We are pleased to share that Barrister Imran Siddiq, Partner of The Law Counsel, attended the UMSAILS-UAP Spring School 2026 as a Resource Person.

The program was organized by South Asian Institute of Advanced Legal and Human Rights Studies (SAILS) in partnership with Centre for Law, Governance & Policy (CELGAP) and the Department of Law and Human Rights at University of Asia Pacific (UAP).

On this solemn day, The Law Counsel remembers with deepest reverence, honor, and gratitude our beloved Founder and Head of Chamber, Barrister Abdur Razzaq (1949–2025).

A jurist of extraordinary brilliance, an unparalleled legal scholar, and one of Bangladesh’s most revered legal luminaries, he was not merely the foundation of this chamber, but a guiding force whose wisdom, integrity, and unwavering devotion to justice left an indelible mark upon the legal landscape of the nation.

His life was a testament to excellence, principle, and service. Through his remarkable leadership, mentorship, and vision, he shaped generations of legal minds and established a legacy that continues to inspire us every day.

Though we mourn his irreplaceable absence, his ideals, teachings, and monumental contributions remain eternally alive within The Law Counsel and the broader legal fraternity.

His legacy is not confined to memory alone—it endures through every pursuit of justice, every act of integrity, and every principle he so passionately upheld.

May Allah, in His infinite mercy, grant him the highest Makaam in Jannatul Ferdous.

We’re pleased to share an important new article by our Partner, Barrister Imran Siddiq, titled “A Mandate Deferred: The Ruling Party’s Obstruction of Constitutional Reform in Bangladesh.”

Following the July 2024 uprising and a decisive referendum victory for the July Charter, the path to constitutional reform has stalled. This piece examines the ruling party’s refusal to engage with the Constitution Reform Assembly and the move toward ordinary amendment procedures, arguing that it risks diluting a mandate firmly grounded in popular will.

It is a sharp, timely analysis of a critical constitutional moment in Bangladesh.

Inna Lillahi wa inna ilayhi raji'un (إِنَّا لِلَّٰهِ وَإِنَّا إِلَيْهِ رَاجِعُونَ).

We are deeply saddened by the news of the passing of Begum Khaleda Zia, the former Prime Minister of Bangladesh.

Her life was one of profound service and historical significance for our nation. As the first woman elected to lead the country, she broke barriers and served the people during pivotal times. Her contributions to Bangladesh's political journey will be remembered by history.

We extend our most sincere sympathies to her family, her son Tarique Rahman, her party members, and to all who held her in esteem.

We pray for her soul to find eternal peace and for her loved ones to be granted patience and strength during this difficult time.

Begum Khaleda Zia is currently receiving treatment at Evercare Hospital. Our thoughts and prayers are with the family during these difficult times. We also hope that people will refrain from making controversial comments about the difficult decisions the family has had to take in these critical times.
This is not the time for political point-scoring or creating divisions. Right now, the family deserves our sympathy, our respect, and our kindness. Let us stand with them when they need it the most.

On 16 October 2025, reports surfaced that the Bangladesh Nationalist Party (BNP) was ready to sign the July Charter, while Jamaat-e-Islami remained undecided and the National Citizens Party (NCP) hesitated without a clear implementation roadmap. Yet, the most striking absence went largely unnoticed — the 'Awami League', a party still supported by nearly a quarter of the electorate.

This article examines the 'constitutional implications' of excluding such a major political force from the reform process and questions whether the 'July Charter' can claim 'true legitimacy' without broad-based participation.

While the Interim Government refrained from banning the Awami League outright, its restrictions on political activity and limited inclusiveness risk undermining the reform’s 'legal and democratic credibility'. Drawing parallels with South Africa’s transition, the piece argues that inclusive participation, even from discredited parties, is essential to strengthen the legitimacy of any new constitutional order.
