IS IT A PASS OR MISS

A new bill is under review, It proposes that any theft of livestock is punishable by imprisonment for not less than 7 years first offender, and 10 years for any subsequent offence...

alot of critics suggest that the punishment is too stiff for such an offence on one hand, while on the other hand people suggest that it's really good for both deterrence and reparation. thereof let's exam both positions to examine the legislature true intention

although critics suggest that the punishment is too stiff for the offense, no valid reason has yet been given to justify such lamentations.

this bill is commendable on for various reasons, such as deterrence, justice, peace, economic growth etcetera
deterrence - this provision seeks to protect livestock from any intending culprit. surely it is important deter any person intending to benefit off another man's work and sweat
Justice - sure justice should first serve the victim rather than the perpetrator for they acted on their volition hence should not subject another person to such unfairness and injustice.
Economic growth - the agricultural industry is one of the major drivers of economy that turn natural resources into capital and profit hence safeguard measures must be put in place to; firstly encourage livestock farming; Secondly increase profit; encourage prospect investors

A mediation settlement order is defined as a final, legally binding document signed by parties after a successful mediation, acting as a contract that settles disputes without further court litigation. In Zambia, the format in which the settlement order should be drafted is provided for in the Industrial Relations Court (Arbitration and Mediation Procedure) Rule22 which provides that (I) Where mediation ends in a settlement, the parties and the mediator shall sign the mediation settlement document set out in Form 4 of the First Schedule.
