FIRST OF ALL, H.E TALKS ABOUT THE YOUTH OF YESTERDAY.WHAT I WANT H.E TO KNOW IS THAT THE YOUTHS OF TODAY ARE FAR DIFFERENT FROM THE YOUTH OF YESTERDAY. MOST OF THE YOUTH OF YESTERDAY COULD CRAVE FOR A BIYCLE, A RADIO, AND A GRASS THATCHED HOUSE AND PARTICIPATE IN LOCAL WRESTLING (EKIGWO) OR (ENKUYO). THAT’S HISTORY NOW.
TODAYS YOUTH WANT TO OWN A MEANS OF TRASNPORT, GOOD CLOTHING, A MODEST HOUSE, LUXUIRIES ON TOP OF GOOD LIFE .THE DESPERITY RATE BETWEEN THOSE IN GOVERNMENT AND GOVERNMENT INSTITUTIONS AND LOCAL PERSONS IS SO GREAT THAT THE YOUTH NOW AT ANY GIVEN OPPORTUNITY ARE VOWING TO VOTE FOR A CHANGE TO PUNISH WHOEVER IS IN POWER OR ASSOCIATED WITH THOSE IN POWER AS EVIDENCED IN KYADDONDO NORTH.
H.E THE PRESIDENTS IDEAS WILL ONLY WORK IF THE FOLLOWING ACTION IS ADOPTED.
IN GERMANY, ALL S4 LEAVERS ARE RERUITED IN THE ARMY AND TRAINED IN VARIOUS INSTITUTIONS. THEREFORE I SUGGEST THAT THE PRESIDENT ORGANISE OR CREATES A REVOLUTIONARY METHOD TO ADRESS THE YOUTH SECTOR BY DEMISTFYING THE PARLIAMENT AND GOVERNMENT INSTITUTONS.
AN EXAMPLE WOULD BE ENLARGING THE ARMY AND RERUITMENT OF ALL S4 ANDS5 LEAVERS, UNIVERSITY AND INSTITUTION GRADUATES TO UNDERGO MILITARY TRAINING AS WELL AS ENTREPREUNER TRAINING SKILLS. AFTER ONE YEAR OF SERVICE, THE YOUTH SHOULD BE LEFT TO JOIN OTHER INSTITUTIONS OR PRIVATE ENTERPRISES WITH PACKAGES IN FORM OF EQUIPMENTAND ENTANDIKWA (CASH)

REDUCE ON GOVERNMENT EXPENDITURE ESPECIALLY PURCHASE OF VECHICLES. OFFICIAL GOVERNMENT CARS SHOULD BERESTRICTED TO LOWER CC OF 1600 TO REDUCE ON THE FUEL BILL SINCE THE ROADS ARE GOOD AND OFFICIALS SHOULD LIVE WITHIN THE GOVERNMENT MEANS. IT’S ONLY THE MILITARY WHICH SHOULD BE ALLOWED HEAVY DUTY MACHINES.ALL MONEY SAVED SHOULD BE PLOUGHED BACK TO THE YOUTH TRAINING AND FUNDING IN THE MILITARY. FROM MILITARY, THE YOUTH COULD BE DEPLOYED IN POLICE ,PRISONS OR OTHER UNITS.
CIVIL SERVICE SALARIES SHOULD EQUALLY BE REDUCED AND SHOULD BE ON CONTRACT. RETIREMENT AGE SHOULD BE CONTROLLED TO FIFTYYEARS.AND MEMBERS OF PARLIAMENT SHOULD SERVE FOR ONLY ONE TERM. POLITICS THEREFORE SHOULD NOT BE A PROFITABLE OR BUSINESS VENTURE AS IT IS TODAY.
CORRUPTION SHOULD BE ATTACKED HEAD ON. WHOEVER HAS BEEN FOUND INDULGING IN THE SAME SHOULD EITHER REFUND, BE SACKED INCLUDING SELLING HIS PROPERTY STARTING WITH CONVICTED KAZINDA.

CHANGE THE LAW NOT THE PEOPLE.
In 1961, the Uganda Relationships commission made some pertinent remarks about inherent difficulties that “Land tenure is a subject of great importance and complexity and there is little need to stress the general importance, in a country developing very rapidly, of equipping it with a system of land tenure, capable of responding to its needs”.
It’s possibly against this background that the government is striving to make numerous amendments to the land law.
One of the acknowledged major principals in land law is that land is not stolen, correct. However, if one ventured to ask the peasants their immediate problem, would hear cries of their land being stolen (Ekibba ttaka) .Is it really imaginable that the man who defeated Idi Amin, Joseph Kony, Bazilio Okello and the Rwenzururus and demystified the gun for the last thirty years has failed to solve the land problem?
It’s on record that in 2014 when Hon Nantaba was appointed Minister of state for lands, I wrote an article in this paper arguing parliament to amend the Land law to address the challenges on the ground.

There was no response not even an acknowledgement from either the ministry of land or the August body where MP’s could teem up and present a private members bill . However, the grabbers without any shame took the minister head on to court for none other than excessive use of power and fellow cabinet members and ministry officials abandoned her. Nantaba’s case it was alleged, was mainly giving directives beyond her administrative functions as a minister and court directed that land matters should be left to courts of law to determine the rightful owner. I concur as this is the main principal of law and ten ate of separation of powers. However, it’s also cabinet to provide policy and parliament to amend the laws which the courts use in administration of justice. It’s no wonder that Nantaba was nearly slaughtered by powerful tycoons on the land alter however survived by the peasants grace which victory its self-lauds the peasants voice.
In the present cabinet, the young lady was assigned a new docket and land grabbers celebrated however in the kingdom of Bunyara where she hails from, has set down minimum standards in that surveyors, land agents even if accompanied by afande teargas, must submit their wills before crossing Sezibwa river .
A few years down the road, a new minister, also a lady was appointed and on her credit is to sack a fellow lady, Sarah Kulata, who happens to be a very experienced technocrat.
President Museveni on his last visit to Luwero discovered what he thought was a new formula to land acquisition. It operates that if a kibanja holder has for example six acres; the land lord takes four and offers two acres to the kibanja holder with a land title. It’s dubbed a quarter systems. It’s one of the policy’s which is used to grab land from the peasants however; it’s not backed by any known law. In the case of Luwero, the President promised to assist the peasant farmer regain his portion of land but how many peasants will the president assist get back their already grabbed pieces of land? The president is the only person in Uganda who might not be aware that Resident Commissioners offices are clearing houses for this archaic formula.
In mitigation, the president has appointed the Bagemeire commission to look into Land issues and possibly recommend new amendments, which I believe calls for new radical land reforms.
My submission is simple, why can’t this land committee operate while all land grabbing is halted? A happy new year to all our patrons.

POLITICS AND THE NOTION OF CHASING MIRAGES.
Just when one is about to wind up a submission dedicated to the just concluded American election, a challenge crops up and one is left with none other than to oblige.
In most pronounced democracies around the globe, politicking and electioneering takes place before and during the actual elections. In USA however, it’s different this time round, as there is a continuation long after the final results were released.
The vanquished Democrats as well as independents are bitter that Republican Donald Trump has spoilt their victory party or think that the presidency was unfairly taken from democratic rival Hillary Clinton and now are hoping against hope, chasing for ways to change the results.
Their focus is trying to get members of the U.S Electoral College to change their vote, arguing that Clinton should be the next president because 62,523,120 million American voted for her, compared to 61,201,031 million for Trump. The Electro College is part of the constitution and is composed of 538 members, with each state and the District of Columbia. Right now, the election result show 290 Electoral College votes for Trump and 232 for Clinton. Its Trump’s lagging in the popular vote that’s fuelling some voters desire to convince the electors to switch and vote for Clinton instead. In fact a petition urging such a change already has more than 4 million signatures.

There are deliberate efforts to get 160 of the ‘Great Old Party’ in the 15 states that Trump won and don’t have laws bounding to the winner to change their vote. This term is called “turning faithless”
It should be noted that members of the Electro College don’t officially cast their ballots until 19th December, which has Trump opponents making long and diagonal efforts to reverse the outcome, including petition drives to get the electorate to switch their votes. When Trump and Hillary won states, the practical result was that they won slots for elector slate there. On December 19th, the electors will cast their votes for president in their respective states. But while in modern era this ceremonial occasion has been a formality that reiterates the results of state wide votes, it seems to be at least technically possible that electors could instead defy their states and vote for whomever they choose. In the past, some electors have indeed stepped out and voted against their state’s popular vote, but this hasn’t happened since 2004.electors have turned faithless in nine out of the last 17 elections.
However, there was one time in history that faithless electors altered the result of an electoral college. In 1836, all electors in Virginia opted to be faithless. They were pledged to vote for Martin Van Buren and his running mate, Richard Mentor Johnson. But instead, they all refused to vote for Johnson. The senate decided the election and ended up choosing Johnson anyway.
In 1827, Andrew Jackson won the popular vote but lost the election. In 1876 Samuel Tilden suffered the same fate as Grover Cleveland in 1888.
Additionally, Independents and scientists have come up with another long short. They are demanding a recount of Wisconsin, Pennsylvania as well as Michigan sighting possible interference or due to vulnerabilities of paperless voting machines. The experts argue that the only way to know whether the cyber-attack changed the result is closely examine the available physical evidence.
My submission is simple. Since the whole concept of the Electoral College was to provide a fair election, why can’t the lawmakers devise another formula today befitting this great nation?

A TASTE OF AMERICEXIT DEMOCRACY.
Humans, Fauna and Flora families have always managed to adapt to conditions of extreme and lowest levels and Man’s capability and resilience is also equated to the way he responds to these conditions. Consequently, man has been able to contain both adverse weather in the Arctic region and the Sahara. The multiple uses of drones in advanced surveillance and deliverance of medical drugs in hard to reach areas and deployment of robots is meant to address survival challenges.
The concluded elections in the America have tested man’s ability on the multiple uses of independent print, electronic and social media. However, there is an emerging issue which has attracted my submission. Early scholars had given a standard definition of democracy as a system of one man one vote. Other advanced definitions have also been offered to this great word; however, after this election, the world woke up only to realize that this standard definition is no longer applicable or has turned out to be demiurgical.
Each state has a number of electors in the Electoral College proportionate to its population: the sum of its number of senators (always two) and representatives in the house. The framers of the constitution in 1787 rejected both the election of the president by Congress and election by direct popular vote, on the grounds that people would vote for their local candidate and the big states would dominate. The states were divided proportionally and allocated representatives who would publically contest.

The outcome is that the country has 538 votes and the magic number is 270. In 1824, after four candidates split the Electoral College, the house elected John Quincy Adams even though Andrew Jackson won more popular and electoral votes. In 1876, Republican Rutherford B Hayes won with 186 electoral votes even though Democrat Samuel J Tilden won with 264,292. In 1888 Republican Benjamin Harrison elected president with 233 electoral votes though Democrat Grover Cleveland won 100,456. In 2000 Republican George.W.Bush won the white house with 271 electoral votes, though Democrat Al Gore won with 540,520 more votes. In 2016, according to results, Hillary Clinton had 60,467,601 with 228 electro votes and Donald Trump 60,072,551, with 290 electro votes and was declared winner with a difference of 219,752 surprisingly, nobody cried foul, not even the contestant who had earlier on complained of rigging. The concept of one man, one vote was set down in two land mark decisions of the Supreme Court, Baker vs. Carr in 1962 and Reynolds vs. Sims in 1964. In the case of Evenwel vs. Abbot.2016, the two Texas voters Sue Evenwel and Edward Pfenninger challenged the apportionment of Texas Senate districts, Justice Ruth Bader Ginsburg stated that “As history, precedent and practice demonstrate, it’s plainly permissible for jurisdictions to measure equalization by the total population of state and local legislative districts”
Elsewhere, in 1989, Uganda’s Museveni after capturing power introduced the Electoral College system in an effort to repair the damaged political system which had been inherited. However, when the learned and the peasants converged, debated and argued under the constituent assembly for two years, almost swept down this system and only confined it to the electoral colleges for the youth, army and people with disabilities categories.
My submission is simple. If the electorate finds the system not satisfactory, why can’t they change to one man one vote?

POLITICS, MONEY AND LIES ARE BED FELLOWS.
One could consult medical experts to explain the causes of rigor fever which provides shaking or exaggerated shivering. It’s normally associated with those who gamble with politics and immediate beneficiaries just before Election Day and it may be attributed to fear of the outcome.
I had decided to close the gate on this year’s American elections because it was ending and a foregone conclusion however due to exigency and new emerging issues have also decided to reopen, just like FBI Director Comey finally reopened the Clinton mail server investigations.
In July, during a congress brief, Comey fed a story that Hillary Clinton’s 33,000 missing emails were permanently erased and destroyed beyond recovery. On Friday, the same guy intimated that they exist and recoverable though in different places. The two statements are contradictory and calls for logical analysis.
On Sunday, the FBI got a warrant to search Anthony Weiner’s laptop for new evidence in the Hillary Clinton email server scandal. Apparently, Weiner shared the laptop with his wife Huma Abedin, a top aide of Clinton dubbed “gatekeeper” and the FBI believes there are about 650,000 emails stored on her laptop. Information available indicates that the Abedin mails were discovered weeks ago and FBI agents briefed deputy director Andrew McCabe.
It is recorded that an executive with Denver contractor that maintained Clinton’s private server revealed that an underling didn’t bleach clean all her subpoenaed emails, just ones he stored in a data file he used to transfer the emails from the server to Clintons aides, who in turn sorted them out to deliver to congress.

The Platte River Network said Paul Combetta “created a vehicle” to transfer email files from the line mailbox of Clinton executive services and then used Bleach Bit Software to shred the ‘vehicle” but the email content still existed in the live email account. And they may also materialize on an internal “shared drive” that they created.
Additionally, Clintons missing personal emails were also be captured on Google server. According to FBI notes, Combetta “transferred all of Clintons email content to a personal Google address he created” only the FBI never subpoenaed Google to find out.
Then there is the laptop Combetta loaded with Clinton’s email archive and allegedly shipped back to Clintons aids in Washington, who claim it got lost in the post office but specifically the ”Apple Mac Book laptop” was actually shipped to the Clinton foundation, New york city. The much sought Apple server Clinton used in the first two months in office was not discarded but “repurposed” as a work station used by staff and deployed at Clinton’s Chappaqua residence.
Finally, it is reported that Comey offered immunity agreement with Cheryl Mills the former Clinton chief of staff and also agreed to have Mills laptop destroyed.
Clinton has maintained her stance that there is no smoking gun. Trump on the other hand scenting blood has grouped his adversary where it hurts most.
Interestingly, senior counsel Comey who towers 6ft 8” and once described by Obama as “a man who stands very tall for justice and the rule of law” is definitely doing what he is doing and you never know, he could be planning for tomorrow.

THE AMERICAN ELECTION SPRINGS OCTOBER SUPRISES.
One of the presidential candidates has alluded to the fact that American elections are similar to those of third world country. If this from a presidential contender, I concur. However, few days ago, it was a foregone conclusion that the Secretary of state and democratic nominee was to ascend to the highest chair of the white house. Given the sum total of all the debates , campaigns and abuses, she was about to wrap up and rest her case to the people and in fact, some had started pouring her votes as it’s the country’s early voting system. However, came that haunting FBI Comey guy whom every democratic member of the party had showered with praises in July for having expressly watered down the use of the email server and this time round, disentangling the whole process.
If it had been in a third world country, one would invoke the gods of the land; at times called vadoo.One would sermon all his ancestors to punish that person Comey including his immediate family and his future grandchildren for interrupting an already won game. However, this is not third world, this is the greatest democratic nation and there is rule of law. In American political jargon, there is a term called “October surprise”, a news event created or timed sometimes occurring spontaneously to influence the outcome of an election particularly one for the president. The reference to the months of October is because the date of the national elections as well as many state and local elections is in early November. Therefore, events that take place in late October have greater potential to influence the decisions of prospective voters. The term “October surprise” has been used preemptively during the campaign season of one side to discredit late campaign news by the other side. In 1964, just before the presidential elections, the candidacy was Johnson vs. Goldwater. The scandal was around Walter Jenkins, a top aide of Johnson. Jenkins was arrested and charged with disorderly conduct with another man in a locker room at YMCA. Johnson was largely and only saved by sudden international events. In 1992, four days before the vote between Bush vs. Clinton, Ronald Reagans defense secretary Casper Weinberger was implicated in the Iran contra affair.Weienberger participated in the transfer of United states TOW missiles to Iran that was used to stop Saddam Hussein’s massive tank army and was later indicted. Republicans accused Counsel Walsh of timing Weinberger indictment to hurt George Bush re-election chances however, Bush pardoned Weinberger. NEW ERA OF DAMNING COWBOY- COWGIRL POLITICS.
Connoisseurs of this article who are not of our generation ought to be fed at least with some ammunition. A cowboy is an animal herder who tends cattle on ranches in North America, traditionally on a horse back. Cowgirls had a less well documented historical role but in modern world have established the ability to work virtually identical tasks and obtained considerable respect for their achievements and the name can be used figuratively, however, the word cowboy can also be used in a negative sense. A cowboy can be an adjective for reckless. It can describe someone who is reckless or ignores potential risks, irresponsible or who heedless handles a sensitive or dangerous task. One time George Bush’s foreign policy was referred to as cowboy diplomacy. Surprisingly, Uganda’s president Museveni who is a celebrated herdsman “omulalo” in the local dialect is not called a cowboy.
Historically, some countries are named after legendaries and people. However, other countries are named after food. According to our times, America was known as a land of entertainment and wonders, cowboys and Apollo, landing on the moon, thou, to an ordinary person, there was nothing worthy entertaining about landing on the moon. Cowboys rather were known to be mostly desperados who shoot, shout, play poker games, gambling and engage in rodeos. The term rodeo is used primarily to refer to a public exbition and demonstration of cowboy equestrian skills, usually in a competitive event
Interestingly, there is no recoded document scholars have come across on cowboys voting or holding of elections on their ranchland .It has always been cowboy monopoly. No wonder that they have always settled their issues after a gun smoke.
The ongoing American presidential campaigns provide fertile grounds to equate it to the above analogy. After the third and final debate in Las Vegas, all is set for the final assault on the campaign trail. The leading cowgirl Clinton boayed by the opinion polls after the debates is leading her pack and is sure to win however, the issue of her use of a personal email server to transmit official email has been termed as reckless and of gross negligence, typical of a cowboy action and it’s still haunting her. Her only reply action was to admit personal responsibility and that’s all. Her other known public case was to stand by her husband action of allegedly assaulting four known women with man’s deadly weapon of mass destruction when he was the president. Still typical of cowboy style, she never walked away from trouble and it’s not possible to convict her on this charge at this stage. It’s no wonder that cowgirls have learnt to stand firm and about to reap what they sowed.
The leader of the cowboys, Trump on the other hand originates from Texas which has background of performing rodeos, the game of entertainment. His vast empire of hotels and golf clubs are typical of Cowboy dominating generation however while riding high on horseback has been riddled with setbacks and scandals. Already eleven cowgirls have formally come forward and claimed to have been held inappropriately under the horse saddle by none other than him, which he has denied in totality. The other crime is allegedly non-payment of taxes for over twenty years from his vast conglomeration empire However, Professor Helmut Norporth of Stony Brook University in New York is one scholar who has stuck to his guns and predicted that the cowboy has true grit and should not be under estimated.
My submission is simple why can’t the cowboys admit that male chauvinism and dominance is over and that the cowgirls are ready and desperate to smash the white house ceiling.
