Express Entry changes from Nov 3, 2026 raise the bar — but Americans with Canadian ancestors remain citizens

Canada announced on October 16 that, starting November 3, 2026, Express Entry will add a Labour Market Integration Factor that favors high‑wage Canadian job offers and high‑wage Canadian work experience. Jobs with median wages at least 1.3× the national median will get the biggest boost: up to 100 CRS points for a qualifying job offer, or up to 70 points for at least one year of high‑wage Canadian work experience (whichever is higher). An American financial manager with a CAD$200,000 Canadian job offer is an example of who could gain those extra points.

Why this matters: Express Entry is the primary pathway to permanent residence for many skilled workers. From November 3, candidates without well‑paid Canadian job offers or high‑wage Canadian experience will face tougher competition for invitations to apply. Permanent residence is only the first step toward citizenship — applicants must accumulate 1,095 days’ physical presence in Canada within five years, meet language and knowledge requirements, pass a citizenship test and attend an oath ceremony before naturalizing.

But the November 3 changes don’t affect Americans who already have a qualifying Canadian ancestor. Bill C‑3, which amended the Citizenship Act on December 15, 2025, removed the first‑generation limit. Anyone born before December 15, 2025 with an unbroken line to a Canadian ancestor is likely already a Canadian citizen and can apply for proof of citizenship (a citizenship certificate) without moving to Canada. Canada and the US both permit dual citizenship, and obtaining a Canadian citizenship certificate does not create Canadian income tax liability for Americans who remain US tax residents with no Canadian income.

Applications surged after Bill C‑3 took effect. In January 2026, US applicants outnumbered applicants from the next nine countries combined. IRCC reported 70,400 people waiting for decisions in May 2026 and 130,700 by October; estimated processing time for a new proof‑of‑citizenship application has risen to about 34 months (it was five months in May 2025). Canadian archives are also under heavy demand as applicants gather ancestry documents.

Practical takeaway: For Americans considering a second passport there are two routes — immigrate and naturalize (typically starting with Express Entry), or claim citizenship by descent if you have a qualifying ancestor. Naturalization requires relocating, building Canadian work experience and years of physical presence. Citizenship by descent can be completed from abroad and brings the right to live, work and study in Canada, access to domestic tuition rates for children and broader International Experience Canada opportunities for those under 30 (or 35 in some cases). For many eligible Americans, applying for proof of citizenship is a straightforward option worth considering.

IRCC Oct. 14 processing times: work and study permit waits rise for applicants from Pakistan, Philippines and India

IRCC’s Oct. 14 update shows longer waits for several temporary-residence streams. The biggest changes: one-week increases in work-permit processing for applicants in Canada, Pakistan and the Philippines, and one-week increases for study permits from India, Pakistan and the Philippines. Super-visa wait times for the Philippines jumped by nearly two weeks.

Work permit estimates (Oct. 14): Canada 15 weeks (from 14), India 11 weeks (unchanged), Pakistan 9 weeks (from 8), Nigeria 10 weeks (unchanged), United States 6 weeks (unchanged), Philippines 8 weeks (from 7). Service standard: in-Canada submissions (initial and extensions) 120 days; outside-Canada submissions 60 days.

Study permit estimates: Canada 7 weeks (down from 8), India 7 weeks (up from 6), Pakistan 8 weeks (from 7 — its longest in over four months), Nigeria 10 weeks (unchanged), United States 5 weeks (down from 6), Philippines 6 weeks (from 5). Service standard: in-Canada 120 days; outside‑Canada 60 days.

Visitor visas moved unevenly: Canada 12 days (from 11), India 29 days (from 30), Pakistan 65 days (from 71), Nigeria 103 days (from 100), United States 18 days (unchanged), Philippines 24 days (from 25). Service standard for outside‑Canada submissions: 14 days.

Super visas (applications submitted from outside Canada): India 77 days (from 74), Pakistan 105 days (from 101), Nigeria 35 days (from 37), United States 68 days (from 66), Philippines 103 days (from 90). Service standard: 112 days.

Extensions filed inside Canada show notable backlogs: visitor record processing is 357 days; study-permit extensions about eight weeks with 27,700 applications in the queue; work-permit extensions about 13 weeks with 205,400 in the queue (includes new PGWPs, bridging open work permits and changes to work-permit conditions).

Why this matters: changes to IRCC processing estimates affect timing for job starts, study intakes and family visits. IRCC differentiates its processing-time estimates (historical and forward‑looking) from service standards; actual timelines can still vary by file complexity, inventory and verification needs. From January to July 2026 IRCC completed 1,832,065 temporary-residence applications and had over 394,000 outstanding as of July 31. The next weekly update is expected on or around Oct. 21.

If you and your sponsor separate while a sponsorship application is being processed, there are important consequences to know right away. Immigration authorities need to be satisfied the relationship is genuine at the time of their decision. If the relationship has broken down before a final decision, the sponsorship will often be refused. You should tell IRCC about any change in your relationship and your contact details. U.S. Census (ACS 2020–2024) data show about 11.5% of Manchester residents report Canadian or French‑Canadian ancestry (10.1% French‑Canadian; 1.4% Canadian). Another 19.1% gave no classifiable ancestry. Many more people may have Canadian roots but lack the records or family knowledge to prove them.

Manchester’s late‑1800s migration from Quebec and New Brunswick — when families came to work the Amoskeag mills and settled neighbourhoods known as le Petit Canada — means local archives often hold the records you need. Useful primary sources include Amoskeag employment cards, city school registers and funeral records, parish baptism and marriage registers, and city vital records.

Immigration, Refugees and Citizenship Canada (IRCC) expects original documents from the authority that created or holds them (vital statistics offices, parish registers, city clerk archives). Third‑party copies aren’t enough by themselves; if an original can’t be obtained, you must show you tried and explain why. Each generation in the direct parent‑to‑child line needs records to prove the link.

IRCC had a backlog of about 130,700 citizenship certificate applications and estimated waits of roughly 34 months (October figures), so allow time for processing. One successful family line can help multiple relatives: if you qualify through a great‑grandmother, siblings and cousins may be able to claim through the same ancestor.

When your employer says “we’ll support your PR,” that can mean very different things. Don’t assume it automatically creates a pathway to permanent residence. First, ask what they actually mean. Are they willing to give a written permanent job offer? Will they apply for an LMIA if one is required? Or will they provide the documents needed for a provincial nominee program? Some employers only write a support letter. A letter can be helpful, but alone it rarely creates an immigration pathway. If an LMIA is required, the employer must follow recruitment and wage rules and apply through the proper process. For provincial streams, employers often need to confirm job duties, hours, wages, and that the job is ongoing and permanent. Also check whether the employer will keep you employed through the PR process. Don’t rely on verbal promises.
