Meet the Team: Ryan Norval

Ryan Norval brings a truly international and multidisciplinary background to Pacific Maritime Lawyers, combining legal expertise with extensive offshore and operational experience.

Ryan was called to the Bar in South Africa in 2005, where he practised as a barrister from private chambers for approximately a decade before relocating to Australia in 2015. He continues to hold rights of appearance in the High Court of South Africa and has served on the executive of the National Bar Association of South Africa.

Before entering the legal profession, Ryan spent over 13 years working in the global offshore oil and gas industry. During this time, he qualified as a Ballast Control Operator, Barge Master and Offshore Installation Manager—giving him first-hand experience in high-risk maritime and energy environments.

Academically, Ryan holds both a Bachelor's and a Master's of Laws, with his postgraduate studies focusing on medical law, advanced contract law and delicts (torts). His exposure to medico-legal issues is further evident in his earlier involvement in South Africa’s health sector, including his contributions to public health initiatives.

Since moving to Australia, Ryan has continued to build on this diverse background, working in compliance, risk and governance roles before practising as a solicitor in Queensland.

For clients, Ryan offers more than legal advice—he brings a deep understanding of the operational realities behind maritime, offshore and complex commercial matters. His ability to bridge law, industry and risk ensures practical, outcome-driven solutions tailored to each client’s needs.

Meet the Team: Capt. John Kavanagh

Capt. John Kavanagh is the Principal Solicitor and founder of Pacific Maritime Lawyers, bringing more than 30 years of experience across the maritime industry and legal profession.

Before establishing PML, John built an extensive seagoing career, rising through the ranks from Deck Cadet to Master Mariner and serving on a wide range of vessels, including bulk carriers, LNG tankers and chemical tankers. He has also contributed to major Australian marine projects such as the Wheatstone and Ichthys LNG developments.

Transitioning ashore, John held senior leadership roles within government, including Maritime Safety Queensland, and developed his legal expertise as a litigator in private practice.

Today, John is recognised as one of only a small number of professionals in Australia who combine Master Mariner qualifications with legal practice. This unique dual perspective allows him to deliver practical, commercially focused advice grounded in real operational experience.

For clients, this means working with a lawyer who not only understands the law but has lived the realities of the maritime industry. Whether advising on vessel transactions, disputes, regulatory issues or incident response, John brings clarity, strategy and practical solutions to every matter.
