Iubitor al artei si politicii Printul Andrei Ratiu a devenit o persoana publica inca de la 17 ani,fiind unul din pionierii extravagantei in Romania dupa 1989. Nonconformismist convins, consecvent principiilor social democrate cit si moralei crestine, fidel sustinator al fostului Presedinte al Romaniei ION ILIESCU si al Primarului General al Capitalei doctorul SORIN OPRESCU, el este un segetator autentic fiind nascut la Bucuresti chiar in data de 1 Decembrie, de Ziua Nationala a Romanie,i la resedinta bunicilor paterni din centrul Capitalei, Str. Din 1997 este membru de onoare al Uniunii Artistilor Plastici ARCK PRINCIPAL din New-York S.U.A, Vice-Presedinte al Forumului Elitei Oamenilor de Cultura din Romania, Vice-Presedinte la Consiliului de Onoare al Forumului Basarabenilor, cit si membru al P.S.D Partidul Social Democrat, fiind distins in repetate rinduri cu:

Andrew is the blood descendant of the illustrious Von Hilttzenmayer Prisecaru princely families, Bey Balian of Constantinople, Kasparian of Armenia (Imperial families who had two Armenian kings on the throne of Byzantium) Stroescu and Ratiu, being the grandson of Her Imperial Highness Princess Selma Stroescu of Balian Kasparian from Armenia, as well as the grandson of General-Colonel Zamfir Prisecaru, former Chief of the Gendarmerie from Bucharest and Sibiu in the time of King Michael the first. Prince Andrei (Andrew) is the grandson of Academician Vasile Prisecaru Ratiu Stroescu, a rich nobleman and great philanthropist, patron of Bessarabia and Transylvania, founder of dozens of churches and schools. In 1917, on the third of March, he founded in Chisinau the National Moldavian Party, that provided the creation of a provincial diet format named “Sfatul Tarii” – The Country Council, consisted of 86 Moldovians and 36 representatives of other nationalities. On December, the second, 1917 officially proclaimed Tarii "DEMOCRATIC REPUBLIC Moldovan". In 1918, on the 27th of March, The Country Council voted for the union with Romania. Thus Basil Stroescu became the first older president of the first Parliament of Great Romania. The Biography of Andrei’s uncle, Vasile Stroescu (blood relative of General-Colonel Zamfir Prisecaru-Von Hilttzenmayer’s family. Vasile Stroescu (November 11, 1845, in Trinca, Hotin - April 13, 1926, Bucharest) was a leading scholar, an education supporter and a Romanian politician of the Bessarabia, philanthropist and honorary member of the Romanian Academy, which promoted our national culture heritage. Vasile was born in the family of equerry Vasile Stroiescu, the descent of the grain guardian Ion Stroiescu, mentioned in documents starting with July 2, 1682. He studied in Chisinau Regional High School, later attended high school in Kamenes-Podolski, and then went to Richelieu Lyceum in Odessa. He studied law at the University of Moscow, Petersburg and Berlin. He then traveled in Europe and Africa. With a degree in law, he was named as a judge in the Court of Hotin. Here he meets the writer Alexandru Hajdeu and later in Romania, the poet Octavian Goga. He was a law expert, but also he was preoccupied with history, literature, and agricultural sciences. He inherited several estates from his parents, with the total area of 25,000 ha, and then large herds of cows, horses, sheep and many mansions. He has put all these fortunes in the service of the country, in favor of the peasantry "that he loved, guided and helped" (according to author Eugen Holban). He leased the lands to the peasants and he made donations to the agricultural and forestry cooperatives. A large amount of money obtained from the sale of real estates was transferred to charitable funds for the construction of schools, churches and hospitals in all Romanian provinces, to support cultural institutions, for printing books and to provide scholarships for youth. He was the founder of the churches in Sofrincani, Zaicani, Trinca, Pociumbauti, the founder of Trinca and Bratuseni hospitals, a church and hospitals (from Trinca Stolniceni Brînzeni) donor etc. As a reward for acts of charity and for his contributing to the awakening of national consciousness he was elected as an honorary member of the Romanian Academy on May 24, 1910. Also, he was the honorary chairman of the National Moldovian Party (1917), first president of the Parliament of Great Romania (1919) and senator of Transylvania. He supported the establishment of cooperatives and popular banks, first in Transylvania, then in Bessarabia. He financed the first “national struggle” newspaper from Chisinau, "The Moldovian Word". After the reunification of Romania, Vasile Stroescu, which established the "National Party" led by Maniu, was elected to chair the first Parliament of all Romanians, being also a deputy in four Bessarabian counties: Tighina, Orhei, Lapusna and Balti. On 15 April 1926 he went into eternity. He had national funerals, and at his bier attended the whole government. General Averescu, King Ferdinand and Queen Mary sent wreaths.
