The Federal Board of Revenue (FBR) has clarified that Finance Act 2026 has not introduced any new powers allowing tax officials to recover taxes directly from taxpayers' bank accounts. According to senior officials, the existing recovery provisions have remained part of Pakistan's tax laws for approximately 50 years.
FBR explained that tax recovery from bank accounts follows a prescribed legal process under the Income Tax Ordinance, 2001. A demand notice is first issued under Section 137, after which taxpayers are provided 30 days to respond. Any recovery action under Section 140 requires multiple procedural steps and higher-level approvals.
This clarification comes amid discussions on social media regarding the Finance Act 2026. It highlights the importance of distinguishing between existing legal provisions and new legislative changes, particularly for taxpayers, businesses, and tax professionals.
Key Points:
• No new bank account recovery powers introduced under Finance Act 2026.
• Existing recovery provisions have been in tax laws for around 50 years.
• Taxpayers are given a 30-day notice before recovery proceedings.
• Recovery from bank accounts follows legal procedures and requires multiple approvals.
