Danielle Smith Speaks on Portage College PGWP Refusals

Alberta Premier Danielle Smith says she would not call Portage College a diploma mill.

However, she suggested that expectations around PGWP eligibility or permanent residence in Canada may have been overstated to students.

She also said Alberta needs a larger Alberta PNP allocation so the province can nominate more workers for permanent residence.

The major question remains: were students clearly informed about their immigration options before enrolling?

Ontario PNP applicants: don’t overlook the wage requirement.

Meeting the required wage isn’t just about earning more points. For many applicants, it’s a basic eligibility requirement. Under the new Ontario Workforce Priority Stream, most job offers must meet or exceed the applicable regional median wage. A limited exception applies to certain recent Ontario graduates in TEER 0–3 occupations, where the low wage level may be accepted instead. Always check the wage for your occupation and region before submitting your application.

Canada work permit (PGWP) controversy 🇨🇦

Hundreds of Portage College graduates are protesting after their Post-Graduation Work Permit (PGWP) applications were refused.

Many affected students say they enrolled, completed their studies, and applied under one understanding of Canada’s immigration rules, only to have their work permit applications refused because their programs were considered non-credit.

For a long time, graduates of these programs routinely received PGWPs, and approvals continued into early July 2026. The recent refusals have raised concerns about fairness, consistency, and the retroactive application of eligibility requirements.

Important Information for Alberta PNP:
If you completed a non-credit program in Alberta and are planning to apply under the Alberta Advantage Immigration Program (AAIP) Express Entry Stream, be careful before claiming the 14 education points.

We’re seeing cases where these education points are not being awarded for some non-credit programs, including programs at colleges such as Portage College, which can significantly affect an applicant’s score and eligibility.

Always confirm that your education qualifies before relying on these points in your AAIP application.

⚠️ IRCC just changed how study permit funds are assessed.

A big bank balance alone may no longer be enough.

Officers are now instructed to look more closely at:
✅ Where your money came from
✅ Whether your funding is likely to continue throughout your studies
✅ Whether additional financial documents are needed to verify your finances

The updated guidance also confirms that applicants generally only need to show funds for:
• First-year tuition
• Living expenses
• Travel costs

Not the full cost of your entire program.

These updated assessment instructions apply to both:
🌍 New study permit applications from outside Canada
🏠 Study permit extensions inside Canada
