LA IMPORTANCIA DEL APARTADO 2, DEL ARTÍCULO 13 DE LA CONVENCIÓN AMERICANA DE DDHH., EN ESTOS DÍAS ES PARA DESTACAR. RECORDEMOS QUE ESTE TRATADO TIENE JERARQUÍA CONSTITUCIONAL, POR TANTO SE ENCUENTRA EN LA CÚSPIDE DE NUESTRO ORDENAMIENTO JURÍDICO.
EL DERECHO DEL OTRO, EL ORDEN PÚBLICO, LA SALUD, LA MORAL PÚBLICA, SON ENTRE OTROS LOS LÍMITES QUE DEBEMOS TENER EN CUENTA A LA HORA DE EJERCER EL DERECHO A LA LIBERTAD DE EXPRESIÓN, RESPECTO DE LA RESPONSABILIDAD ULTERIOR DEL ACTO.
ESTO NO SE PUEDE DESCONOCER. LA RESPONSABILIDAD NO ES SOLO DE LAS PERSONAS PÚBLICAS QUE COMUNICAN. ES DE TODOS.

Sólo puede realizarse el ideal del ser humano libre, exento del temor y de la miseria, si se crean condiciones que permitan a cada persona g***r de sus derechos económicos, sociales y culturales, tanto como de sus derechos civiles y políticos
