Ontario has officially closed all existing immigration streams under the Ontario Immigrant Nominee Program (OINP), leaving the province without active pathways for new provincial nominations as of May 30, 2026.

While no replacement streams have been announced yet, Ontario previously proposed a new system featuring four immigration pathways:

- Employer Job Offer Stream (TEER 0–3)
- Employer Job Offer Stream (TEER 4–5)
- Priority Healthcare Stream
- Entrepreneur Stream
- Exceptional Talent Stream

The new Employer Job Offer pathway would merge existing employer-driven streams and focus on candidates with qualifying job offers, work experience, and wage requirements. The Healthcare Stream would offer a dedicated route for licensed healthcare professionals without requiring a job offer.

Ontario also plans to introduce pathways for entrepreneurs operating businesses in the province and highly accomplished individuals in fields such as science, technology, academia, and the arts.

For now, the province has not confirmed when the new streams will launch or what the final eligibility requirements will be. However, applications submitted before the closure will continue to be processed under the rules that were in place at the time of submission.

Most foreign nationals need a work permit to work in Canada, but there are some exceptions.

1. Business visitors can enter Canada for international business activities without joining the Canadian labour market. This includes attending meetings, conferences, training sessions, or providing certain after-sales services.

2. Digital nomads and remote workers can work from Canada without a work permit if they are employed by, or provide services exclusively to, employers or clients outside Canada. They must not work for Canadian businesses or clients.

3. International students with work authorization on their study permit can work without a separate work permit. They may work unlimited hours on campus and up to 24 hours per week off campus during academic terms, with unlimited hours during scheduled school breaks.

Other exempt groups include diplomats, foreign journalists, performing artists, athletes, religious workers, emergency responders, and certain government or military personnel.

In most other cases, foreign nationals must obtain either an open or employer-specific work permit before working in Canada.

New Ontario Laws and Rules Coming Into Effect in June 2026

Ontario will see a range of new provincial, federal, and municipal changes in June 2026 affecting schools, healthcare, taxes, workplaces, housing, and regulated professions. Here’s a simplified breakdown:

1. Ontario Day remains a school day
- June 1 is not a holiday—schools run as normal, with Ontario-focused learning encouraged.

2. Buy Ontario procurement expands
- From June 1, more public bodies (including boards, hospitals, and schools) must follow new rules prioritising Ontario/Canadian suppliers.

3. Naloxone pharmacy program updates
- New administrative rules for pharmacies take effect June 1, but naloxone remains freely accessible.

4. Pharmacy COVID-19 PCR testing ends
- Publicly funded PCR testing through pharmacies stops June 1; other testing sites remain available.

5. One-time GST/HST credit top-up
- Starting June 5, eligible Canadians receive an automatic CRA payment worth up to ~$533 per family.

6. Temporary drug controls begin
- From June 5, Health Canada adds new synthetic opioids and a precursor chemical to controlled substances list for one year.

7. Self-employed tax deadline
- June 15 is the filing deadline for 2025 returns (tax owing still due April 30), plus instalment payments for some workers.

8. JHSC training standards change
- Old workplace safety training certifications remain valid only until June 30, before new standards take over July 1.

9. Behaviour analyst registration window closes
- Transitional registration ends June 30, after which stricter entry requirements apply.

10. Toronto cooled amenity space rule starts
- From June 1–Sept 30, certain apartment buildings must keep shared indoor spaces at or below 26°C.

11. Auto insurance changes approaching
- June is the final month to prepare before Ontario’s auto insurance accident benefits overhaul takes effect July 1.

Prince Edward Island invited 114 immigration candidates in its fifth provincial draw of 2026, targeting foreign workers and international graduates in priority sectors through the Labour Impact and PEI Express Entry pathways.

The May 21 draw focused on candidates already working in the province in high-demand occupations, as well as graduates from selected PEI post-secondary institutions, including the University of Prince Edward Island, Holland College, and Collège de l'Île.

PEI has now held five draws this year, consistently issuing more than 100 invitations each month and following its published draw schedule closely. So far in 2026, the province has invited a total of 477 candidates to apply for provincial nomination.

Canada is easing travel rules for eligible citizens of Indonesia and Malaysia, allowing visa-free air travel with an eTA instead of a visitor visa starting May 26.

Travellers can apply online for a $7 CAD eTA if they’ve held a Canadian visa in the past 10 years or currently have a valid U.S. non-immigrant visa. The new rule applies only to air travel, while land and sea travellers will still need a visitor visa.

IRCC says the move aims to strengthen Canada’s ties with Southeast Asia while maintaining border security.

Immigration, Refugees and Citizenship Canada (IRCC) has issued 334 Invitations to Apply (ITAs) in a new Express Entry draw for Provincial Nominee Program (PNP) candidates.

To qualify, candidates needed a minimum Comprehensive Ranking System (CRS) score of 805 and had to create their Express Entry profile before 6:16 p.m. UTC on October 16, 2025.

This marks the 28th Express Entry draw of 2026 and the second draw held in May. So far this year, IRCC has mainly focused on candidates with provincial nominations, Canadian work experience, and French-language skills.

Alberta invited 1,051 candidates through four Alberta Advantage Immigration Program (AAIP) draws held between May 1 and May 13. The draws targeted healthcare professionals, tech workers, and candidates planning to live and work in rural Alberta communities.

Most invitations were issued through the Alberta Opportunity Stream, while other draws included the Accelerated Tech Pathway, Dedicated Health Care Pathway, and Rural Renewal Stream. Alberta has now held 36 provincial immigration draws in 2026 and has invited more than 6,200 candidates so far this year.

Canada ranked 19th in the 2026 U.S. News & World Report Best Countries rankings, with its strongest performance in Culture & Tourism, where it placed 8th globally. Governance and Infrastructure also boosted Canada’s overall score.

Switzerland topped the list, followed by Denmark and Sweden, while the U.S. ranked 18th—just ahead of Canada.

The updated rankings, released May 14, use a new data-driven methodology evaluating 100 countries across 100 indicators of well-being. Europe dominated the list, claiming 18 of the top 25 spots.

Canada performed well in Culture & Tourism, Governance, and Opportunity, but ranked lower in Natural Environment at 63rd place. The shift from perception-based surveys to hard data largely explains Canada’s drop from 2nd in 2023 and 4th in 2024 to 19th this year.

Canada has issued a new global travel advisory for Summer 2026, warning travellers about possible flight disruptions, fuel shortages, rising travel costs, and security risks linked to the ongoing Middle East crisis.

The advisory, released by Global Affairs Canada on May 12, 2026, says disruptions could affect travellers worldwide — even those not travelling near the Middle East.

Officials warned airlines may cancel flights, reroute trips, delay departures, and increase ticket prices. Travellers stranded abroad should also not expect government financial assistance for hotels, rebooked flights, meals, or emergency transport.

Canada is urging travellers to review insurance coverage, carry emergency funds, monitor airline updates, and check passport and visa validity before travelling.

The government also noted that hurricane season from June to November could add further disruptions in destinations like the Caribbean, Mexico, and the southeastern United States.
