“Big LMIA Update: One Foreign Worker Per Location?”
If you operate multiple business locations in Canada, this new LMIA rule could be important for you.
Effective August 18, 2026, for the low-wage TFW cap, employers with fewer than 10 employees at a work location can now benefit from the cap calculation separately at each location.
Under the standard 10% cap, a qualifying small location may potentially have 1 low-wage temporary foreign worker.
So, if an employer has 5 qualifying locations, they may potentially be able to hire 1 low-wage foreign worker at each location—subject to all LMIA requirements.
This does not mean automatic LMIA approval. Wage, recruitment, unemployment-rate restrictions, business legitimacy and other TFWP requirements still apply.
Multi-location employers—this change could open new hiring opportunities.
