Quebec Immigration Minister Christine FrΓ©chette says the province will not increase immigration after the release of Canada’s latest plan that sets out record-breaking targets for the next three years.

Canada has announced plans to welcome an unprecedented 1.45 million immigrants over the next three years as it looks to step up efforts to curb a chronic labour shortage by welcoming more newcomers.

Immigration Minister Sean Fraser said on Tuesday the country would target 465,000 newcomers in 2023, 485,000 in 2024 and 500,000 in 2025 in the federal government’s new Immigration Levels Plan.

Canada is already on track to exceed the 431,645 target for 2022 announced in the previous Immigration Levels Plan in February.

Canada has issued 919 Invitations to Apply (ITAs) in a new Provincial Nominee Program Express Entry draw.

The March 30 draw required a minimum Comprehensive Ranking System (CRS) score of 785 points, 31 higher than the previous PNP draw.

Immigration, Refugees and Citizenship Canada (IRCC) is continuing to avoid conducting all-program draws, the last of which took place in December 2020. It says it is focusing on clearing the current significant backlog before it resumes issuing ITAs in larger numbers.

Canada is hoping to develop a new pathway to permanent residency for international students, hinted Immigration Minister Sean Fraser in an online interview with ApplyBoard.

β€œOur message to international students and graduates is simple,” said Fraser. β€œWe don’t just want you to study here. We’re hoping to create pathways that allow you to stay here and make a lasting contribution beyond your academic career.”

Job vacancies in Canada are now far above the level prior to the COVID-19 pandemic and employers are struggling to find suitable workers to hire in many sectors.

β€œAcross all 20 sectors, Canadian employers were seeking to fill 915,500 job vacancies in the fourth quarter of 2021, 80 per cent more than in 2019 and 63.4 per cent more than in 2020,” reports Statistics Canada.
