America the Empire: A Nation Built on Liberty Has Become What It Once Rejected
Leading through the power of its example, not the example of its power

The United States has always lived with a tension between its lofty founding ideals and its pragmatic actions abroad. It began as a nation dedicated to human liberty, yet since 1991 it has increasingly operated according to the demands of a sprawling global superpower—a modern empire.
Before the Declaration of Independence in 1776, most nations were built around a shared ethnicity, loyalty to a monarch, or attachment to a particular territory. The United States was different: it was founded on an idea. That idea became a vast social experiment and created a nation that many countries still regard with admiration and, at times, envy.
The Declaration proclaimed that all people are created equal and possess inalienable rights to life, liberty, and the pursuit of happiness. It also asserted that governments derive their legitimate power from the consent of the governed, establishing a radical new standard in global politics.
With remarkable speed, the United States transformed from a collection of agricultural colonies into a global superpower. This unprecedented rise was driven by several factors, including geographic advantages, abundant natural resources, economic innovation, and a capitalist system that offered legal protection for private property.
By the end of the Second World War, American industries remained intact and its financial system had become dominant, while the old empires had been devastated. When the Soviet Union collapsed at the end of the Cold War in 1991, the United States emerged as the world’s sole superpower.
A young nation had overcome its early limitations by building powerful international alliances, prioritizing national security and prosperity, and allowing its citizens to dream on an extraordinary scale. In doing so, it created a model the world had never seen before.
However, as the United States developed into a global empire, a deep divide emerged between its founding principles and its foreign policy.
To protect its international interests, secure resources, and confront its rivals, Washington repeatedly abandoned the principle of government by popular consent. With the assistance of Britain’s MI6, it helped overthrow democratically elected governments in Iran in 1953, Guatemala in 1954, and Chile in 1973.
It also carried out destructive unilateral interventions, from Vietnam to Iraq, which often caused widespread civilian suffering and prolonged regional instability. During and beyond the Cold War, Washington supported authoritarian rulers whenever doing so served its strategic interests.
The phrase, **“He may be a son of a bitch, but he is our son of a bitch,”** has been attributed to various political figures and is often associated with Nicaraguan dictator Anastasio Somoza. Although the authenticity of the quotation remains disputed, it reflects a broader American approach.
The same logic was evident in Washington’s support for Venezuelan military leaders Juan Vicente Gómez and, later, Isaías Medina Angarita, as the United States sought to secure oil supplies and counter Axis influence in the Americas during the Second World War.
These policies created a painful paradox: a nation founded in opposition to imperialism had begun to behave like a traditional empire, sacrificing the freedom of other nations to satisfy its own security requirements.
Today, the United States faces a world in which its global dominance is being actively challenged. To address its deep moral and political contradictions, it has three broad paths before it.
# # # Scenario One: Imperial Persistence
The United States continues to prioritize raw power, relying more heavily on military force and unilateral action to preserve its global dominance.
This path would most likely produce endless conflict, growing international resentment, and a further erosion of America’s moral standing.
# # # Scenario Two: Neo-Isolationism
The United States withdraws substantially from global affairs and focuses almost entirely on its domestic problems.
Although this approach would reduce foreign military interventions, it could also create dangerous power vacuums, encouraging aggression by other authoritarian powers.
# # # Scenario Three: Democratic Realism
The United States works to close the gap between its ideals and its actions. Instead of behaving like an unaccountable empire, it acts as a cooperative international leader.
This would require respecting international law, supporting global institutions, and honoring the sovereignty of smaller nations—even when doing so conflicts with short-term American interests.
By choosing to lead through the power of its example rather than by making an example of its power, the United States can bring its global role back into alignment with the enduring promise of 1776.

عاشت الولايات المتحدة دائمًا حالة من التناقض بين مبادئها التأسيسية السامية وممارساتها البراغماتية في الخارج. فقد بدأت دولةً مكرسة للحرية الإنسانية، لكنها منذ عام 1991 أخذت تتصرف بصورة متزايدة وفق متطلبات قوة عالمية ممتدة النفوذ؛ أي بوصفها إمبراطورية حديثة.
قبل إعلان الاستقلال عام 1776، كانت معظم الدول تُبنى على أساس عرقي مشترك، أو الولاء لملك، أو الارتباط بأرض محددة. أما الولايات المتحدة فكانت مختلفة، إذ تأسست على فكرة.
تحولت هذه الفكرة إلى تجربة اجتماعية هائلة، وأنشأت دولة لا تزال كثير من بلدان العالم تنظر إليها بإعجاب، وأحيانًا بشيء من الحسد.
أعلن دستور الاستقلال أن جميع البشر خُلقوا متساوين، وأن لهم حقوقًا أصيلة لا يجوز انتزاعها، تشمل الحق في الحياة والحرية والسعي إلى السعادة. كما أكد أن الحكومات لا تستمد سلطتها المشروعة إلا من رضا المحكومين، واضعًا بذلك معيارًا جديدًا وجذريًا في السياسة العالمية.
وبسرعة تاريخية لافتة، تحولت الولايات المتحدة من مجموعة مستعمرات زراعية إلى قوة عالمية عظمى. وقد تحقق هذا الصعود غير المسبوق بفضل مجموعة من العوامل، من بينها موقعها الجغرافي المتميز، ووفرة مواردها الطبيعية، وقدرتها على الابتكار الاقتصادي، إلى جانب نظام رأسمالي وفر حماية قانونية للملكية الخاصة.
مع نهاية الحرب العالمية الثانية، خرجت الصناعات الأمريكية سليمة، بينما أصبحت منظومتها المالية مهيمنة، في وقت كانت فيه الإمبراطوريات القديمة قد تعرضت لدمار واسع.
وعندما انهار الاتحاد السوفييتي مع نهاية الحرب الباردة عام 1991، وجدت الولايات المتحدة نفسها القوة العظمى الوحيدة في العالم.
تمكنت هذه الدولة الفتية من تجاوز قيودها الأولى عبر بناء تحالفات دولية قوية، وإعطاء الأولوية للأمن القومي والازدهار الاقتصادي، وفتح المجال أمام مواطنيها للحلم على نطاق واسع. وبهذا صنعت نموذجًا لم يكن العالم قد عرف مثله من قبل.
لكن مع تحول الولايات المتحدة إلى إمبراطورية عالمية، ظهرت فجوة عميقة بين مبادئها الأصلية وسياستها الخارجية.
فمن أجل حماية مصالحها الدولية، وتأمين الموارد، ومواجهة خصومها، تخلت واشنطن مرارًا عن مبدأ الحكم المستند إلى رضا الشعوب.
وبمساعدة جهاز الاستخبارات البريطاني «إم آي 6»، شاركت في إسقاط حكومات منتخبة ديمقراطيًا في إيران عام 1953، وغواتيمالا عام 1954، وتشيلي عام 1973.
كما نفذت تدخلات أحادية مدمرة، امتدت من فيتنام إلى العراق، وأسفرت في كثير من الأحيان عن معاناة واسعة للمدنيين واضطرابات إقليمية طويلة الأمد.
وخلال الحرب الباردة وبعدها، دعمت واشنطن حكامًا سلطويين كلما خدم ذلك مصالحها الاستراتيجية.
تُنسب إلى عدد من الشخصيات السياسية عبارة: **«قد يكون ابنًا لامرأة سيئة السمعة، لكنه ابننا نحن»**، وغالبًا ما تُربط بالديكتاتور النيكاراغوي أناستاسيو سوموزا.
ورغم أن صحة هذه العبارة موضع شك، فإنها تعكس نهجًا أمريكيًا أوسع في التعامل مع الأنظمة المتحالفة معها.
وقد ظهر المنطق نفسه في دعم واشنطن لقادة عسكريين في فنزويلا، من بينهم خوان فيسنتي غوميز، ثم إساياس ميدينا أنغاريتا، في إطار سعي الولايات المتحدة إلى تأمين إمدادات النفط ومواجهة نفوذ دول المحور في القارة الأمريكية خلال الحرب العالمية الثانية.
أنتجت هذه السياسات مفارقة مؤلمة: فالدولة التي تأسست رفضًا للاستعمار أصبحت تتصرف كإمبراطورية تقليدية، تضحي بحرية دول أخرى من أجل تلبية متطلباتها الأمنية الخاصة.
تواجه الولايات المتحدة اليوم عالمًا تتعرض فيه هيمنتها الدولية لتحديات فعلية ومتزايدة. ولمعالجة تناقضاتها الأخلاقية والسياسية العميقة، تبدو أمامها ثلاثة مسارات رئيسية.
# # # السيناريو الأول: الاستمرار الإمبراطوري
تواصل الولايات المتحدة إعطاء الأولوية للقوة المجردة، وتعتمد بصورة أكبر على التدخل العسكري والتحركات الأحادية للحفاظ على هيمنتها العالمية.
ومن المرجح أن يقود هذا المسار إلى صراعات لا تنتهي، وتصاعد مشاعر الغضب الدولي، ومزيد من التآكل في المكانة الأخلاقية للولايات المتحدة.
# # # السيناريو الثاني: الانعزالية الجديدة
تنسحب الولايات المتحدة بصورة واسعة من الشؤون الدولية، وتركز بصورة شبه كاملة على مشكلاتها الداخلية.
ورغم أن هذا المسار قد يقلل من التدخلات العسكرية الخارجية، فإنه قد يؤدي أيضًا إلى ظهور فراغات خطرة في موازين القوى، بما يشجع قوى سلطوية أخرى على التوسع والعدوان.
# # # السيناريو الثالث: الواقعية الديمقراطية
تعمل الولايات المتحدة على تضييق الفجوة بين مبادئها وتصرفاتها. وبدلًا من أن تتصرف كإمبراطورية لا تخضع للمساءلة، تؤدي دور قائد دولي متعاون.
ويتطلب ذلك احترام القانون الدولي، ودعم المؤسسات العالمية، والحفاظ على سيادة الدول الأصغر، حتى عندما يتعارض ذلك مع بعض المصالح الأمريكية قصيرة الأجل.
ومن خلال اختيار القيادة بقوة القدوة، بدلًا من فرض القدوة بالقوة، تستطيع الولايات المتحدة إعادة مواءمة دورها العالمي مع الوعد التاريخي الدائم الذي حمله إعلان الاستقلال عام 1776.
