Know what your buying your kids !

On the afternoon of Friday, May 22, while patrolling in Rockland, a Russell County OPP officer observed an “e-bike” travelling on Laurier Street.

A traffic stop was initiated. The driver was a youth under 16 years of age, stated that a parent had purchased the “SURRON” model bike for him. The driver did not possess a driver’s licence, and the vehicle was neither plated nor insured. The investigation reveal that the e-bike had a max power of 8000 watts and a max speed of 75km/h. Based on these specifications, this bike is classified as a motorcycle under the Highway Traffic Act (HTA).

Under HTA, a legal e-bike must have:

* A maximum motor output of **500 watts**
* A maximum speed of **32 km/h**

As a result, the youth was charged with:

– Drive motor vehicle with no licence
– Drive motor vehicle with no permit

The parents were also charged with:

– Owner permitting operation of uninsured motor vehicle
– Permit person under 16 to drive

Both parties were served Part III notices and issued court dates.

Russell County OPP have received numerous traffic complaints regarding these types of vehicles recently and will be continuing with this type of traffic enforcement.

**Reminder to parents and buyers:**

Not all “e-bikes” sold online or in stores are legal for road use. If a vehicle exceeds Ontario’s e-bike limits, it is considered a motor vehicle and requires licensing, registration, and insurance.

Dans l’après-midi du vendredi 22 mai, alors qu’il effectuait une patrouille à Rockland, un agent de la OPP du comté de Russell a observé une « bicyclette électrique » circulant sur la rue Laurier.

Un contrôle routier a été effectué. Le conducteur était un jeune de moins de 16 ans et a déclaré qu’un parent lui avait acheté la moto de modèle « SURRON ». Le conducteur ne possédait pas de permis de conduire et le véhicule n’était ni immatriculé ni assuré. L’enquête a révélé que la bicyclette électrique avait une puissance maximale de 8000 watts et une vitesse maximale de 75 km/h. En raison de ces caractéristiques, ce véhicule est classé comme une motocyclette en vertu du Code de la route de l’Ontario (HTA).

Selon le Code de la route, un vélo électrique légal doit avoir :

Une puissance maximale du moteur de 500 watts
Une vitesse maximale de 32 km/h

Par conséquent, le jeune a été accusé de :

- Conduite d’un véhicule automobile sans permis
- Conduite d’un véhicule automobile sans permis valide

Les parents ont également été accusés de :

- Propriétaire ayant permis la conduite d’un véhicule automobile non assuré
- Permettre à une personne de moins de 16 ans de conduire

Les deux parties ont reçu des avis de comparution avec date de cour.

La OPP du comté de Russell a reçu de nombreuses plaintes liées à la circulation concernant ce type de véhicule récemment et poursuivra ce type d’application de la loi en matière de sécurité routière

Rappel aux parents et aux acheteurs :

Tous les « vélos électriques » vendus en ligne ou en magasin ne sont pas légaux pour circuler sur la route. Si un véhicule dépasse les limites prévues pour les vélos électriques en Ontario, il est considéré comme un véhicule automobile et nécessite un permis de conduire, une immatriculation et une assurance.

Modified westbound 417 on-ramp at Woodroffe now open to all traffic
To help address residents’ concerns regarding significant increases in traffic congestion on Highway 417 westbound, the bus-only westbound 417 on-ramp at Woodroffe Avenue has been modified to provide motorists with a dedicated highway access lane to help to improve traffic flow on the on-ramp and provide additional capacity for highway traffic. This new ramp is now open to car traffic.

We apologize for the inconvenience the ongoing work in the area has caused for commuters and nearby communities. Opening the bus-only lane to traffic entering westbound Highway 417 from Woodroffe Avenue is expected to help alleviate congestion on westbound Highway 417.

Motorists should follow all detours, observe traffic control signage, and adhere to posted speed limits.

Pedestrians and cyclists should use extra caution and adhere to posted signage when localized detours are in-place, to ensure safety.

Additional information will be shared in the coming days concerning measures to address traffic congestion.

Should you Buy a new build or resale home. ?

This one is scary and sometimes why it's not good to buy brand new with developers.

A buyer in Toronto is purchasing a condo downtown.
1-bedroom pre construction condo for $770,000 which is closing next month, the appraisal came at $435,000, they would need over $400,000 out of pocket as downpayment to close.

On top of that, the builder is charging $40,000 as development charge, levies; as they were not capped.

These type of situations are all too common buying a year or two in advance.

Nobody exactly knows what the market is going to do but with how things are currently there are a lot of people that are going to be in trouble who purchased condos within the last couple years. Especially in Toronto and surrounding.

Ottawa is a little bit different and doesn't have the same price swings as Toronto. But new builds can be risky because there's such a time difference from the original time of purchase to closing and then paying what you agreed upon long before in a different market.
