On October 9, 2025, Employment and Social Development Canada (ESDC) updated the processing times for the Labour Market Impact Assessment (LMIA) applications under various streams. Based on statistics from all processing centres, the current average LMIA processing times have decreased or remained the same for all streams, except for the Permanent Residence Stream and High-wage Stream.

Global Talent Stream - 8 business days
Agricultural stream – 13 business days (-3 days)
Seasonal Agricultural Worker Program - 7 business days (-1 day)
Permanent Residence Stream - 260 business days (+1 day)

On October 9, 2025, Newfoundland and Labrador held new rounds of selection through the Enhanced Expression of Interest (EOI) system, issuing a total of 125 invitations. Of these, 73 were sent to candidates under the Newfoundland and Labrador Provincial Nominee Program (NLPNP), while 52 went to applicants through the Atlantic Immigration Program (AIP). As of February 19, 2025, all applicants to the NLPNP and AIP must submit their applications through the new Immigration Accelerator platform. So far, the province has invited 2,946 candidates in 2025.

On October 9, 2025, the Government of Ontario finally held immigration draws in the Employer Job Offer: Foreign Worker Stream (EJO FW), International Student Stream (EJO IS) and In-Demand Skills Stream (EJO IDS) of the Ontario Immigrant Nominee Program (OINP). The province held two EJO FW draws and issued 671 invitations to apply (ITAs) in a targeted draw for health occupations and early childhood educators and assistants, and 24 ITAs for Regional Economic Development through Immigration (REDI). Ontario also conducted two EJO IS stream draws, inviting 757 healthcare workers and early childhood educators and 53 REDI candidates. In the EJO IDS stream, the province invited 13 REDI candidates and 162 healthcare professionals. In total, OINP issued invitations to 10,479 candidates in 2025.

On October 9, 2025, Manitoba held a new invitation round in the Manitoba Provincial Nominee Program (MPNP). In round #255, the MPNP invited 862 applicants under the Skilled Worker in Manitoba (SWM) stream. Of these, 279 candidates were invited under the Skilled Worker pathway, and 583 under the occupation-specific selection category. In this invitation round, the province invited a total of 203 Express Entry candidates. This year, Manitoba invited 6,658 candidates through the MPNP draws, including 1,258 Express Entry candidates.

The tie-breaking rule for this round was June 13, 2025, at 19:07:01 UTC. This year, Canada issued 71,338 ITAs through 41 Express Entry draws, and 30,000 of them were sent to francophone candidates.

On October 2, 2025, the Government of British Columbia held the second Skills Immigration invitation draws under the British Columbia Provincial Nominee Program (BC PNP) and issued invitations to apply to 474 skilled candidates. The selection criteria targeted two distinct groups: 114 candidates in NOC TEER 0, 1, 2, or 3 earning a minimum wage of $90 per hour and $175,000 per year, and another 360 candidates who achieved a minimum score of 140 points. Additionally, the province issued 11 invitations to candidates in the Base Category of the Entrepreneur Stream, which is designed for experienced businesspeople who wish to start a new business or acquire an existing business in British Columbia. This year, British Columbia has invited up to 654 candidates, including 86 entrepreneurs.

The British Columbia Provincial Nominee Program (BC PNP) has secured 1,254 additional nominations from federal authorities for the 2025 allocation. This supplementary allotment will support existing priority sectors announced in April, with a focus on healthcare professionals, entrepreneurs, and candidates with a high economic impact. Notably, the increase will enable the processing of a portion of the 2,240 International Post-Graduate applications currently on the waitlist from 2024. Provincial officials continue to advocate for further allocation increases, as the current supplement remains insufficient to support other priority initiatives for the upcoming year.

On October 2, 2025, Saskatchewan updated the processing time of various streams of the Saskatchewan Immigrant Nominee Program (SINP). According to the new data, in the third quarter of 2025, the processing times for the Employment Offer stream in the International Skilled Worker category were 7 weeks, for the Tech Talent Pathway 6 weeks, for the Agriculture Talent Pathway 4 weeks, and for the Health Talent Pathway 5 weeks. In the Saskatchewan Experience category, the processing times for the Existing Work Permit and International Students streams were 9 and 6 weeks, respectively. For the second review requests, applications with and without job offers had an average application processing time of 3 and 16 weeks, respectively. The Job Approval Process, which authorizes an employer to hire a foreign worker through the SINP, took 4 weeks for Health, Agriculture, and Skilled Trades, and 9 weeks for other sectors.
