MINISTRY OF HIGHER EDUCATION APPEARED BEFORE THE PARLIAMENTARY GOVERNMENT ASSURANCE COMMITTEE

The Ministry of Higher Education appeared before the Parliamentary Government Assurance Committee as part of the committee's ongoing oversight of assurances made by the Government in Parliament, including the implementation of motions adopted by the House.

During the session, the committee reviewed progress on several issues previously raised in Parliament. These included updates on the status of Boteti Brigade, Lerala Brigade and Nkange Brigade, as well as developments relating to the introduction of online and one-stop application centres for technical colleges and the advancement of tertiary education sponsorship programmes.

Permanent Secretary in the Ministry of Higher Education, Prof. Richard Mr Tabulawa, outlined a number of challenges affecting the ministry's operations. These include limited financial resources to support student sponsorships and allowances, infrastructure development needs, and broader infrastructure and capacity constraints.

Professor Tabulawa told the committee that the ministry is implementing corrective measures aimed at strengthening governance and improving financial management. These measures include enhancing internal controls, reinforcing compliance mechanisms and strengthening regulatory enforcement. He further stated that the ministry plans to expand Technical and Vocational Education and Training (TVET) programmes to address skills gaps in key sectors of the economy and support national development priorities.

The Parliamentary Government Assurance Committee continues to monitor the implementation of Government assurances, ensuring accountability and transparency, and tracking progress on commitments made to Parliament and the public.

MINISTRY OF LOCAL GOVERNMENT AND TRADITIONAL AFFAIRS APPEARS BEFORE THE STANDING COMMITTEE ON GOVERNMENT ASSURANCES

The Ministry of Local Government and Traditional Affairs presented itself before Parliament's Standing Committee on Government Assurances to account for ministerial commitments arising from questions posed by Members of Parliament and resolutions passed in Parliament between November 2019 and September 2024.

The examination addressed progress update ranging from infrastructure development and maintenance, Bogosi issues and social protection. Among the pertinent question raised by Members of the Committee was the continued use of pit latrine toilets in schools and the Government's intention to phase them out. The Committee also sought clarity on the status of Letlhakane Primary School, maintenance of Ntshe House in Francistown and the ongoing review of the Destitute Policy.

Responding to the Committee, Acting Permanent Secretary in the Ministry of Local Government and Traditional Affairs Ms. Tshepo Kebakile acknowledged that it remains government policy to phase out pit latrines in schools however, she noted that villages facing persistent water supply challenges continue to rely on them in the interim.

Regarding social protection, Ms. Kebakile stated that the review of the Revised National Policy on Destitute Persons is currently underway. On the question of the status of Letlhakane Primary School, the Acting Permanent Secretary confirmed that a new Primary School has been constructed and is now operational, bringing relief to an institution that had long been oversubscribed.

MINISTRY OF TRADE AND ENTREPRENEURSHIP APPEARS BEFORE THE PARLIAMENTARY GOVERNMENT ASSURANCES COMMITTEE

The Ministry of Trade and Entrepreneurship appeared before the Parliamentary Government Assurances Committee as part of the committee’s ongoing oversight and scrutiny of assurances made by the Government in Parliament, including the ex*****on and implementation of motions adopted by Parliament.

The Committee examined the Ministry on several issues, including the status of non-payment of royalties, investment opportunities identified and coordinated by the Botswana Investment and Trade Centre (BITC) in the North-West District, measures in place to protect local businesses in line with the Citizen Economic Empowerment Act, and the Citizen Entrepreneurial Development Agency’s (CEDA) maintenance of interest rates below those charged by commercial banks to promote viable and sustainable citizen-owned businesses.

The Permanent Secretary, Mr Joel Duke Ramaphoi, briefed the Committee on policies, legislation, and strategies under review to improve Botswana’s investment climate and address challenges affecting the Ministry’s performance. Mr Ramaphoi said the Government has developed policy approaches, laws, and strategies, including the Small and Medium Enterprises (SME) Policy and the proposed SME Act, aimed at adopting a smart policy implementation framework to support enterprise development and economic growth.
