Vancouver has a hotel room shortage. A court case just made it worse.

Unite Here Local 40 filed a BC Supreme Court petition asking the court to reverse Council’s April 14 approval of the Sunborn Evolution Vancouver floating hotel beside the Convention Centre.

The numbers:

- 250 hotel rooms now in legal limbo
- Six storeys, 136 metres long, 18 metres wide
- ~172,000 sq ft floor area
- Approved April 14, 2026 after a public hearing
- Petition filed last week in BC Supreme Court
- Destination Vancouver: the city already has a major hotel room shortage pushing nightly rates higher and threatening convention business

Sunborn’s response: “We remain confident in the integrity of the City’s public process and the merits of the project.”

Here is the downtown real estate read:

Hotel scarcity props up downtown property values. Convention business spills over into hospitality jobs, retail, and tourism. Every new hotel room delayed is a small lift to the existing supply.

But Vancouver is becoming the city where big approvals end up in court. That delay is now its own cost. Surrey and Langley buyers watching the downtown market should treat the Sunborn court file as a signal about how fast big projects can actually deliver. Metro Van sellers should time the window before the next legal challenge slows another project.

The dam Horgan almost cancelled in 2017 now carries his name.

The Site C hydroelectric project is officially the John Horgan Dam and Generating Station. Translation for Surrey, Langley, and Metro Van buyers: the power backbone for the next decade of new homes just locked in.

Here are the numbers:

- $16 billion final cost, up from $8.8B in the 2014 budget
- 5,100 GWh annual output
- Powers roughly 500,000 BC homes
- 8% increase to BC Hydro’s total electricity supply
- Ends BC’s reliance on imported power
- BC Hydro is now $36B into a 10-year network expansion

Horgan’s 2017 line was blunt: cancelling Site C would add billions to the province’s debt. He pressed on. The result is the largest infrastructure project ever built in BC, and it just got named after him.

Why this matters for buyers: every new home in Surrey, Langley, Burnaby, Coquitlam, and Vancouver plugs into this grid. Growth keeps coming. Plan around it.

Surrey just cut the cost to build homes. Vancouver still won’t.

City Council approved a 7% to 9% DCC rate cut across every
residential building type in Surrey for 2026:

Multiplex: $51,633 per unit (down from $55,260)
Low-rise: $30.72 per sq ft (down from $33.47)
High-rise: $30.30 per sq ft (down from $33.18)

Here is the part most buyers miss.

DCCs are baked into the cost of every new home in Surrey. When
the per-square-foot rate drops, the developer’s break-even
number drops with it. That is real downward pressure on
presale and new-construction prices for the next 12 months.

And Council went further. They endorsed a new amenity cost
charges program with full waivers for non-profit rental, plus
partial or full waivers for for-profit affordable rental tied
to long housing agreements.

Surrey is doing what Vancouver still won’t: making housing
cheaper to build. If you are a Surrey buyer, this window
matters.

Most buyers are waiting for a signal. The Prime Minister just gave one.

Speaking in Vancouver this week, Mark Carney confirmed Ottawa is in early talks with B.C. to cut taxes on new homes.

Here is what is already on the table in Ontario, the deal B.C. is now chasing:

- No GST or HST on new homes
- Development charges cut in half for three years
- Roughly $200,000 in lower costs per new home
- A federal-provincial agreement, with the B.C. version in early talks

Now the part most people scroll past.

Prices across Metro Vancouver are soft right now. Tax cuts like these are designed to pull buyers back into the market. When they land, demand returns, and demand is what moves prices.

That is the setup: soft prices today, lower costs coming, competition not here yet. The buyers who move first buy the dip before everyone else gets the memo.
