Recent changes to Canada’s citizenship rules under Bill C-3 have expanded citizenship by descent, but they have also raised new questions about how citizenship claims are proven.
Since June 2026, Immigration, Refugees and Citizenship Canada (IRCC) has been reviewing some citizenship certificates issued under Bill C-3, with particular scrutiny on the documents used to establish family relationships and Canadian citizenship. Some individuals have received “clawback letters” asking them to surrender their certificates while their files are reviewed.
Importantly, a clawback letter is not a final decision revoking citizenship, and alternative evidence may still be considered where official records are unavailable.
