Recent changes announced by Minister Marc Miller aim to streamline procedures and reduce backlogs in two key business-related immigration pathways starting April 30, 2024.
Strategic Refinements to the Start-Up Visa Program
The Start-Up Visa program has introduced selective measures to better manage application intake and ensure timely processing:
Application Caps Introduced: Moving forward, the program will only accept applications tied to no more than 10 startups per designated organization each year. This cap aims to focus resources on the most promising business ventures.
Accelerated Processing for Key Ventures: In addition, startups that have backing from members of Canada’s Tech Network will see their applications fast-tracked. This includes both new submissions and those currently under review, thereby expediting the entry of top entrepreneurial talents into Canada.
Temporary Halt for the Self-Employed Persons Program
Meanwhile, the Self-Employed Persons program will undergo a significant pause:
Pause on New Applications: Due to an overwhelming backlog that has pushed processing times beyond four years, new applications will not be accepted until the end of 2026. This halt will allow the immigration department to concentrate on clearing the existing queue.
Ongoing Application Processing: During this period, the focus will remain on completing the review of existing applications. Concurrently, the department will evaluate options to revamp the program, ensuring its effectiveness and integrity.
Looking Ahead: Ensuring Efficient Immigration
These adjustments are designed to improve the overall speed and efficiency of Canada’s immigration services. The ministry also plans to increase the intake numbers for these business categories in the coming years, as outlined in the 2024–2026 multi-year levels plan, demonstrating a sustained commitment to nurturing Canada’s economic landscape through skilled and innovative newcomers.
