After inspecting hundreds of rental properties across LA County, one issue continues to surface:

Here is something most LA homeowners do not find out until it is too late: Smoke and Carbon Monoxide Detectors are the most frequently cited violation in the city, and they are also the easiest violation to fix before anyone comes knocking.

LA code does not ask for one detector somewhere near the kitchen. It requires a detector inside every bedroom. Another one in the hallway outside every bedroom. And at least one on every level of the home. That includes basements, garage levels, and upper floors that owners often skip entirely.

Smoke and CO are also two separate requirements. A smoke alarm does not detect carbon monoxide. CO is invisible and has no smell, which means the only way to catch it is a detector built for it. Combination units satisfy both code requirements in a single device.

Here is the part that catches most owners off guard: any renovation that costs more than $1,000 requires you to bring your entire detector setup up to current code before the city closes out your permit. A bathroom re-tile, a kitchen refresh, a new floor. All of it triggers a whole-home detector audit.
Before you pull your next permit, walk through your home and count. Bedrooms, hallways, floors. If the numbers do not add up, a $25 detector and 10 minutes is all that stands between you and a clean inspection.

Most homeowners in Los Angeles have never looked twice at their water heater. But here is what your inspector already knows: an unstrapped tank in earthquake country is not a minor oversight. It is a 50-gallon liability bolted to your wall with nothing holding it in place.

LA code requires two seismic straps, not one. The first goes in the upper third of the tank. The second goes in the lower third. Both must anchor into wall studs, not drywall. If yours has one strap, or no straps at all, you are already out of compliance.

And the straps are only the beginning. Improper venting means exhaust gases have no safe exit. A missing Temperature and Pressure relief valve discharge pipe means pressure has nowhere to go when something goes wrong. These are not rare findings. They show up constantly on inspections, and most owners had no idea.

The fix is not complicated. The cost of ignoring it after a seismic event is.

If you own property in LA, this is worth 10 minutes of your time before your next inspection, or your next earthquake, whichever comes first.

Most people think a Property Condition Assessment is just a home inspection. It is not.

A real PCA follows ASTM E2018. It includes a full site walk-through, document review, interviews, and a detailed cost-based report.

And here is what most miss.

This is not done by just any inspector. It should be handled by licensed engineers or qualified commercial professionals. Because the report is used for financing, negotiations, and legal decisions.

If it does not meet ASTM E2018 standards, it is not real due diligence.
