📢 Low-Wage LMIA Processing Expands Again in Q1 2026 — What Employers Should Know

Canada has quietly reopened low-wage LMIA processing in eight additional regions starting in Q1 2026, following drops in regional unemployment rates.

For employers in Vancouver, Montréal, Winnipeg, Halifax, and parts of New Brunswick, this is a meaningful change. If your region is now at or below the 6% unemployment threshold, low-wage LMIA applications are once again being accepted.

Why this matters:
✔ Employers can hire or renew foreign workers in roles that were previously blocked
✔ Businesses that paused recruitment may now move forward
✔ Eligibility is reviewed quarterly — timing matters

⚠️ Important reminder: Compliance requirements remain unchanged. Employers must still meet advertising, wage, housing, and transition plan obligations under the TFWP.

The bigger takeaway?

Do you want to work in Canada? Do you have a job offer, education and experience? Well, that may still not be enough. Canada’s new tight policies on immigration, particularly for temporary foreign workers, it’s more important than ever that applications to IRCC are prepared with precision.

As reported by North Shore News, on Sept. 11, the Federal Court upheld the refusal of Fatemeh Zaiee’s work permit. Fatemeh, a graphic designer from Iran, was offered a position in North Vancouver, but the visa officer wasn’t satisfied she fully met the role’s requirements or that she would return home after her stay.

This decision isn’t the end of the road: Fatemeh has the right to reapply for a work permit but this just means more expense, and more time putting her life on hold.

We share this to highlight the challenges many applicants face, and to remind everyone that only experienced immigration professionals should be relied upon when submitting documents to Immigration, Refugees and Citizenship Canada, the federal department responsible for immigration, citizenship, and refugee matters in Canada.

The 2025 projected cap for Canadian Study Permits is 437,000 permits. That’s a 10% cut from 2024.

Between January and April 2025, about 163,000 new student permits were issued with the approval rate for new students falling to 33%.

The federal government of Canada is making every effort to manage immigration levels and ease pressures on housing and services, and policy adjustments for college and bachelor-level programs.

Limited quotas mean fewer permits are approved, especially for new applicants. Your chances of approval increase if you apply early and can provide rigorous proof of funding. Additionally, graduate studies (Masters, Ph. d) may have better odds than undergrad or college pathways.
