Very happy to announce that after several years of declined litigation, Escambia County (located in the panhandle of Florida) has agreed to pay $5.95 million to resolve a Qui Tam and retaliation case alleging inadequate training and recertification of paramedics and EMTs.

A significant portion of the settlement went directly to the Relator, Dr. Rayme Edler, who faced workplace harassment and discrimination after challenging the County’s unlawful practices.

In 2018, and after noticing a rash of bad EMS outcomes including more than one death, Dr. Edler became Medical Director of Escambia County's EMS. As Medical Director, she quickly uncovered a scheme involving fraudulent CPR and similar training certifications. Proper training and recertification are vital for patient care and ensuring paramedics and EMTs stay current with medical guidelines. Dr. Edler’s complaints led to investigations, state criminal charges against four individuals, and additional enforcement proceedings and fines imposed by the Florida Department of Health.

In her efforts to address these issues, Dr. Edler faced severe harassment and retaliation from the County, including denial of training requests, resource deprivation, isolation, and termination. Despite very public criticism, she persevered in advocating for patients’ well-being.

This case was originally filed by Jonathan Kroner. The stellar group at Nichols Kaster, PLLP including Matt Morgan, Rebekah Bailey, Gerald Robinson, and Grace Chanin joined the litigation team during discovery. In the finest The Anti-Fraud Coalition tradition, all three firms worked as one litigation team to bring this case to a close.

Escambia County commissioners voted 4-0 to approve a settlement in a False Claims Act lawsuit brought by the county's former medical director.

A unanimous Supreme Court today decided that fraud is fraud even if your lawyer comes up with a really good excuse after you get caught.
