Ottawa just dropped a game-changing update for many out-of-status or unauthorized Home Care Workers who already applied for PR under the Home Child Care or Home Support Worker Pilots β Stream A.
For the first time, the government will allow eligible caregivers and their in-Canada family members to restore status and apply for work or study permits β even if they lost status years ago or worked without authorization.
This is a huge win for the caregivers who have been keeping Canadian families afloat while stuck in the underground economy.

Who Can Benefit?
You may qualify if ALL of these apply:
πΉ You already submitted a PR application under Stream A (Child Care or Home Support)
πΉ Your PR file is still in process
πΉ Youβre inside Canada and are either:
β’ out of status, or
β’ a visitor with no work authorization
πΉ You entered Canada legally on or before Dec 16, 2021
πΉ You have lived in Canada continuously since arriving
πΉ You previously held a valid work permit
πΉ You did NOT make a refugee claim
πΉ You are NOT under a removal order
Family members already in Canada may also be eligible for work/study authorization.
π‘ What This Policy Does
This policy gives caregivers a lifeline by allowing exemptions from:
β Status restoration rules
β Work/study permit restrictions
β Inadmissibility based only on overstaying or unauthorized work
β The requirement to prove youβll leave Canada
In simple terms, eligible caregivers can finally:
β‘ Restore status
β‘ Apply for a work permit from inside Canada
β‘ Work legally while PR is processing
π Documents Youβll Need
Make sure you have:
1οΈβ£ Proof your PR application is in process
AOR (Acknowledgement of Receipt) OR
Courier tracking + fee receipt (paper) OR email confirmation + fee receipt (online)
2οΈβ£ Proof you entered Canada legally (passport stamp, old work/study/visitor permit)
3οΈβ£ Proof you lived in Canada continuously (lease, utility bills, bank statements, employment contract, government benefits, etc.)
4οΈβ£ Proof you were physically in Canada when you applied (same as above)
5οΈβ£ Proof you previously held a work permit (copy of expired permit or IRCC verification)

When Does It Start?
March 31, 2025 β valid for 5 years
(All complete applications submitted after this date will be assessed under the new rules. Policy can be revoked at any time.)

Regular IRCC fees still apply (work permit, study permit, restoration, extensions, etc.)
