Major visa changes were announced today. Nothing has changed yet.

Tony Burke has announced restrictions on family members for most student and graduate visas, a ballot for second and third year working holiday visas, No Further Stay on all new visitor visas, a new points test favouring construction trades, and a rewritten skilled processing priority list.

If you already hold your visa, or are already in Australia, you are largely protected. If you are planning to lodge, you can still apply under the current rules. No date has been announced for when the new rules start.

The Home Affairs Minister's National Press Club address has been postponed, reportedly amid consideration of measures to end onshore lodgement for family visa applications — a move that would sit in direct tension with processing priorities introduced only weeks earlier.

Six measures in the 2026-27 Federal Budget will reshape Australian migration more than the 185,000 headline figure suggests.

Onshore applicants now receive 70% of permanent places. The Points Test is being rewritten to favour younger and more qualified candidates. Skills assessment and trades recognition are being overhauled with $85.2 million of new funding. The character grounds for visa refusal and cancellation have widened. A new pilot signals tightening at the protection visa judicial review gateway. The Working Holiday Maker program is moving to a ballot.
