Then on May 3rd, 2026? Portugal’s president signed a new law that doubled the citizenship timeline to 10 years. No warning. No transition protection. Just — new rules, good luck.
Now 500+ visa holders — mostly Americans — have organized through a WhatsApp group (very 2026 of them) and are gearing up for a collective lawsuit against the Portuguese state.
Their argument? The government actively marketed this program. Officials promised a 5-year path. People built their lives around it. You can’t benefit from the investment and then move the goalposts after the money’s already in.
Their plan? Exhaust every Portuguese court, then take it to the European level.
Legal experts are warning this could tank Portugal’s reputation as an investment destination — because if a country can bait you in and change the terms mid-process, why would anyone trust it again?
