อาทิตย์ที่ผ่านมาผมได้รับเชิญให้เข้าชี้แจงกับกรรมาธิการการศึกษา สภาผู้แทนราษฏรเกี่ยวกับปัญหาการจ้างครูต่างชาติของโรงเรียนนานาชาติในฐานะนักกฎหมายที่รู้ปัญหาในภาพรวมทั้งหมด การจ้างครูต่างชาติ ๑ คนนั้น มีหน่วยงานรัฐเกี่ยวข้องมากถึง ๕ หน่วยงาน คือ กระทรวงการต่างประเทศ, สช, กรมการจัดหางาน, คุรุสภา และ ตม ปัญหาหลักคือแต่ละหน่วยงานต่างออกระเบียบของตนโดยไม่คุยกัน ผลคือ มันปฏิบัติไม่ได้ เพราะมันขัดกัน ไม่สอดคล้องกัน เช่นแรงงานต้องการให้ ตม ต่อวีซ่าให้ครูก่อนแล้วจึงจะออกใบอนุญาตทำงานให้ ตม บอกว่าผมต่อให้ไม่ได้ถ้าไม่มีใบอนุญาตทำงานก่อน ปัญหาเหมือนกับไก่กับไข่อะไรเกิดก่อนกัน ความลำบากจึงตกอยู่กับโรงเรียนเพราะไม่สามารถขอใบอนุญาตทำงานให้กับครูได้ ในการประชุมท่านประธานเปิดโอกาสให้ผมได้ซักถาม ตม และแรงงานอย่างเต็มที่ จนได้ข้อสรุปที่ทั้งสองฝ่ายจะนำไปประสานงานต่อในองค์กรของตนเพื่อแก้ไขปัญหา ต้องชื่นชม ตม ที่เตรียมตัวทำการบ้านมาดี มีการส่งหนังสือเวียน ฯลฯ ส่วนแรงงาน เฮ้อ ต้องปรับปรุง นอกจากจะไม่แม่นข้อกฎหมายแล้ว เหตุผลหลายอย่างก็ฟังไม่ขึ้นและดึงดันแบบไม่มีหลัก

Lamai International School wants to give back to its local community this holiday season! Please help us do so by donating unused or unwanted items you may have. We will be distributing everything we gather to others in need around the island.

We will be accepting items such as toys, clothing, shoes and various school supplies or accessories such as backpacks, pencil cases, etc.

Drop Off Location: Lamai International School
Time: 8:30am – 4:00pm (weekdays only)
Date: Monday, December 9th – Monday, December 16th.

We kindly ask that you ensure all items are clean and in good condition for donation.
