribute to B.C’s economy.
The PNP has three skills immigration categories: skilled workers and health professionals, entry level semi-skilled workers, and international graduates and post-graduates. In addition to the business immigration stream: regional entrepreneur, entrepreneur, and strategic projects.
The Nova Scotia Nominee Program
In recent weeks, the small Canadian province of Nova Scotia has been under the spotlight for many prospective immigrants. This is due largely to the creation of a new stream of immigration called the Regional Labor Market Demand Stream (RLMD), which is administered as part of the Nova Scotia Nominee Program. Unlike most Canadian immigration programs, the RLMD stream does not require a job offer in order to apply.

Nova Scotia Nominee Program (NSNP) is the Provincial Nominee Program for Nova Scotia. Through the NSNP, Nova Scotia is able to target immigrants with the skills that are most needed throughout the province. There is no limit to the number of applications that will be accepted for review under the RLMD stream. However, they will only be nominating 150 applicants in total.
Readers should be aware that under Canadian law, only authorized immigration representatives are allowed to charge a fee to assist an individual to immigrate. Hiring an unauthorized representative weakens Canada’s immigration system, cost taxpayers money, and can often lead to the refusal of the application.
On the other hand, authorized immigration representatives are vastly trained and effectively regulated and will provide newcomers with accurate advice and the best service. Ontario could set targets for attracting more skilled immigrants and have more of a say in who comes to the province under legislation proposed Wednesday by the minority Liberal government.
Immigration and Citizenship Minister Michael Coteau said the changes would help Ontario lure experts in fields like information technology, where there are shortages, and run a larger program than the one that now brings 100,000 new residents annually.
Ontario’s portion of skilled immigrants coming to Canada has fallen to 45 per cent from 65 per cent in the 1960s, Coteau told reporters.
“We want a really fair relationship with the federal government to ensure that Ontario can have a little bit more control of its destiny when moving forward with immigration.”
The province has long complained it does not get enough say in immigrant selection at a time when new Canadians have seen their incomes decline and unemployment rates rise.

Ontario wants almost four times more economic immigrants — for a total of 5,000, up from 1,300 now — under the provincial nominee program in which employers can fill skilled positions when suitable workers can’t be found in Canada.
This new legislation, which follows a 2012 report, heralds an attempt to pursue an immigration strategy similar to Quebec’s in picking and choosing its own immigrants cleared by Ottawa on security and medical grounds.
“We need to do the kind of job Quebec has done for 41 years,” said NDP immigration critic Michael Prue (Beaches—East York).
There are some “good things” in the bill but boosting the Ontario economy would do wonders for attracting immigrants and lifting their prospects, said Progressive Conservative MPP Todd Smith (Prince Edward—Hastings).
“We’ve seen skilled immigrants choosing other jurisdictions and other provinces in North America because there are opportunities.”

Want to Lead? Get Out in Front

I don’t know how anyone got the idea that a leader could sit back and lead from somewhere in the rear, but it's sheer balderdash. There is only one place from which you can lead effectively, and that’s from right up front. This means you get to take the risks, make the sacrifices, and get beat up just like the rest of your team.

The Mystery of Jeanne d'Arc
Jeanne d'Arc (or Joan of Arc in English) provides a most amazing story, and to borrow from the title of a series on the History Channel, a very prominent example of one of “History’s Mysteries.”
The true tale of Joan of Arc unfolded during the Hundred Years’ War between France and England in the 15th Century. England had invaded France, and the as yet uncrowned King Charles VII tried desperately, but unsuccessfully, to free his country from the English invaders.
Out of nowhere this young, teenage girl appeared. She was about eighteen. She was uneducated and not of noble birth. She had no special physical or mental prowess or previous training or experience in warfare. She somehow managed to gain an audience with the future French king.
It would seem impossible that anyone would turn over the command of an army to an uneducated girl based on her extraordinary claim: God himself directed her to do so. However, it is no mystery why the king eventually agreed to Joan’s incredible request. Even the king’s advisors said, “Give her the command. We’ve tried everything else.” It was about the only thing they had not tried.
The mystery is how, in an age without equal rights for women, this young, uneducated peasant girl could have possibly succeeded where seasoned French generals had failed. Her first battle was at Orleans. For eight months, the French Army had tried to break an English siege of the town. It had failed utterly. Then Joan was given command and took charge. She broke the siege in just eight days!

Interviews with the Maid of Orleans
Until captured by the English, the French Army, led by Joan, had an almost unbroken string of victories. How in the world did Joan do it? The answers to these questions can be found in Joan’s trial by her captors. What she dared and achieved was so amazing that her accusers thought she must have allied with the devil. Her responses to them were so self-condemning and honest that they might as well have been given during a calm news interview with a 15th century equivalent to Diane Sawyer, Scott Pelley, or Brian Williams. It might have gone something like this:
“How do you do it? Do you like to fight? Did you receive special training in swordsmanship or warfare when you were growing up in your village?”
“No. Personally, I don’t like or even know how to fight very well. But I have a large banner which all of my soldiers recognize. I look at the battlefield and see where the important action is and where it is crucial that we are in order. I ride to that position. My soldiers see my banner and where I have ridden. They join me, and we win.”
I should add that Joan was shot in the neck by an arrow in her very first battle, but returned to the fight even though seriously wounded. Mystery solved. Joan got out in front and always went where the action was. Even with no military education or experience of any kind, her soldiers went where they had to be, and she commanded them to victory repeatedly.

Leading from an Air Conditioned Office Is Not Recommended
If you want to accomplish impossible tasks and projects—extreme turnarounds, high velocity, first-to-the-market new product introductions, or wildly effective, unexpected competitive strategies—you’ve got to be right on the firing line, regardless of hardship or risk. You cannot lead from an air conditioned office; you must be out there in front where things are actually happening. Napoleon once said, “March to the sound of the guns.”
Tom Peters, the business writer and speaker, popularized a simple way for managers to imitate this in today’s management world. Peters’ version recommended a leadership technique which he called “management by wandering around.” You didn’t have to march, but you sure as heck had to be where the action was.

You Need to Be Where the Action Is
Yes, the key is to be where the action is. That accomplishes two very important heroic leadership tasks. First, your followers can see you where things are happening, actually sharing their problems, hardships, failures and successes. It’s an important axiom that everything that can go wrong, will go wrong, and being where the action is insures that you can immediately see what’s happening and can take immediate action where necessary. You can cut through layers of potential miscommunication and talk directly with those of your people who must get the job done. They can then take action immediately without wasting time for information to reach you and for your decisions to go back through your chain of subordinate leaders.

You Must Be There to Lead and Be Seen
Sometimes, just being there, taking charge, and taking the necessary action can have a tremendous effect. One of my first jobs when I left the military was working as director of research and development for Sierra Engineering Company. A larger corporation has since absorbed this company, which was in turn later absorbed by another company. However, thirty years ago Sierra Engineering Company was well-known by name in the field of aviation life support equipment.
A man by the name of Aaron Bloom hired me. He was the company’s president and my direct supervisor. The company produced just about every military oxygen mask made for U.S. and allied forces that used U.S. aircraft. It also manufactured oxygen masks used by civilian airline pilots and the emergency yellow oxygen masks you see demonstrated before take-off whenever you fly today.
Years earlier, Aaron Bloom had been my predecessor as director of research and development and was then promoted to vice president of engineering. However, a year or so after his promotion, he was fired by the then president of the company.

Sierra Tries to Enter a New Market
The man who fired Bloom had made some very bad business decisions; he tried to enter the jet pilot protective helmet business. He not only lost a lot of money but invested employee retirement funds in his efforts. In disgrace, he committed su***de. Leaderless, the company shrunk from more than three hundred to less than fifty employees.

Aaron Bloom to the Rescue
The bank contacted Aaron Bloom and brought him back in to run the company and see if it could be saved. Ten years later when I arrived on the scene, the company had long since recovered. How had Bloom turned things around? Bloom knew that to save the company, they needed an immediate cash flow. Contracts with the government were pending. If they could deliver the goods, they would receive money and this would buy the company survival time. Materials and machinery were already on hand to produce the helmets. The problem was there was no longer a work force to either manufacture or assemble them, or packers to pack the helmets properly to ship them to their destination.
Bloom called everyone together and told them what needed to be done. To save the company, all employees had to work and perform their regular jobs at peak efficiency from eight to five. Then, all of them—senior executives, engineers, secretaries, and janitors—would report to the assembly line and take their orders from the few remaining production supervisors as they worked for four more hours building the helmets.
Bloom led the way. He was on the production line with his sleeves rolled up every night, working alongside everyone else. They got the helmets out, and Bloom was able to keep things going until the company worked itself out of chapter 11 protection two years later. Company sales were at an all-time high by the time I arrived, and the number of employees had returned to normal.
The lesson to me was very clear: The centerpiece of Bloom’s turnaround was getting out in front and being where the critical action was taking place—in this case where the helmets were assembled.
So the essence of good heroic leadership is not to hide away somewhere where you can make decisions under reduced pressure, but to be where the action is. You must feel that pressure, and make good decisions anyway.
