VISA CHANGES—Summarised key facts and dates on 3rd October 2026

Number 1 - BACKPACKERS

From 2 October 2026: Working Holiday visa holders can no longer apply for a Student visa onshore (inside Australia). They must apply offshore and be offshore when the visa is granted.

The start date is not yet confirmed: Ballots for second and third years, with 45,000 second-year places and 5,000 third-year places. Completing the required 88 days of regional work would allow entry into the ballot, but will not guarantee a place.

UK passport holders are exempt due to the UK/Australia Free Trade Agreement.

Number 2 - 🎓 STUDENTS

From 2 October 2026: Any temporary visa holders must apply for a Student visa outside Australia (offshore application)

Applications lodged BEFORE 2 October: These student visa applications will be assessed under the previous rules.

Another onshore student visa generally requires progression to a much higher qualification, with very limited exceptions.

Students cannot include partners or children. Exceptions include PhD students, specified government-sponsored students and Pacific/ASEAN nationals.

Education provider transfers will be restricted with some exceptions.

From 1 July 2027: A new provider-transfer visa stream is planned. Students would need approval before changing providers, with no possible extension to the original visa end date.

Number 3 - ✈️VISITORS

Start date not yet confirmed: A “NO FURTHER STAY" condition (8503) will be mandatory on ALL visitor visas, preventing applications for any other types of visas while in Australia, for visitors wanting to stay longer, and including onshore partner visas

Please check your options before applying in these categories, as the impacts are significant and applications will be deemed invalid.

Australian Migration Update | 17 September 2026

The Australian Government has announced changes to the migration system to reduce numbers in Australia. Key measures are as follows:

Student and graduate visas:
Restrictions on bringing family members. The Minister said families already in Australia would be allowed to remain together whilst here.

Working holiday visas:
A ballot system and reduced places for second and third years. The UK exemption from regional work requirements remains for the moment.

Visitor visas:
“No Further Stay” conditions will apply to future visas, meaning holders cannot apply for another visa while onshore.

Compliance:
Stronger enforcement targeting visa overstayers and rogue migration agents encouraging applications without merit.

Skilled migration:
Continued priority for essential sectors, including construction, healthcare, education and defence. Onshore applicants get priority.

This update is for general information only. Please note that commencement dates, exemptions and transitional arrangements will determine how these measures apply to individual circumstances. An announcement does not mean all changes are immediately in effect. The devil is in the details, which we look forward to.
