بظاہر یہ نوٹیفیکیشن سیکرٹری پاکستان بار کونسل کی طرف سے جاری کیا گیا ہے۔ کیا سیکرٹری پاکستان بار کونسل کو یہ اختیار حاصل ہے کہ وہ ممبران پاکستان بار کونسل کی جانب سے جاری کردہ بیان کی وضاحت کرے اس بیان کو ان کی ذاتی رائے قرار دے اور انہیں ہدایات جاری کرے اور بتائے کہ انہوں نے کیا کہنا ہے اور کیا نہیں ۔
