Canada Citizenship Law Update — Bill C-3 Now in Force

The Government of Canada has implemented Bill C-3, amending the Citizenship Act as of December 15, 2025.

👨‍👩‍👧‍👦 What this means for families:
• Changes to the first-generation limit on citizenship by descent
• Eligible individuals born or adopted abroad may now be recognized as Canadian citizens
• Canadian parents abroad can pass citizenship to children if residency requirements are met

AAIP: Rural Entrepreneur Stream

This program is intended for foreign entrepreneurs and businesspeople who wish to start or acquire a business in designated rural communities in Alberta, with the goal of obtaining Canadian permanent residency through investment.

The eligibility for Rural Entrepreneur Stream

Work Experience (within the last 10 years):
Have a minimum 3 years of experience as business owner or a minimum of 4 years of experience as a senior manager.

Education:
have completed high school and must provide proof that their foreign education is equivalent to a Canadian high school diploma through an Education Credential Assessment (ECA).

Language:
A minimum of CLB level 4 in each reading, writing, listening and speaking.

Net Worth:
A minimum net worth of $300,000 is required. All assets must be personally owned by the candidate or their spouse, or common-law partners.

Business Minimum Investment:
A minimum investment of $100,000 from the candidate’s own equity (and/or that of their spouse or common-law partner). Higher investment amounts will earn additional points.

Business Ownership:
For new business, the candidate must own at least 51% and their business partner must be Canadian citizens or permanent residents. Or for existing business, the candidate must have 100% ownership with the candidate assuming full control of the business.

Job Creation:
New business must create 1 full-time job for Canadian citizens or permanent residents (excluding relatives). Additional job creation will result in more points. These jobs must be maintained for a minimum of 6 months.
Existing business does not require job creation.

Community Support Letter:
Applicants must secure a Community Support Letter from the community they have selected.

Starting January 1, 2026, the Alberta Advantage Immigration Program (AAIP) will be updating the Rural Renewal Stream (RRS). Any applications submitted on or after this date will follow the new requirements.

Because the Government of Canada has reduced AAIP’s allocation, the program now needs to manage nomination spots more carefully to support Alberta’s priorities—like rural growth, economic diversification, and filling in-demand jobs.

As more people have shown interest in the RRS, some issues have come up, including communities endorsing more candidates than there are nomination spaces available.

-To address these challenges, several changes are being introduced:

-Setting endorsement limits for each designated community

-Introducing a one-year validity period for Endorsement of Candidate Letters

-Moving to a TEER-based endorsement model

-Updating eligibility for applicants already in Canada—they must have a valid work permit at both the time of application and during assessment

AAIP: Foreign Graduate Entrepreneur Stream

For foreign educated graduates from outside Canada who wish to obtain permanent residence by launching start-up enterprises and innovative businesses in Alberta.

The eligibility:

Work Experience: Have a minimum 6 months of experience as business owner as a manager.

Education (within last 10 years): Completion of College or University degree from education institutions outside Canada and must be equivalent to a Canadian degree

Business Plan: Must provide a business plan with financial projections included

Pitch Deck: Create a 10 minuets slideshow presentation that showcases the business and promotes it to investors

Language: A minimum of CLB level 5 in each reading, writing, listening and speaking

Business Ownership: Have a minimum of 34% ownership of the business. It increases to a minimum 51% for business located outside Edmonton or Calgary. Their business partner must be Canadian citizens or permanent residents

Business Investment: The minimum investment required is $100,000 for an urban centre, the investment decreases to $50,000 if the business is located outside Edmonton or Calgary. Higher amounts of investments results in additional points earned

Letter of Recommendation: Obtain a letter of recommendation from a designated agency approved by AAIP.

Settlement funds: Must demonstrate that they have enough funds for business and supporting themselves and their families, the minimum amounts are shown in the picture below.
