The upcoming strata reforms will reshape levy recovery processes, starting with a new reminder notice deadline that schemes will need to follow closely. Reminder notices will need to be issued between 7 and 10 days after the levy contribution becomes due, and they must include detailed information about the contribution, interest, payment methods and more.

This change will affect how strata managers manage their levy recovery workflows and overdue levy contributions.

From 1 October 2026, all strata committee members in NSW will be required to complete a free online training course through Strata Hub. The training must be completed within 3 months of appointment, and anyone who doesn’t complete it on time will automatically cease to be a committee member.

The one hour course covers practical essentials like governance duties, repairs and maintenance, and how to manage risks effectively. However, groups who will be exempt from the new training requirements include:

• those in two-lot strata schemes
• who are members of the Australian College of Strata Lawyers
• who are strata managing agents
• filling a casual vacancy for less than 3 months.

Once released, the training will be available directly through Strata Hub. NSW Fair Trading is currently the only approved provider for the new strata committee training.

The NSW Government has recently passed the Building (Approvals and Practitioners) Bill 2026, which will repeal the Design & Building Practitioners Act 2020 later this year.

Meet the Team > Hannah Moait

Hannah has been part of Bannermans Lawyers since 2024, joining the firm as a Law Clerk before progressing into her current role as a Law Graduate. During her time with the firm, she has gained experience across a wide range of construction-related matters, supporting senior lawyers with research, drafting and client correspondence. Her work has given her strong exposure to construction disputes as well as the procedural requirements of the NSW Civil and Administrative Tribunal.

Before joining Bannermans, Hannah worked as an Out of School Hours Educator, where she developed strong communication skills, patience and a calm, client focused approach. She was also previously a Retail Assistant at Bonds, building her customer service skills and ability to thrive in fast paced work environments.

Hannah has recently completed her Bachelor of Laws at Macquarie University, where she has developed a strong academic foundation in law and a growing interest in the strata and construction space. Around the office, she’s known for her positive energy, her willingness to help wherever needed and her ability to stay composed even during busy periods. Outside of work, Hannah enjoys playing netball and is thrilled to be getting admitted to the Supreme Court of NSW this Friday.

With her growing legal skills and strong work ethic, Hannah is a welcome and highly valued member of the Bannermans team.

Last Friday, Joe attended the SCA NSW Education & Networking Forum, How to Win Friends and Influence Strata — an afternoon focused on the people side of strata, from communication and conflict resolution to building stronger, more connected communities. Alison, Harri and Dylan then joined him for the evening networking session, where the conversations continued over refreshments and a little karaoke. A great way to connect with industry peers, share ideas and finish the week on a high note.

Meet the Team > Matthew Jenkins

Matthew is the General Manager and a Partner at Bannermans Lawyers, having been with the firm from the very beginning since its establishment in 2007.

Before entering the legal profession, Matt spent over a decade in the finance sector working with major international companies. He completed his legal studies while working full time and was admitted as a solicitor in 2008. Since then, Matt has risen through the ranks from law clerk to partner, becoming one of the firm’s most trusted and respected lawyers.

Matt brings deep expertise across all areas of strata and community title law, including by law drafting and enforcement, mediation, NCAT matters, Supreme Court proceedings and more.

In 2023, Matt joined the SCA (NSW) Board of Directors, where he contributes his extensive industry knowledge to the broader strata community. He also serves as Chairman of the Policy and Legislation Committee and is a qualified trainer and assessor.

Matt’s qualifications include a Bachelor of Aviation from UNSW, a Juris Doctor from UTS and a Certificate IV in Training and Assessment. He is a member of the Law Society of NSW and a Board member for SCA (NSW).

With his depth of experience and unwavering dedication to the strata industry, Matt is the irreplaceable General Manager of the Bannermans team.
