New citizenship rules for Canadians born or adopted abroad are now in effect

December 15, 2025—Ottawa—The Government of Canada is committed to making Canadian citizenship law fair, clear and reflective of how Canadian families live today, both in and outside Canada.

Bill C-3, An Act to Amend the Citizenship Act (2025), is in effect as of today. Moving forward, people born before December 15, 2025, who would have been citizens if not for the first-generation limit or other outdated rules, will be Canadian and can now apply for proof of citizenship.

As previously announced, the new law also creates a modern, consistent path going forward. A Canadian parent born or adopted abroad can now pass on citizenship to their child born or adopted outside Canada today or in the future, provided they can demonstrate at the time of application that they spent three years in Canada prior to their child’s birth or adoption. This approach supports fairness and clarity for Canadian families abroad while reinforcing the principle that real, demonstrated ties to Canada guide citizenship by descent.

Express Entry: Category-based selection 2025

2025 categories have been announced for Express Entry, which include a new education category to align the selection of federal economic immigrants with Canada’s long-term labour shortages.

Current categories
French-language proficiency
Healthcare and social services occupations
Science, Technology, Engineering and Math (STEM) occupations

Trade occupations - FLOOR INSTALLERS, ROOFERS, PAINTERS, PLUMBERS, CABINETMAKERS, CARPENTERS, ELECTRICIANS, WELDERS, COOKS, CONSTRUCTION MANAGERS

Agriculture and agri-food occupations
Education occupations

For 2025, the focus of the federal economic class draws will be to invite candidates with experience working in Canada (Canadian Experience Class) to apply for permanent residence.

Additionally, to meet Francophone immigration targets and meet the acute needs in health, trades and education, IRCC will conduct category-based invitation rounds in the following categories:

- strong French language skills, or
work experience in the following fields:
- health care and social services, such as family physicians, nurse practitioners, dentists, pharmacists, psychologists and chiropractors;
- trades, such as carpenters, plumbers and contractors;
- education, such as teachers, child care educators and instructors of persons with disabilities.

If you think you may be eligible for any of the categories, please contact me and I make sure your Express Entry profile is up-to-date to ensure you have the best possible chance to be invited to apply for permanent residence in upcoming Express Entry rounds.

Note that the lists of eligible occupations for existing categories have changed, which may impact your eligibility for category-based rounds of invitation.
