🇨🇦 From August 17 to 19, IRCC conducted 3 Express Entry draws — for PNP candidates, Canadian Experience Class candidates, and candidates with French-language proficiency. IRCC issued a total of 6,442 ITAs over three days.

📌 PNP — 442 invitations, CRS 760

On August 17, IRCC conducted the 16th PNP draw of 2026.

Compared with the previous draw, the number of invitations decreased from 507 to 442, while the CRS cut-off dropped by 8 points — from 768 to 760. Since the beginning of 2026, PNP draws under Express Entry have issued 7,399 ITAs. This represents about 6.2% of all Express Entry ITAs issued this year.

📌 CEC — smallest draw of the year and highest CRS

On August 18, IRCC invited only 1,000 Canadian Experience Class candidates with a minimum CRS score of 523.

This was the smallest CEC draw of 2026 by number of invitations and, at the same time, the highest CRS cut-off for CEC this year.

For comparison, on August 5, IRCC issued 3,000 ITAs at CRS 516. In just two weeks, ITAs fell by two-thirds, while the cut-off increased by 7 points.

A total of 14 CEC draws have been conducted in 2026, issuing 49,250 ITAs. This represents approximately 41.1% of all Express Entry invitations issued this year.

📌 French-language proficiency — another 5,000 ITAs

On August 19, IRCC conducted its 10th French-language proficiency draw of 2026.

The number of invitations remained unchanged from the previous. However, the CRS cut-off decreased from 391 to 382. CRS 382 is the lowest cut-off recorded in a French-language proficiency draw in 2026.

Across 10 such draws this year, IRCC has issued 50,500 ITAs—about 42.1% of all Express Entry invitations.

📌 2026 has already set a record

As of August 19, IRCC has conducted 49 draws and issued 119,865 ITAs. For comparison, IRCC issued 113,998 invitations in all of 2025. This means the 2025 total has already been surpassed by 5,867 ITAs, or approximately 5.1%, before the end of August.

CEC and French-language proficiency draws together account for 99,750 ITAs — approximately 83.2% of all invitations issued this year. Together with PNP draws, these three types of selection account for nearly 90% of all ITAs issued in 2026.

📌 2026 рік уже встановив рекорд

Частка основних заявників PNP, відібраних через Express Entry, зросла з 21% у 2016 році до 38% у 2024 році.

📌 Що показало дослідження:

🇨🇦 In 2024, 41% of all economic immigrants admitted to Canada came through the PNP. But do candidates from different PNP streams achieve the same outcomes?

In February 2026, Statistics Canada and IRCC published a study comparing outcomes for Provincial Nominee Program (PNP) candidates selected through Express Entry and those selected through base PNP streams.

The share of PNP principal applicants selected through Express Entry increased from 21% in 2016 to 38% in 2024.

📌 What did the study find?

▪️ 78% of PNP candidates selected through Express Entry had a university degree, compared with 65% of candidates in base PNP streams;

▪️ in 2024, the share of PNP candidates selected through Express Entry was 57% in Ontario and 56% in British Columbia, but only 11% in Saskatchewan and 8% in Newfoundland and Labrador;

▪️ one year after becoming permanent residents, PNP candidates selected through Express Entry earned 7% more among those admitted in 2016–2019 and 16% more among those admitted in 2020–2022, compared with base PNP candidates with similar sociodemographic characteristics.

These differences do not mean that one type of PNP is better than the other. Express Entry-linked streams tend to select candidates with higher levels of education and skills, while base streams allow provinces to address a broader range of local labour market needs.

🇨🇦 80% of newcomers to Saskatchewan come through SINP. How many stay in the province?

About 80% of newcomers to Saskatchewan arrive through the Saskatchewan Immigrant Nominee Program (SINP). This makes the provincial program not only a major tool for attracting immigrants, but also an important factor in Saskatchewan’s ability to retain them over the long term.

📊 FIVE-YEAR RETENTION RATE — 65%

According to the latest available data from the Longitudinal Immigration Database, Saskatchewan’s five-year immigrant retention rate increased from 63% to 65%.

The rate reflects the share of immigrants who initially intended to settle in Saskatchewan and were still filing tax returns in the province five years later. The latest available figures are based on the 2023 tax year.

Saskatchewan, however, has set a much more ambitious target: increasing the five-year retention rate to 85% by 2030. This leaves a gap of 20 percentage points from the latest recorded rate.

📌 WHY DOES THIS MATTER FOR SINP?

Provincial representatives highlighted an important pattern: immigrants who arrive in Saskatchewan with an employer and a specific job waiting for them tend to have the strongest retention outcomes.

This helps explain the current direction of SINP. In 2026, the program is increasingly linking immigration selection with employment and labour market needs. Priority sectors include health care, agriculture, skilled trades, mining, manufacturing, energy and technology.

The 80% and 65% figures therefore need to be considered together. SINP accounts for most newcomer arrivals to Saskatchewan, but the province’s task does not end when a candidate receives a nomination. If employment increases the likelihood that an immigrant will remain in Saskatchewan, focusing SINP on specific employers and sector needs also becomes a tool for long-term population retention.

By 2030, Saskatchewan wants to increase its five-year retention rate from 65% to 85%. The effectiveness of SINP can therefore increasingly be viewed not only through the number of nominations issued, but also through how many nominated immigrants are still living and working in the province several years later.

📌 ЧОМУ ЦЕ ВАЖЛИВО ДЛЯ SINP?

Представники провінції зазначили важливу закономірність: найвищі показники утримання мають іммігранти, які приїжджають до Саскачевану з роботодавцем і конкретним робочим місцем.

Це допомагає пояснити поточний напрям SINP. У 2026 році програма дедалі тісніше пов’язує імміграційний відбір із працевлаштуванням і потребами ринку праці. До пріоритетних секторів належать охорона здоров’я, сільське господарство, кваліфіковані професії, гірничодобувна промисловість, виробництво, енергетика та технології.

Таким чином, цифри 80% і 65% варто розглядати разом. SINP забезпечує більшу частину імміграції до Саскачевану, але завдання провінції не закінчується номінацією кандидата. Якщо працевлаштування підвищує ймовірність того, що іммігрант залишиться, орієнтація SINP на конкретних роботодавців і потреби секторів також стає інструментом довгострокового утримання населення.

Received an IRCC refusal: When is it worth requesting reconsideration?

🇨🇦 A reconsideration request asks IRCC to revisit a decision that has already been made. It is not an appeal and does not guarantee that IRCC will reopen the application.

However, in certain situations, a reconsideration request may be appropriate.

📌 When may there be grounds for reconsideration?

▪️ The officer made a clear factual error — for example, stated that a document was missing when it had actually been submitted.
▪️ The officer overlooked important evidence that was included in the application, such as financial documents, employment evidence, relationship evidence, or a letter of explanation.
▪️ The officer incorrectly applied the law or program requirements — for example, used the wrong criterion or imposed a requirement that the program does not actually have.
▪️ There was a procedural fairness issue — the decision was based on significant concerns that, in the circumstances, the applicant should have been given an opportunity to address.
▪️ IRCC made an administrative or processing error when handling the application.

📌 When is reconsideration usually a weaker option?

▪️ you simply disagree with the officer’s assessment;
▪️ you now have new evidence that was not included in the original application;
▪️ the applicant’s circumstances have significantly changed;
▪️ you can now provide a stronger explanation for something that should have been addressed in the original application.

In these situations, submitting a new application that addresses the reasons for refusal may be more appropriate.

⚖️ Another important point: reconsideration and judicial review at the Federal Court are two different processes.

With reconsideration, you ask IRCC to revisit its own decision. With judicial review, you ask the Federal Court to review whether the decision was lawful, reasonable, and procedurally fair.

That is why after a refusal, the first step should not automatically be to “apply again.” It is important to understand what led to the negative decision and determine which next step is appropriate for your particular case.

🇨🇦 Reconsideration request — це звернення до IRCC із проханням повторно розглянути вже ухвалене рішення. Це не апеляція і не гарантія повторного відкриття справи.

Але в певних ситуаціях такий запит може бути обґрунтованим.

📌 Коли є підстави розглядати reconsideration?

▪️ Офіцер припустився очевидної фактичної помилки, наприклад, зазначив, що документа не було, хоча його вже подали.

▪️ Не врахував важливий доказ, який був у заяві: фінансові документи, підтвердження роботи, стосунків, пояснювальний лист тощо.

▪️ Неправильно застосував закон або вимоги програми, наприклад, використав неправильний критерій або вимагав те, чого правила програми не передбачають.

▪️ Виникла проблема з procedural fairness — рішення ґрунтувалося на суттєвих застереженнях, на які заявник за конкретних обставин мав отримати можливість відповісти.

▪️ IRCC допустило адміністративну або технічну помилку під час опрацювання заяви.

📌 А коли reconsideration зазвичай є слабшим варіантом?

▪️ ви просто не погоджуєтеся з оцінкою офіцера;
▪️ після відмови з’явилися нові докази, яких не було в початковій заяві;
▪️ обставини заявника суттєво змінилися;
▪️ тепер ви можете краще пояснити те, що варто було пояснити ще під час подання заяви.

У таких випадках доцільніше підготувати нову заяву з урахуванням причин відмови.

⚖️ І ще один важливий момент: reconsideration та judicial review у Federal Court — це різні процедури.

У першому випадку ви просите IRCC самостійно переглянути своє рішення. У другому — просите Federal Court перевірити, чи було рішення законним, обґрунтованим і процедурно справедливим.

Тому після відмови важливо не просто вирішити «подамо ще раз», а спочатку визначити, що саме стало причиною негативного рішення і який наступний крок підходить саме у вашій ситуації.
