British Columbia, Saskatchewan and Prince Edward Island invite candidates in most recent PNP draws
Three provinces have issued invitations to candidates this week.

British Columbia, Saskatchewan and Prince Edward Island have issued invitations to apply to candidates through Provincial Nominee Programs (PNPs) this week.

Canadian provinces and territories (except for Quebec and Nunavut) operate their own PNPs. Interested candidates may be invited to apply for provincial nomination through these programs. Those who receive provincial nomination may have an advantage toward gaining permanent residence.

The Provincial Nominee Program (PNP) accounts for over 105,000 PR admissions per year. It began in 1998 and the annual number of PNP admissions has since increased steadily. Both federal and provincial governments consider it an effective tool to promote economic development outside of urban centers.

More recently, Immigration, Refugees and Citizenship Canada (IRCC) held two Express Entry draws this month, including a draw this week, in which only PNP candidates received ITAs. PNP’s allow individual provinces to target candidates who have the necessary skills and education to help with local labour shortages and contribute to provincial economies.

Provincial immigration results February 11-February 17
British Columbia

British Columbia invited more than 232 candidates to apply for provincial nomination on February 14.

The province invited 183 candidates in a draw targeted for tech occupations. The invitations were issued to candidates in the Skilled Worker and International Graduates categories and included Express Entry candidates, all of which required a minimum SIRS score of 83.

SIRS is similar to the Express Entry Comprehensive Ranking System (CRS) but is only used for British Columbia’s PNP.

Skills immigration in BC is comprised of five streams designed for people with a variety of skills and experience. Four of these streams also have an Express Entry BC option. The fifth stream is for Entry-Level and Semi-Skilled candidates, meaning they do not have work experience within an NOC code that is eligible for Express Entry.

The province also held rounds of invitations for candidates working in the following occupations:
29 early childhood educators and assistants (NOC 4214) with scores of at least 60 points;
20 healthcare workers from the Skilled Worker, International Graduate, including Express Entry category, with scores of at least 60 points and;
Other priority occupations, with scores of at least 60.
Saskatchewan

The first Saskatchewan Immigrant Nominee Program (SINP) draw for 2023 took place on February 16.

The province invited 177 candidates under the Express Entry stream, and 243 under Occupations-In-Demand stream. Candidates from both streams required a minimum score of 84.
The province also invited one candidate whose country of residence is Ukraine as a special measure in response to the crisis in Ukraine. This makes 468 invitations issued.

Prince Edward Island

On February 16, Prince Edward Island invited 222 candidates through the Labour and Express Entry stream of the PEI PNP. There were also six candidates invited through the Business Work Permit Entrepreneur with a minimum point threshold of 70.

Express Entry candidates who wish to be nominated by PEI must submit a separate Expression of Interest (EOI) to the PEI PNP.

EOI profiles are awarded a score based on PEI’s points grid and, like the Express Entry Comprehensive Ranking System (CRS), the highest-ranked candidates are invited to apply through monthly draws.

Candidates invited in second Provincial Nominee Program-only draw of the year

IRCC held the fifth Express Entry draw of 2023 today.

Immigration, Refugees and Citizenship Canada (IRCC) issued invitations to 699 candidates with a minimum Comprehensive Ranking System (CRS) score of 791.

The draw was only applicable to candidates in the Provincial Nominee Program. This was the third program-specific draw of 2023 following the results on February 1 and February 2. The February 1 draw invited only candidates who had already received provincial nomination and the February 2 draw was program specific for the Federal Skilled Worker Program (FSWP).

Draw pattern has yet to be established for 2023

Typically, Express Entry draws occur every two weeks on Wednesday. However, draws so far in 2023 have varied significantly from the patterns established before the COVID-19 pandemic and in the latter half of 2022.

Since the first Express Entry draw of this year on January 11, there have been some notable differences in how draws are conducted. For example, the January 11 draw took place after an unexpected six pause, IRCC has implied that this was due to an IT system glitch caused by the implementation of NOC 2021.

The next draw took place on January 18, only a week later. The number of ITAs issued was the same as January 11 but with a significantly lower CRS score.
IRCC did wait two weeks for the next draw on February 1 which occurred as expected. However, this draw was unique in that it was not an all-program draw. Candidates were only issued ITAs if they had already received a nomination under a Provincial Nominee Program. IRCC had not had a PNP only draw since June 2022. At this point, IRCC resumed all-program draws, which had been paused between January 2021 and July 2022 due to pandemic restrictions and border closures.

The most recent draw was the next day on February 2, when IRCC issued invitations to candidates in the FSWP. This was significant because there has never been a FSWP only draw since Express Entry began in 2015. The FSWP is one of the most prominent immigration pathways under Express Entry.

Express Entry draws are totally at the discretion of the immigration minister and IRCC. There is no law in the Immigration and Refugee Protection Act that dictates when draws will occur, the number of candidates or the minimum CRS cut-off score. Theoretically, draws could take place daily or once every several months if the minister deems that it is best way for Canada to meet its economic priorities.

What is Express Entry?
Express Entry is the application management system for three Canadian immigration programs: the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP). Provincial Nominee Program (PNP) candidates in the Express Entry pool are already eligible for at least one of these programs.

Express Entry uses a points-based system, the Comprehensive Ranking System (CRS), to rank candidates’ profiles. The top-scoring candidates receive an Invitation to Apply (ITA) and can then apply for permanent residency.

After the candidate applies, an IRCC officer reviews the application and decides if they are approved. Once this is complete, if approved, the candidate is now a permanent resident of Canada and one step closer to becoming a Canadian citizen.

Alberta adds family relatives to eligibility criteria for the Alberta Express Entry program
Candidates who have immediate family relatives in Alberta can now receive extra consideration under the Alberta Express Entry program.

On January 18th, the Alberta Advantage Immigration Program (AAIP), which functions as Alberta’s Provincial Nominee Program, added having relatives in the province to their candidate selection criteria for the Alberta Express Entry stream (managed under the AAIP).

This means that (effective immediately) candidates in the federal Express Entry pool who are listed as having immediate family relatives (parent, child, brother, or sister who are permanent residents or citizens of Canada) in the province will now meet added selection factor criteria. This can further give candidates a better chance of receiving a Notification of Interest (NOI) from the Alberta Express Entry stream, and further be invited to apply for permanent residence. Note that eligibility is based on information candidates submit to their profile in the federal Express Entry pool.

Alberta believes that these immediate family ties are critical to helping new immigrants establish themselves in the province and settle successfully in Alberta.

Importantly none of the selection criteria for any of the streams under the AAIP have changed, this program update only impacts the Alberta Express Entry stream, and only adds this selection criteria without impacting existing selection factors (like having a job offer from a company in Alberta, being a graduate of an Albertan post-secondary institution, etc.).

“This is not a family reunification plan” said Minister of Trade, Immigration and Multiculturism in Alberta, Rajan Sawhney. Per the change the Alberta Express Entry stream is now able to allocate 25% of its NOIs to individuals with both immediate family ties in Alberta, and who have experience in in-demand occupations that the province requires workers for.

The AAIP serves as a means to help employers address labour shortages in Alberta. The province has experienced massive growth in the last month alone, adding almost 41,000 new jobs in December of 2022, most of which were in the private sector. However, Alberta also has a high rate of job vacancies, with nearly 100,000 currently—and a further predicted cumulative shortage of over 33,000 workers across multiple occupation and sectors by 2025. These are key reasons behind the push for more newcomers in the province.

What is the AAIP and the Alberta Express Entry stream?
The AAIP is Alberta’s provincial immigration program to welcome newcomers into the province from abroad. There are eight streams currently managed by the program, broadly divided into streams for workers, and streams for entrepreneurs.

Streams for workers include:

The Alberta Opportunity stream;
The Alberta Express Entry stream, which also includes the Alberta Accelerated Tech Pathway (AATP); and
The Rural Renewal stream.
To be eligible for the Alberta Express Entry stream, candidates must:
Have an active profile in the federal Express Entry pool (ideally with more than 5 months validity);
Have a stated interest in moving to Alberta permanently;
Are working or have experience working in an in-demand occupation that supports Alberta’s economic development and diversification; and
Have a minimum CRS score of 300.
Candidates now stand a better chance of receiving an invitation to apply if they also:

Have a valid job offer and/or Albertan work experience;
Are a graduate of a post-secondary institution in Alberta; or
Have a parent, child, brother or sister currently residing in Alberta who is a citizen or permanent residence.
To enter candidates must first submit a profile to the federal express entry pool. If selected and issued an NOI, candidates must email a copy of the document to the AAIP and state that they are interested in applying.
If the AAIP determines that candidates meet the minimum eligibility criteria they will receive an email inviting them to apply to the program. From here candidates (now applicants) must submit an application to apply and will receive an additional 600 CRS points, in the federal pool (functioning as an enhanced provincial nomination). Complete applications are then placed in a pool of eligible applications for processing.

“The Alberta Express Entry stream modifications announced today is one of the many steps our government will be taking to ensure that Alberta gets the qualified and skilled talent that it needs…” said Minister Sawhney at the conclusion of the announcement.

Ontario, British Columbia, Alberta and Manitoba have issued invitations to apply to candidates through Provincial Nominee Programs (PNPs) this week.

Most Canadian provinces and territories (except for Quebec and Nunavut) operate their own Provincial Nominee Programs (PNPs). Through these programs, interested candidates may be invited to apply for provincial nomination. Receiving a provincial nomination can be advantageous for gaining permanent residence.

Quebec’s immigration programs are administered by the province and are distinct from Canada’s immigration programs. Quebec is the only province that has control over all economic class immigrants.
The Provincial Nominee Program (PNP) accounts for 105,000 PR admissions per year. It began in 1998 and the annual number of PNP admissions has since increased steadily.

Both federal and provincial governments consider it an effective tool to promote economic development outside of urban centers.

The draws occurred within the same week that Immigration, Refugees and Citizenship Canada (IRCC) issued 893 ITAs to Express Entry candidates who already had a provincial nomination. Most Canadian provinces and territories have PNPs aligned with Express Entry, except for Quebec and Nunavut.

This was the first Express Entry draw to target PNP candidates since June 2022. Between July and the recent draw, all Express Entry draws have been all-program draws.
Provincial immigration results January 28-February 3

Ontario

Ontario issued 611 invitations to apply to candidates in the Employer Job Offer: Foreign Worker stream of the Ontario Immigrant Nominee Program (OINP) on January 31. The draw was targeted toward healthcare and tech occupations. Candidates required a minimum score of 53 to receive an invitation.

Eligible candidates required a full-time job offer in Ontario that meets the criteria for TEER category 0, 1, 2 or 3 of the National Occupational Classification (NOC).
Additionally, Ontario held two targeted draws for candidates in the Human Capital Priorities stream on February 2. The province invited 1,175 candidates in a tech occupation with a minimum score between 481-489 as well as 725 candidates in healthcare occupations with minimum score between 476-489.

Alberta

In the second round of published draw results for 2023, Alberta issued 154 notifications of letters of interest to candidates in the Express Entry stream of the Alberta Advantage Immigration Program (AAIP) on January 23, as well as 46 letters of interest on January 19.

The province recently announced that Express Entry candidates in the AAIP will be invited based on a combination of high-demand occupations and immediate family ties as selection factors when completing draws from the federal Express Entry pool.
There is no change to the eligibility criteria in any stream of the AAIP.

British Columbia

British Columbia invited more than 279 candidates to apply for provincial nomination on January 31.

The province invited 243 candidates in a targeted draw for tech occupations. The invitations were issued to candidates in the Skilled Worker and International Graduates categories and included Express Entry candidates.
Candidates from the Skilled Worker and International Graduate stream required a minimum SIRS score of 85. SIRS acts much like the Express Entry Comprehensive Ranking System (CRS) but is only used for British Columbia’s PNP.

The province also held rounds of invitations for candidates working in the following occupations:

18 early childhood educators and assistants (NOC 4214) with scores of at least 60 points;
18 healthcare workers from the Skilled Worker, International Graduate, including Express Entry category, with scores of at least 60 points and;
Other in-demand occupations with scores of at least 60 points.

Manitoba

Manitoba issued 21 Letters of Advice to Apply on January 30. The letters were issued under the province’s special immigration measure for those fleeing the conflict in Ukraine. To be considered for immigration under this pathway, candidates must be:
a citizen of Ukraine;
have a minimum of CLB 4 in each language band;
have established connection to Manitoba (close relative, family-like, community, previous employment, or studies in Manitoba);
have a valid language test; and
score at least 60 points according to MPNP assessment criteria.

Quebec

Quebec invited 998 skilled workers to apply for permanent selection on November 24 and an additional 513 on December 1.The draw on November 24 did not target specific NOCs, but candidates required job offers outside of the Montreal Metropolitan Community and a minimum Arrima Expression of Interest score of 603 points.

The December 1 draw targeted candidates with specific NOCs who also had job offers outside of the Montreal Metropolitan Community. Candidates had to have profiles in the Arrima Expression of Interest system with scores of at least 589 points.

The invitations were issued by the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) to immigration candidates applying under the Quebec Regular Skilled Worker Program (QSWP).

Quebec invited 998 skilled workers to apply for permanent selection on November 24 and an additional 513 on December 1. The draw on November 24 did not target specific NOCs, but candidates required job offers outside of the Montreal Metropolitan Community and a minimum Arrima Expression of Interest score of 603 points.
British Columbia

More than 188 candidates were invited to apply for provincial nomination in British Columbia on December 6.

The province invited 144 candidates in a targeted tech draw. The invitations were issued to candidates in the Skilled Worker and International Graduates categories and included Express Entry candidates.

Candidates in the tech draw had minimum SIRS scores of 95. SIRS acts much like the Express Entry Comprehensive Ranking System (CRS) but is only used for British Columbia’s PNP.The province also held rounds of invitations for candidates working in the following occupations.

32 early childhood educators and assistants (NOC 4214) with scores of at least 60 points;
12 healthcare workers from the Skilled Worker, International Graduate, including Express Entry category, with scores of at least 60 points and;
Other priority occupations with minimum scores of 60.
Candidates in the tech draw had minimum SIRS scores of 95. SIRS acts much like the Express Entry Comprehensive Ranking System (CRS) but is only used for British Columbia’s PNP. The province also held rounds of invitations for candidates working in the following occupations.
Manitoba

Manitoba invited a total of 305 candidates under the Manitoba Provincial Nomination Program. To be invited, candidates must meet a baseline of criteria specific to their program. In total, the province invited:
Skilled Workers in Manitoba issued 206 invitations with a minimum score of 775
Skilled Workers Overseas issued 43 invitations with a minimum score of 673
International Education Stream issued 56 invitations with no score requirement.
Out of all who were invited to apply, 31 had profiles in the Express Entry system.

The province will continue to process all Expressions of Interest (EOI) received before November 16 under the NOC 2016. Any EOIs received on or after November 16 will be evaluated under NOC 2021.

Prince Edward Island
On December 1, Prince Edward Island invited 69 candidates through the Labour and Express Entry streams. This brings the total number of candidates invited by the province so far in 2022 to 1,721.

Express Entry candidates who wish to be nominated by PEI must submit a separate Expression of Interest (EOI) to the PEI PNP.

EOI profiles are awarded a score based on PEI’s points grid and, like the Express Entry Comprehensive Ranking System (CRS), the highest-ranked candidates are invited to apply through monthly draws.
