Why is Prop. 320 a trick?
It has to do with wording.
AZ spends nearly 7 in every 10 dollars in the classroom, so why would it be hard to spend the 60% on "direct instruction" that Prop. 320 requires?
The trick: The "direct instruction" required by Prop. 320 leaves out special education supports and therapies, counselors, nurses, librarians, math and literacy coaches, transportation, feeding kids, school sports, school safety and security, A/C, and more.
While the state average for classroom spending is 68%, the average for "direct instruction" is 52%. This means districts would have to cut close to 20% of the rest of their budget in order to meet the unclear, one-size fits-all mandate of Prop 320.
And if schools don’t meet it? The district’s allocation from the Classroom Site Fund — which funds teacher pay‼️ — would be slashed by 25% every year. After 4 years, it would be zeroed out, spelling devastating cuts to teacher pay and more.

“Arizona voters will see Proposition 320 on the November 2026 ballot. At first glance, the concept appears simple: mandate that specific school districts allocate a minimum of 60% of their operational funds to “direct instructional expenses.” Who doesn’t want more money reaching classrooms?
However, for school social workers, educators, families, and those concerned with student well-being, the specifics are important. Prop 320 might exert considerable pressure on essential services that keep students safe, engaged, and prepared to learn.

Prop 320 receives no support during the KTAR News 92.3 town hall: everyone on the panel – across party lines – agreed Prop 320 is a hard NO! 🙌
Panelists criticized Prop 320 as an ill-defined mandate that penalizes school districts while ignoring operational realities. The measure fails to account for surging utility bills, water costs, and facility maintenance that districts must pay regardless of classroom spending ratios.

Panelists during KTAR News 92.3 FM's "The Issue That Matter" Town Hall said they do not support Prop 320.
