Over the past year, we have noticed a clear shift in the questions international businesses ask us as a legal and compliance advisor.

The focus is no longer simply “Where should we register a company?”.

Today, the conversations are much more often about:

- how to maintain stable banking relationships;
- how to structure international operations without creating unnecessary risks;
- how to prepare for deeper AML and source of funds checks;
- how to protect assets in an increasingly unpredictable environment;
- how to build a structure that will still work not only today, but several years from now.

EU adopts 20th sanctions package (23 April 2026): focus on crypto and circumvention via third countries.

What’s new:

1) Financial sector and banks
A ban has been introduced on transactions with additional Russian banks, as well as with certain financial institutions in third countries involved in sanctions circumvention.

2) Cryptocurrencies
- an almost full prohibition on dealings with Russian crypto service providers
- restrictions also extend to certain crypto-assets and related infrastructure
- the EU explicitly identifies crypto as a tool used to circumvent sanctions

3) Anti-circumvention via third countries
- for the first time, mechanisms targeting re-export through third jurisdictions have been introduced
- restrictions imposed on exports to countries such as Kyrgyzstan
- sanctions now also target companies and banks outside Russia involved in bypassing
- the EU explicitly highlights the risk of re-export of goods to Russia

4) Energy and logistics
- expansion of the “shadow fleet” vessel list
- restrictions on LNG and tanker servicing
- limitations on operations involving certain ports

Expert insight:

The EU is moving from list-based sanctions toward systemic control over circumvention infrastructure.

Crypto is now subject to strict regulation, signaling that it is no longer viewed as a less controlled environment compared to traditional banking. Third countries are no longer seen merely as intermediaries, jurisdictions such as Kyrgyzstan, the UAE, and Turkey are increasingly subject to direct scrutiny.

The focus is shifting from individual participants to the entire supply chain. Risks now arise even for businesses that do not formally operate with Russia.

Practical example: Supply chains through Kyrgyzstan

Previously, companies could use Kyrgyzstan as an intermediary jurisdiction:
- goods were delivered to Kyrgyzstan
- then resold or re-exported
- formally without direct interaction with Russia

With the 20th package in place:
- such exports may be directly restricted (export bans)
- banks may block payments if re-export is suspected
- counterparties are likely to require end-user confirmation and full supply chain transparency
- companies in Kyrgyzstan may themselves become subject to sanctions
- even indirect involvement in such chains increases the risk of secondary sanctions

The 20th package reinforces three key trends:
1) sanctions are no longer purely local in scope
2) control over supply chains is intensifying
3) cryptocurrencies are now fully integrated into the sanctions framework

What this means for business:
- the need to assess the entire transaction chain (not just direct counterparties)
- reassessment of operations involving third countries
- enhanced monitoring of crypto-related activities

If your business involves cross-border payments, trade, or international structures, it is now critical to conduct a comprehensive sanctions and compliance review.
