In early April 2022, the Canadian Red Cross will provide arrival services to Ukrainians at the Toronto, Edmonton and Vancouver international airports. This will include interpretation and translation services, as well as information in Ukrainian.

Today we’re launching the Canada-Ukraine Authorization for Emergency Travel (CUAET), a special temporary residence pathway to welcome Ukrainians and their families to Canada: https://www.canada.ca/en/immigration-refugees-citizenship/news/2022/03/canada-launches-new-temporary-residence-pathway-to-welcome-those-fleeing-the-war-in-ukraine.html

With CUAET, Ukrainians and their family members can stay in Canada as temporary residents for up to 3 years. They will also be eligible for a free open work permit or study permit, which will allow them to work or study across Canada.

Ukrainians and their family who are already in Canada can also apply to extend their visitor status or work permit for up to 3 years or apply for a new work or study permit. We will waive the application fees.

Today Minister Mendicino announced a new pathway to permanent residence for over 90,000 essential workers and international student graduates who are actively contributing to Canada’s economy.

Starting May 6, 2021, this pathway will allow eligible international graduates, who studied in Canada, as well as temporary workers in health care and other essential occupations, to apply for permanent residence.

We will accept applications under these policies from May 6 - November 5 2021, or until a program stream has reached its limit:
• 20,000 temporary foreign workers in health care
• 30,000 temporary foreign workers in selected essential occupations
• 40,000 international graduates

Please note: to support the vitality of Francophone minority communities, 3 additional streams with no application limit have also been launched for French-speaking or bilingual candidates.

Canada Launches Hong Kong Pathway that will Attract Recent Graduates and Skilled Workers with Faster Permanent Residency

February 4, 2021—Ottawa — The ties that bind Canada and Hong Kong run deep. The first Hong Kong residents arrived here over 150 years ago, contributing immensely to Canada’s economic, social and political life. Canada continues to stand shoulder to shoulder with the people of Hong Kong, and is deeply concerned about the new National Security Law and the deteriorating human rights situation there. Against this backdrop, in November 2020, the Honourable Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, announced several new initiatives to help more Hong Kong residents come to Canada.

Today, Minister Mendicino announced that Hong Kong residents will be able to apply for new open work permits beginning on February 8, 2021. Valid for up to 3 years, these permits will allow Hong Kong residents to gain valuable employment experience and make significant contributions to Canada. Hong Kong residents must have graduated with a Canadian post-secondary diploma or degree in the last 5 years, or hold an equivalent foreign credential. A post-secondary diploma program must be a minimum of 2 years.

Hong Kong residents currently in Canada temporarily, including visitors, students and workers, can apply online from within Canada. Those applying from abroad remain subject to current travel restrictions and may not be able to come to Canada at this time, unless they have a job offer or meet a travel exemption and comply with all public health requirements. More details will be available on the IRCC website on the launch date.

In addition to open work permits, the Government of Canada continues to implement 2 other pathways to permanent residence for young Hong Kong residents, which will be available later this year. The first will be for Hong Kong residents with at least 1 year of work experience in Canada and who meet the language and education criteria. The second will be for Hong Kong residents who have graduated from a post-secondary institution in Canada; who can then apply directly for permanent residence. More information will be available in due course.

Quick facts
On November 12, 2020, Minister Mendicino announced new immigration measures to support Hong Kong residents who wish to come to Canada to study, work and settle.

Eligible spouses or common-law partners, as well as dependent children, can also apply for a study or work permit, as appropriate.

These measures apply to Hong Kong residents who hold a Hong Kong special administrative region (SAR) or British National (Overseas) (BN(O)) passport.

We have also implemented an exemption to the 12-month bar on a pre-removal risk assessment (PRRA) for Hong Kong residents—meaning that some individuals who were previously ineligible may now get another, updated assessment on whether they can stay in Canada.

Hong Kong residents at risk of persecution who have fled to another country may also be eligible under Canada’s existing resettlement programs, including the Private Sponsorship of Refugees Program and the Government-Assisted Refugees Program.

Great news for international students.

International students: if you have been affected by while in Canada and hold or held a post-graduation work permit (PGWP), you will now have the opportunity to apply for another open work permit.

On January 27, 2021, foreign nationals in Canada with an expired or expiring PGWP will have a one-time opportunity to apply for another open work permit with a duration of 18 months. Applications will be accepted until July 27, 2021.

Kathy He Zhao is a Regulated Canadian Immigration Consultant (RCIC license # R535097), a member in good standing of Immigration Consultants of Canada Regulatory Council (ICCRC). She is the sole owner of Canada Insights Immigration Consulting based in Guelph, and serves both clients inside and outside Canada.

Kathy immigrated to Canada as a child with her family over 25 years ago and is fluent in English, Cantonese and Mandarin. Raised and educated in Canada, Kathy holds a Bachelor of Arts degree from McMaster University from 2005, and a certificate of Immigration Consultant with honors from Humber College from 2018.

For the past 12 years, Kathy has worked as a front-line professional at Immigrant Services Guelph Wellington which is a non-profit agency helping immigrants and refugees to settle in Canada. She has assisted thousands of clients for the past 12 years to re-unit families, connect students and workers to school and employers, and to provide directions for foreign nationals to visit, work and to immigrate to Canada.

With her extensive knowledge in immigration policies and regulations, she is highly- experienced to apply for a broad range of various immigration applications and documents.
