#দ্রুত #বিরোধ নিষ্পত্তি করে, এই সমন্বিত ভূমি আইন ক্ষতিগ্রস্তদের জন্য #আদালতে দ্রুত বিরোধ #নিষ্পত্তির নিশ্চয়তা দেবে। প্রস্তাবিত আইনে ভূমি-সম্পর্কিত #অপরাধকে বিধিবদ্ধ করা হয়েছে। এই আইনের প্রধান #বৈশিষ্ট্যগুলো হল:

ক. জমি সংক্রান্ত বিভিন্ন অপরাধ চিহ্নিত করা এবং সেগুলিকে #ফৌজদারি অপরাধের আওতায় আনা।

গ. যথাযথ দলিল ব্যতীত অন্যের #জমি_দখল আইনে ৭ বছরের #কারাদণ্ডে দণ্ডনীয় হবে।
ঘ. ভূমি প্রতারণা, ভূমি জালিয়াতির ক্ষেত্রগুলিকে নির্দিষ্ট করে এবং এই ধরনের অপরাধ প্রতিরোধ, দমনের পাশাপাশি প্রয়োজনে #প্রতিকারের ব্যবস্থা উল্লেখ করেছে খসড়াটি।
ঙ. এই আইন #লঙ্ঘন #জরিমানা এবং #কারাদণ্ড বা উভয় দণ্ডে দণ্ডনীয়।

#বাংলাদেশ_ব্যাংক সম্প্রতি #ডিজিটাল #ব্যাঙ্কিং-এর গাইডলাইন প্রদান করেছে। সাধারণ ব্যাঙ্কগুলোর যেখানে প্রাতিষ্ঠানিক অবস্থান রয়েছে সারাদেশে, সেখানে এই ডিজিটাল ব্যাঙ্কগুলোর শুধুমাত্র একটি ্তর থাকবে এবং অন্য কোনও প্রাতিষ্ঠানিক অফিস থাকবে না৷ নির্দেশিকা অনুসারে:

১। সাধারণত ব্যাঙ্ক এর #লাইসেন্স পাওয়ার জন্য মূলধন হিসেবে #৫০০কোটি টাকা থাকতে হবে, এক্ষেত্রে বাংলাদেশ ব্যাঙ্ক একটি ডিজিটাল ব্যাঙ্কের জন্য #১২৫কোটি টাকায় ন্যূনতম মূলধনের নির্ধারণ করেছে।
২। এই ডিজিটাল ব্যাঙ্ক, ব্যাঙ্কিং কোম্পানি আইন দ্বারা নিয়ন্ত্রিত হবে।
৩। প্রতিটি #স্পনসর-কে নূন্যতম ৫০,০০০ টাকা মূল্যের শেয়ারের মালিক হতে হবে।
৪। কেন্দ্রীয় ব্যাঙ্কের লাইসেন্স ইস্যু করার #পাঁচ_বছরের মধ্যে, একটি ডিজিটাল ব্যাঙ্ককে প্রাথমিক #পাবলিক_অফারিং-এর উদ্দ্যোগ নিতে হবে।

ভূমি মালিকদের, ব্যক্তি কতটুকু জমির মালিকানা দাবি করতে পারবে ও সেই জমির যাবতীয় সকল তথ্য সম্বলিত #স্মার্ট_কার্ড দেওয়া হবে এবং কার্ডধারী তার জমি ক্রয় বা বিক্রি করলে জমি সংক্রান্ত সমস্ত তথ্য স্বয়ংক্রিয়ভাবে আপডেট হয়ে যাবে। এই স্মার্ট কার্ডগুলোকে "জমির #মালিকানার_সার্টিফিকেট" হিসাবে নামকরণ করা হবে৷

ভূমি সংক্রান্ত যে কোনো অভিযোগ ভূমি মন্ত্রণালয়ের দ্বারা প্রতিষ্ঠিত েন্টারের মাধ্যমে জানানো যাবে। তাছাড়া বিদেশ থেকে কল সেন্টারে কল করেও সমস্যার সমাধান করা যাবে। চলতি অর্থবছর থেকে স্মার্ট কার্ড তৈরির কাজ শুরু হবে।
