10.C. Approval of Amendment #2 to CCRES Agreement to provide Special Education Consultant Services from 10/22/2026 through 12/23/2026, not to exceed 15 hours per week, at a total billing rate of $82.50 per hour
Description: The administration recommends approval of a part-time consulting agreement with Mrs. Jill Schweizer to provide specialized support for the district's autism programming. Initial focus will be on supporting the autistic support programming at Barclay Elementary School. This school has newer autistic programming and serves students with highly specialized needs. We also have newer staff (teachers) in this school leading these classrooms.
This recommendation is based on Mrs. Schweizer extensive experience and specialized expertise. During her tenure as Special Education Supervisor, she was responsible for overseeing autism programs from kindergarten through age 21, as well as district behavioral intervention services. Her professional background includes advanced certifications in special education supervision, educational leadership, and special education, along with coursework in Applied Behavior Analysis and ongoing training in behavior management and crisis prevention. Following her retirement, Mrs. Schweizer has remained actively engaged in the field of autism and special education through leadership, consulting, training, and program development roles. She developed both the Master's in Special Education program and the Autism Support Endorsement program at Delaware Valley University, reflecting her recognized expertise in preparing educators to serve students with complex learning and behavioral needs.
The district is experiencing increasingly complex student needs within its autism programs, creating a need for additional specialized expertise to support staff, strengthen programming, and ensure consistent implementation of evidence-based practices. Mrs. Schweizer's role would include mentoring and coaching staff, helping refine program structures and supports, assisting with problem-solving around student needs, and providing consultation on instructional and behavioral programming. An additional benefit of this engagement is the opportunity to build internal capacity. Mrs. Schweizer will work alongside district program specialists and school-based teams, sharing her expertise and helping develop sustainable systems and practices. This consulting arrangement will provide both immediate program support and long-term capacity building for our staff and schools.

11. OPERATIONS: Approval of All Operations Items
11.A. Approval to purchase a 2500 pickup truck with plow for $59,288.24 as a replacement vehicle from Bergey's Chevrolet
Description: Administration seeks approval to purchase a 2500 pickup truck with a plow in the amount of $59,288.24, which will replace the old F650 dump truck that did not pass inspection.
11.B. Approval of Change Order in the amount of $102,647.18 with Gilmore & Associates related to additional engineering services and construction administration for the new well and water treatment building for Holicong Middle School and CB East High School.
11.C. Approval of Gilmore & Associates Professional Services proposal in the amount of $57,490.00 for the design of the 2027 Playground Renovation Projects.
Description: The project will include Bridge Valley playgrounds, Groveland Kindergarten playground and accessibility improvements to the Jamison playground.
11.D. Approval to Resume the East High School Stadium Turf Replacement Project and approve additional professional services for bidding and construction administration in the amount of $19,970.00
Description: The East Stadium Turf Replacement Project was suspended in early 2026. Administration seeks approval to resume design of the Turf Replacement Project for construction in summer 2027. Consideration will be given to expanding the project scope to include re-coating the existing track surface. The project suspension and changes in scope warrant updating the original design services. Additional design services for JMT, Inc. are presented for approval.
11.E. Approval of Professional Services proposal from VDA for the 2027 Elevator Modernization Project in the amount of $15,660.00.
Description: Administration seeks approval of the professional services proposal from VDA, Inc. for design and construction administration services for the 2027 Elevator Modernization Project. The project will include modernization of the Cold Spring Elementary elevator.
11.F. Approval of Trane Valve Repair Proposal for the HVAC System at 20 Welden Drive in the amount of $34,887.00

11.I. Approval of transportation services agreement with Zum for field trips and athletics trips that cannot be covered by our own district staff.
Description: Administration seeks approval of a transportation services agreement with Zum to provide bus transportation for field trips and athletic team trips. The district first offers these trips to our drivers and if we cannot fill a trip with our own staff due to other commitments, the district then seeks coverage from the outside consultant.
Cost: $430 (4 hour min)
Type C: 48/72 passenger vehicles
Additional Hourly Rate: $90/hr

Just some of the comments left on Brian Fitzpatrick's Oct 8 post from teachers who are not in agreement with his endorsement by union leadership:

“It’s a shame the union leaders don’t consider Brian’s complete voting record before giving their endorsement. He has consistently supported the union members right to organize and that is commendable. However, many of his other positions have hurt the union members in meaningful ways. His support for the MAGA agenda has negatively affected affordability, access to affordable healthcare, public education, etc. I hope the Union members recognize this and vote for Harvie. For the record, I have previously supported Brian.”

“They didn’t ask me.”

“Public School Teachers don’t endorse Fitzpatrick. It’s the PACs. I know many teachers who don’t like him. I suppose some do. The republicans are undermining public education at the state and national level. When Republicans are trying to dissolve the DOE I find it questionable that the NEA is endorsing him.”
