As part of the regulatory measures following the introduction of the euro, new consumer protection legislation has been proposed, setting strict rules on when traders may increase prices during a one-year period starting this summer, following the measures already adopted under the Euro Act.

The proposed sanctions for non-compliance are significant, and it remains to be seen how the new framework will be applied in practice by the regulatory authorities.



Bulgaria’s Parliament adopted amendments to the Consumer Protection Act introducing anti-speculation measures, expanded CPC powers, daily price reporting obligations for large businesses, and substantial sanctions for unjustified price increases.

The successful hosting of the Giro d’Italia 2026 stages in Bulgaria marks a landmark achievement not only for international sport, but also for the country’s growing presence on the global stage as a premier destination for world-class events.

Bringing one of the most iconic and widely followed cycling competitions in the world to Bulgaria required vision, coordination and the successful navigation of a highly complex legal, regulatory and organisational framework.

The event attracted international teams, officials, media representatives, sponsors and thousands of visitors, while showcasing Bulgaria’s breathtaking landscapes, cultural heritage and vibrant cities to a global audience of millions.

From picturesque mountain routes and historic landmarks to modern infrastructure and hospitality, the race offered an extraordinary opportunity to highlight some of Bulgaria’s most beautiful locations and to demonstrate the country’s capacity to host projects of exceptional international significance.

We are proud that Penkov, Markov & Partners have been honoured to serve the legal issues thus becoming part of this milestone project.

The EU has taken a major step toward aligning insolvency frameworks across Member States with the adoption of Directive (EU) 2026/799, introducing common minimum standards in key areas such as asset tracing, avoidance actions and pre-pack sales.

The new rules are set to enhance efficiency, transparency and cross-border predictability in insolvency proceedings, and will require significant legislative adjustments at national level, including in Bulgaria.
