Our Head of Firm, Barrister Sameer Sattar, was recently invited to speak at the Seminar on Operationalising Commercial Courts in Bangladesh, organised by the Supreme Court of Bangladesh and UNDP. The seminar was attended by Ambassadors and High Commissioners from the European Union, Canada, Australia and Sweden along with other dignitaries.

Offering the perspective of a seasoned practitioner, Barrister Sattar addressed key considerations surrounding the proposed Commercial Courts Ordinance, 2025. This contribution comes at a transformative moment in the evolution of Bangladesh’s justice sector. Under the visionary leadership of Hon’ble Chief Justice Syed Refaat Ahmed, the judiciary is undergoing a series of far-reaching reforms, including the establishment of the Supreme Court Secretariat and the establishment of the Commercial Courts.

These developments constitute critical strides toward strengthening and modernising the nation’s legal infrastructure. It is both an honour and a significant professional moment to engage with these reforms and to observe the institutional architecture for Bangladesh’s future Commercial Courts taking a definitive shape.

During the discussion, Barrister Sattar shed light on key challenges faced by both foreign and local investors, particularly in navigating the country’s legal and regulatory frameworks. He underscored that prolonged court backlogs significantly impede both contract enforcement and the swift resolution of disputes, factors that are critical for investors assessing the viability of doing business in Bangladesh.

The conversation further highlighted ongoing reforms aimed at establishing the commercial legal framework, including the establishment of a specialized Commercial Court under the Commercial Court Ordinance 2025, under the initiative of the Supreme Court of Bangladesh. We are pleased to share that, recently, Sattar&Co. has successfully represented Robi Axiata PLC before the Bangladesh Competition Commission in a jurisdictional matter concerning alleged anti-competitive practices in the telecommunications sector against a major telecom operator.

After an extensive hearing, the Commission has confirmed its jurisdiction to hear the complaint raised under the Competition Act 2012 by Robi, dismissing the jurisdictional challenges raised in relation to Robi’s complaint by the major telecom operator. The Commission will now proceed with a full investigation into the substantive allegations, ensuring a thorough review of the issues raised.

As Bangladesh continues to develop its anti-competitive framework, this decision stands as a positive step in fostering fair market practices.

We are delighted to share that our Head of Firm, Barrister Sameer Sattar Md. Sameer Sattar, was invited to speak on the draft Commercial Court Ordinance, which is being spearheaded by the Supreme Court of Bangladesh under the leadership of the Hon’ble Chief Justice of Bangladesh. The event was supported by the United Nations Development Programme (UNDP) in Bangladesh.

The reform initiative, led by the Hon’ble Chief Justice of Bangladesh, Justice Syed Refaat Ahmed, sought to modernise and strengthen the framework for commercial dispute resolution in the country. The seminar was attended by H.E. Michael Miller, Ambassador of the European Union to Bangladesh, Mr. Stefan Liller, Resident Representative of UNDP in Bangladesh, as well as judges of the Courts of Bangladesh.

We are pleased to share that our Head of Firm, Barrister Sameer Sattar, was once again invited by Her Excellency the French Ambassador Marie Masdupuy to deliver a presentation at her residence - this time focusing on key aspects of Bangladesh’s labour law framework.

The session centred on important issues under the Bangladesh Labour Act 2006 and the Bangladesh Labour Rules 2015. The event was graced by leading businesspersons and foreign companies.
